Motor boat licence

The licence needed to operate a motor boat depends on two criteria — the engine power and the area where you will be boating (whether sea or inland waters). If you want to cruise on a motor boat with an engine power of  less than 4kW , then you don't need a licence. This applies to houseboats or small boats, for example. You can sail a boat with a 4kW to 20kW  engine on inland waters with a VMP licence, but for the sea you'll need an international skipper's licence just as for a sailing boat and in some countries (such as Croatia), a radio licence . With engine power  above 20kW , for inland sailing and on the sea, you will need a certificate of engine experience for inland sailing in addition to the VMP.

How to choose a motor boat?

Motor boats have a slightly different interior layout than sailboats. How to operate a motor boat?

If you have sailing experience, driving a powerboat will seem like something very simple. You don't have to worry about ropes, sails, vignettes, masts or a flying jib. You simply start the boat and cruise wherever you want. Then it's the same as mooring with a sailboat.

One important aspect to be aware of when operating a motor boat is the  engine trim . Engine trim refers to the adjustment of the angle between the propeller and the bottom of the boat. Ideally, the propeller should be positioned vertically downward. As a motor boat gains speed, the bow of the boat may lift, causing the propeller to partially submerge. In such cases, it is the responsibility of the captain to intervene and adjust the engine trim to ensure that the propeller is aligned vertically and not at any angle other than 90 degrees to the water surface. This adjustment is crucial to prevent the boat from jumping or unnecessarily impacting the water with the bow. By maintaining the correct trim, the boat can navigate efficiently and provide a comfortable sailing experience for all on board.

  • Boat Trailer Registration Requirements: Boat trailers are not registered in Oklahoma.

  • Resident License and/or Education Requirement: Washington residents born after January 1, 1955 who operate powered watercraft 15 hp or greater, to carry a Washington Boater Education Card.

  • Minimum Age to Operate a Personal Watercraft (PWC): No one under 12 may operate a motorboat over 10 hp. 12-15 may operate with an adult on board.

The site has since undergone remediation and owner Yancoal has relinquished the site for the new venture. 

Black Rock Motor Resort chief executive and founder Tony Palmer said his team worked alongside Yancoal and the NSW resource regulator to help rehabilitate the site.

"In order for that to happen, the mining company has to satisfy very strict criteria of ensuring the site is safe and stable for its defined future use," he said.

Yancoal executive general manager of environment and external affairs Mark Jacobs said works had been extensive.

"In terms of the surface infrastructure, all of that had to be demolished and cleared," he said.

"There are often surface cracks that come from shallow underground mines … there was a requirement to go and grout all of those.

"Where there were previous tailings and previous course rejects, all of that needed to be kept rehabilitated … safe, stable and non-polluting."

Mr Jacobs said the closure plan for every mine site was constantly being updated because land supply and demand changed over time.

"If a mine has gone back to the 1970s, or 80s, its rehab requirements are generally pasture land or native veg," he said.

"While that might have made sense in 1970 … it's not necessarily the best use of the land today."

New opportunities for old mines

NSW Natural Resources Minister Courtney Houssos said the state government was exploring future opportunities at other mine sites.

Ms Houssos said re-use projects being considered included renewable energy hubs, pumped hydro and hiking and mountain bike trails.

"We want to promote new industries and encourage economic diversification," she said.

Ms Houssos said 450 jobs would be created during the construction phase of the motorsport park and more than 200 when the facility was operational.

"This is a great opportunity for hundreds of local jobs on what has been industrial and productive land to continue to support the community," she said.

The facility is expected to be operational by 2026 and fully completed in 2027.

  • The state of Maryland issued an Emergency Declaration on March 26, 2024, as a result of the Francis Scott Key Bridge collapse in Baltimore. Does this declaration affect me as a commercial motor vehicle driver? The emergency declaration issued by Governor Moore automatically triggered emergency relief from Federal hours-of-service requirements in 49 CFR §§ 395.3 and 395.5 for motor carriers and drivers  providing direct assistance to emergency relief efforts  due to the bridge collapse. The relief applies regardless of the motor carrier or origin of the trip, so long as the carrier or driver are providing direct assistance. Direct assistance includes transportation and other relief services provided by a motor carrier or driver related to the immediate restoration of essential services or essential supplies.  Examples of direct assistance include transportation of heavy equipment and personnel into the area and removal of debris to assist state and local emergency efforts reopen the Port of Baltimore and the waterway impacted by the bridge collapse.    
  • Does the emergency relief from Federal hours-of-service regulations due to the state of Maryland’s Emergency Declaration apply to motor carriers and commercial motor vehicle drivers who are NOT directly supporting emergency response efforts but whose operations have been impacted by the bridge collapse? No. The relief from Federal hours-of-service regulations does not apply to motor carriers and drivers who are not providing direct assistance to emergency response efforts.  The state emergency declaration does not trigger emergency regulatory relief from Federal regulations for motor carriers and drivers whose motor carrier operations are impacted by rerouting or delays due to the unavailability of the Francis Scott Key Bridge or the partial shutdown of the Port of Baltimore.  
  • Does the emergency relief from Federal regulations provide commercial vehicle drivers with relief from Federal hours-of-service requirements? Yes. The state emergency declaration automatically triggered relief from 49 CFR §§ 395.3 and 395.5 for motor carriers and drivers  providing direct assistance  supplementing state and local emergency response efforts and capabilities.   
  • Does emergency relief from Federal regulations due to the state of Maryland’s Emergency Declaration provide commercial vehicle drivers with relief from electronic logging device (ELD) requirements? No. The state emergency declaration does not result in relief from Federal ELD requirements.   
  • How long will the relief from Federal hours-of-service regulations be in effect? The relief from 49 CFR §§ 395.3 and 395.5 is limited to the period of the emergency up to a maximum period of 14 days from the date of the initial declaration of emergency. The relief from Federal hours-of-service regulations (for motor carriers and drivers providing direct assistance to emergency relief efforts due to the bridge collapse) is effective from March 26, 2024, until the end of the emergency or April 8, 2024, whichever is earlier.  (as of March 28, 2024)  
  • Can FMCSA extend the emergency relief from Federal regulations beyond the 14-day limit? Yes. FMCSA may extend the period of regulatory relief. Interested parties, including the state, motor carriers, and drivers, may request an extension by explaining why the extension is needed in an email to FMCSA’s emergency declarations mailbox at  [email protected] .   
  • Are there any options for motor carriers and drivers whose operations have been impacted by the bridge collapse to request regulatory relief from Federal hours-of-service regulations? Yes. Motor carriers and drivers may request a waiver or exemption from certain Federal motor carrier regulations, such as the Federal hours-of-service regulations and electronic logging device requirements. The procedure for requesting waivers and exemptions can be found in Subpart B of 49 CFR Part 381 . Waivers are limited in duration to three months. Exemptions may be issued for up to five years. The request must be sent to the Acting Deputy Administrator via email to [email protected] or by traditional mail to Federal Motor Carrier Safety Administration, 1200 New Jersey Ave., SE., Washington, DC 20590–0001. Requests should include information such as why the waiver or exemption is needed, how many drivers or vehicles will be operating under the waiver or exemption, and an explanation of how you will ensure the equivalent level of safety is met as provided by complying with the existing regulations. Please refer to  the regulation  for specific requirements.

Toyota Motor North America Reports March, First Quarter 2024 U.S. Sales

  • First quarter sales of electrified vehicles surges 74 percent on a volume basis; represents 36.6 percent of total sales volume
  • 27 electrified Toyota and Lexus vehicle options available at dealerships, the most among any automaker  

PLANO, Texas (April 2, 2024) – Toyota Motor North America (TMNA) today reported March 2024 U.S. sales of 214,894 vehicles, up 21.8 percent on a volume and daily selling rate (DSR) basis versus March 2023. Sales of electrified vehicles for the month totaled 78,157, representing 36.4 percent of total sales volume.  

For the first quarter, TMNA reported sales of 565,098 vehicles, up 20.3 percent on a volume basis and up 17.2 percent on a DSR basis versus March 2023. Sales of electrified vehicles for the first quarter totaled 206,850, representing 36.6 percent of total sales volume.  

Toyota division posted March sales of 184,123 vehicles, up 22.7 percent on a volume and DSR basis. For the quarter, Toyota division reported sales of 486,627 vehicles, up 21.3 percent on a volume basis and up 18.1 percent on a DSR basis.  

Lexus division posted March sales of 30,771 vehicles, up 16.7 percent on a volume and DSR basis. For the quarter, Lexus division reported sales of 78,471 vehicles, up 15.0 percent on a volume basis and up 12.0 percent on a DSR basis, the division’s best-ever first quarter.  

“Thanks to our diverse portfolio of 27 electrified vehicle options between the Toyota and Lexus brands, customer demand for our products continued to grow in March and in the first quarter,” said Jack Hollis, executive vice president, sales, TMNA. “Our teams are preparing to launch more than 20 new, refreshed or special edition vehicles later this year including the all-new 2024 Tacoma with available hybrid powertrain, plus the all-new 2024 Land Cruiser and 2025 Camry, both exclusively with hybrid powertrains, offering even more electrified options that fits customers’ lifestyles and needs.”

  • March sales of electrified vehicles were 78,157, surging 60.9 percent, representing 36.4 percent of total sales volume

~Every 44 Seconds in Florida, a Crash Occurs. One of Seven Crashes is Due to a Distracted Driver~

TALLAHASSEE, Fla. – A crash occurs every 44 seconds in Florida, and one in seven crashes involve distracted drivers. April is National Distracted Driving Awareness Month, and the Florida Department of Highway Safety and Motor Vehicles (FLHSMV), our division of the Florida Highway Patrol (FHP), and our campaign partners remind drivers that distracted driving is dangerous driving. Preliminary numbers indicate that in 2023, nearly 300 people in Florida died due to distracted driving, up 23 deaths from 2022.

Distracted driving is an offense often underreported because the nature of the offense means that the behaviors associated with distracted driving do not fall under one statute but instead may fall under several, including Texting and Driving , Careless Driving , Failure to Maintain a Single Lane and Aggressive Careless Driving .

The National Highway Traffic Safety Administration (NHTSA) defines distracted driving as any activity that causes the driver to divert their attention from driving, such as texting or talking on the phone, eating or drinking, conversing with passengers, or adjusting the car’s entertainment or navigation system. These activities can distract a driver from the crucial task of driving safely.

Put it down and focus on driving

“Anyone operating a vehicle should be free of distractions and be attentive to the roadway, other vehicles, and changes to traffic patterns,” said Executive Director Dave Kerner . “While multitasking may seem normal in our daily lives, it is deadly when you are behind the wheel. Focus on driving safely and arriving safely. Everything else can wait.” “Distracted Driving is akin to Impaired Driving.  Drivers are personally responsible for their driving behavior that impact others on our roadways,” said FHP Colonel Gary L. Howze II . “Keep your eyes on the road, your hands on the wheel and maintain a safe distance from other vehicles.  Drive defensively and be courteous to others. Your personal decision to focus on driving when driving will likely prevent a tragedy on the road.”

Distracted driving related citations grew on average each year from 2019 to 2023.

In Florida, texting while driving is a primary offense under Florida’s Wireless Communications While Driving law. Law enforcement can stop a vehicle solely for using a wireless communications device while driving, including in active work and school zones.

Additionally, other behaviors that commonly occur due to driving while distracted may constitute statutory violations such as careless driving, failure to maintain a single lane or when two or more of the following acts happen at the same time or in succession, they could fall under aggressive careless:

  • Exceeding the posted speed limit
  • Unsafe or improper lane change
  • Following another vehicle too closely
  • Violating traffic control and signal devices
  • Failing to yield the right of way
  • Improper passing

PENALTIES FOR DISTRACTED DRIVING

Distracted driving can be hazardous and lead to fatal crashes. Various activities can cause distractions while driving, and penalties for distracted driving can range from points being added to your driver’s license to substantial fines and court fees. To avoid these consequences, motorists should prioritize safety by eliminating distractions and focusing solely on driving while behind the wheel.

On September 15, 2016, the Scherer family was stuck in traffic heading north on I-75. Their vehicle, a Mazda CX-5, was at a complete stop, as were other cars stuck on the interstate. Without warning, the Scherer’s vehicle was slammed into from behind by a vehicle going nearly 80 miles per hour. The vehicle, driven by Gregory Andriotis, pushed six cars 76 feet, killing the Scherer’s nine-year-old son Logan and injuring the rest of the family along with others in vehicles ahead of the Scherer’s.

Before the crash, Andriotis had been engaged on his phone, using it to text and talk. Witnesses to the crash and even the victims observed Andriotis still using his phone after the crash. Gregory Andriotis was convicted of one count of vehicular homicide and three counts of reckless driving in May 2023. The case is Florida’s first texting and driving case to go to trial. On June 15, 2023, Gregory Andriotis was sentenced to 30 years in prison .

Boston — The Massachusetts Registry of Motor Vehicles (RMV) is reminding customers to use only Mass.Gov/RMV for information or to perform many transactions, including when trying to renew a license or registration. While there has been no sharp increase in reports of deceptive and mimic websites to the RMV, this is a busy time of year for customer transactions so the RMV is issuing this reminder to the public about sites which have been created to mislead customers into thinking they have reached the official RMV website.

“We urge everyone to be vigilant when performing transactions or providing information online for RMV-related services. Customers should avoid using any unofficial third-party websites claiming to assist with RMV services, and inform their relatives and friends about this as well,” said Registrar of Motor Vehicles Colleen Ogilvie. “On our official website Mass.Gov/RMV, customers can look up how much specific services cost and see which services are available to them at no charge.”  

To ensure you are accessing the official RMV site, please remember the following:

  • In Massachusetts, we use the term “Registry of Motor Vehicles” and “RMV,” so log-off if the site references the “DMV” or the “Department of Motor Vehicles.”
  • At Mass.Gov/RMV , you will never be charged to check your license, registration or title status.
  • At Mass.Gov/RMV , you will never be charged to access Registry forms and information.
