The theoretical maximum speed that a displacement hull can move efficiently through the water is determined by it's waterline length and displacement. It may be unable to reach this speed if the boat is underpowered or heavily loaded, though it may exceed this speed given enough power. Read more.

Sail Area / Displacement Ratio

A measure of the power of the sails relative to the weight of the boat. The higher the number, the higher the performance, but the harder the boat will be to handle. This ratio is a "non-dimensional" value that facilitates comparisons between boats of different types and sizes. Read more.

SA/D = SA ÷ (D ÷ 64) 2/3

  • SA : Sail area in square feet, derived by adding the mainsail area to 100% of the foretriangle area (the lateral area above the deck between the mast and the forestay).
  • D : Displacement in pounds.

Ballast / Displacement Ratio

A measure of the stability of a boat's hull that suggests how well a monohull will stand up to its sails. The ballast displacement ratio indicates how much of the weight of a boat is placed for maximum stability against capsizing and is an indicator of stiffness and resistance to capsize.

Displacement / Length Ratio

A measure of the weight of the boat relative to it's length at the waterline. The higher a boat’s D/L ratio, the more easily it will carry a load and the more comfortable its motion will be. The lower a boat's ratio is, the less power it takes to drive the boat to its nominal hull speed or beyond. Read more.

D/L = (D ÷ 2240) ÷ (0.01 x LWL)³

  • D: Displacement of the boat in pounds.
  • LWL: Waterline length in feet

Comfort Ratio

This ratio assess how quickly and abruptly a boat’s hull reacts to waves in a significant seaway, these being the elements of a boat’s motion most likely to cause seasickness. Read more.

Comfort ratio = D ÷ (.65 x (.7 LWL + .3 LOA) x Beam 1.33 )

The Hartley TS16 (Trailer Sailer 16 foot) is an Australian trailerable sailboat that was designed in 1956 by New Zealander Richard Hartley as a day sailer and which later became a one design racer. [1] [2] [3]

The design was based on a traditional New Zealand mullet fishing boat and was the first trailer sailer sailboat design built. [3] Hartley later designed the TS18 and TS21. [4]

Most boats completed have been built by amateur builders using hand tools in residential garages and constructed of wood. Construction time is estimated at 400 hours. Later, some were commercially manufactured of fibreglass over a foam core. The boat was actually designed to fit into a garage. Construction plans are supplied by Hartley Boat Plans of Australia . About 1,800 boats have been completed. [1] [3] [5] [6]

The Hartley TS16 is a recreational keelboat , built predominantly of wood, or of fibreglass over a foam core, with wood trim. It has a fractional sloop rig, originally with wooden spars and later with aluminum . The hill has a slightly raked stem, a near-vertical transom , a transom-hung rudder controlled by a tiller and a centreboard . It displaces 794 lb (360 kg). [1] [6]

The boat has a draft of 4.07 ft (1.24 m) with the centreboard extended and 9 in (23 cm) with it retracted, allowing beaching or ground transportation on a trailer . [1]

Operational history

A 2001 review in Australian Sailing described the design: "the boat that started the trailer-sailer movement, the Hartley 16 designed by New Zealander Richard Hartley in the early 1950s, still has good support and a very active class association in Australia. Hartley designed the boat for ease of construction in plywood with only hand tools by the home handyman. Although boats have been built professionally in fibreglass foam/sandwich, the most common way of getting on the water in a new boat is to build it in timber from the official plans..." [6]

To say Hartley Boats were pleased to add the Gull to our existing range would be a lie. When we bought the Wayfarer and Wanderer copyrights from the Proctor family, Roger asked me “do you want the Gull?”.  The response for this 11ft (3.35m) little boat which I had seen many times in different locations was, “not for us, this was not a boat I have aspirations to build”.  Again, Roger insisted it was a great boat, sells well and sails fantastic, you should take it.  Reluctantly we did, we bought the tooling and produced and sold Gulls for several months.

Unlike both the Wayfarer and Wanderer, we did not re-design the boat to avoid spending the many thousands of £’s involved in producing patterns, moulds and templates needed when you produce a new boat, no, not for this average boat!  All this changed, the day we delivered and completed a handover of a Gull to a new owner at a Sailing Club.  "Come and sail with me it’s a great day, good winds and I am a novice sailor, I would enjoy you helming my new boat".

That sail taught me so much, as well as proving I had been a fool and I had got the Gull wrong.  I should have known that the man that designed the Wayfarer, Wanderer and over 100 other fantastic boats would also design the Gull to be a special boat.  Within a short-time my eyes were opened, the boat felt stable and light on the tiller, it sailed as if it was a much larger boat.  I was surprised, amazed and totally sold on this boat.  The Gull has the same chined hull as the Wanderer and Wayfarer and is also a very special boat. 

Next day, a made a phone call to my Naval Architect, Phil Morrison. “I have an urgent job for you, we are going to make changes and improvements to the Gull.  Can you start now? I will send you the list of improvements and benefits and give you the plans for you to get cracking”.  I was excited for the boats future and realised with Phil’s help this boat could be a fantastic boat with a great and long-term future. The list of changes required were very difficult for Phil to achieve but Phil’s respect for Ian Proctor made him determined to ensure the new boat would be special.

The list was headed by, no hull change at all.  This chined, Proctor designed 11ft (3.35m) hull is so stable, easy to sail and handles big seas and waves as if it was a larger boat, we had the most stable platform of any 11ft (3.35m) sailing dinghy. Not only does it give confidence to the crew but the boat moves well through the water and is a pleasure to sail.  The changes would be to the deck layout.  Firstly, design a new foredeck to improve the look of the boat, make it look beautiful and sleek.  Re-design the rear locker to give style to the boat, make it big enough to carry clothing, outboard and cheese and wine for cruising trips.  The seating is very comfortable, lower the cockpit floor to give even more leg room and facilitate for self-bailers to be fitted.  These changes with the very special hull design have delivered a very special 11ft (3.35m) sailing boat.  Every year the fleet grows with nearly 3,000 sold. 

Why is the Gull the best 3.35m cruiser in the world?  Firstly, the hull design, this is the most STABLE 3.35m dinghy in its field, tested for two adults and two children or is great as a single-hander, comfortable seating, with plenty of leg room, a high boom makes tacking and gybing a doddle.  The boat comes with a main and genoa but you can add a spinnaker for those enthusiastic sailors. 

For those long-haul cruising sailors, you can have a slab reefing main with a reefing genoa, this allows you to fully reef down your boat within twenty-five seconds, you can then sail comfortably in big seas and strong winds. This boat although very STABLE in the right wind conditions will get up and go, this is not a boring boat.  With the benefit of the integral rear locker you can switch to an engine if required or even row the boat.

As well as choosing the boat specification to suit your needs you can choose the colour of your hull, foredeck, deck and non-slip floor.  We can even put a logo of your choice on your boat.  This boat is a very special 3.35m sailing dinghy.  It is double handed or is great to sail single handed.

Legacy Island Park, the first of its kind for Fort Myers, is coming this summer

Legacy Island Park, a new, unique park near downtown Fort Myers only accessible by water, will be open to the public this summer.

"This is our first park of this nature with the island that we own," said Nicole Setzer, city engineer with the city Fort Myer's public works department. "We are excited for this. This will be a great feature. It's great for our boating public that wants to get out."

The city plans to bring a barge out to the island, along with construction materials, to start working on walkways, stabilizing the shoreline, and adding vegetation like mangroves in time for a July opening of the park.

Since 2018, after a compromise for ownership of the land that is now the Luminary Hotel, the city has been working to develop the isle into a public park.

The under-2-acre island was created from dredging work done several decades ago and is located in the Caloosahatchee River between North Fort Myers and downtown Fort Myers.

Prescribed burn clearing the way for walkways, fresh vegetation

Over time an overgrowth of trees and other plants came to occupy the island's surface, so the city has been spending weeks burning some of the vegetation to make way for construction materials and equipment.

The city plans for one to two more burnings before starting construction.

New vegetation, such as mangroves, will be added to the shorelines.

Phased opening planned, with first visitors to be welcomed in July

The work for the park will be done in two phases.

It will initially include walkways and shoreline stabilization so residents can use the beach area.

This phase will be completed in July.

There will be no docks in this phase.

"But if they kayak, if they have a shallow drop boat, they can go up on the sand beach, they are welcome to use that," Seltzer said.

The second phase will bring a boat dock facility with five slips, an observation pier, and shaded pavilions.

Visitors will not be allowed to camp overnight. There will be no water or sewer service.

Parks and Recreation will do regular maintenance on the island, and the Fort Myers Police Department's Marine Patrol will patrol the area.

Permits and delays

Setzer said it's taken a long time to get to this point because of the island's origins.

"There was a lot of permitting that was involved in this island," Setzer said. "This is previously a spoil island that's been used when the channel of the Caloosahatchee got dredged, so we had to go through the Corps of Engineers and get their permission to allow it to be a public park."

Additionally work further stalled after Hurricane Ian landed on the shores of Southwest Florida and the equipment necessary for the park's work were unavailable.

"A lot of those barges that were available went out to the barrier islands for hurricane disaster cleanup," Setzer said.

Cost for the project

The cost of the first phase is over $800,000 and will come out of the city's general fund.

There's no cost estimated for the second phase until the city goes out to bid.

'No good options': Biden admin has no plans to change how it treats Haitian migrants despite outrage from advocates

The Biden administration is under increasing pressure from human rights organizations to rethink its treatment of Haitian migrants trying to flee Haiti or currently living undocumented inside the U.S., but so far there are no plans to change course, three U.S. officials told NBC News.

More than 480 human rights organizations sent a letter to the Biden administration on Wednesday asking for a moratorium on deportations to Haiti, the immediate release of detained Haitian migrants, the closure of pending deportation cases for Haitian migrants and a new designation of Temporary Protected Status that would let more Haitian migrants already living in the U.S. remain in the U.S.

“If the United States cannot keep its personnel safe in Haiti, then the Haitian government is unlikely to keep Haitian nationals safe,” said the letter, referring to the U.S. mission to airlift Americans out of Haiti.

U.S. officials say there has been moral handwringing inside the administration, both at the White House and the Department of Homeland Security, over the issue.

“It’s heartbreaking,” one U.S. official said, adding that there are no plans to allow more Haitian migrants into the U.S.

 “There are no good options here,” said another U.S. official.

The Biden administration is facing sharp backlash on its immigration policies, including from some Democratic mayors, heading into the November presidential election. Customs and Border Protection has made more than 10 million apprehensions of undocumented migrants trying to cross the southern border since the beginning of the administration, many of them Haitian. Crossings hit record monthly levels in late 2023, though they have now dropped.

Since gangs took over Haiti this month, forcing Prime Minister Ariel Henry to announce his resignation, the Caribbean nation has been engulfed in violence .

The Biden administration has not deported Haitian migrants back to their home country by plane since the violence began, in large part because the airport in the capital and largest city, Port-au-Prince, has been taken over by gangs. But it has continued sending migrants who are interdicted at sea back to Haiti by boat.

On March 14, the U.S. Coast Guard returned 65 Haitians found on a sailboat at sea . 

“Those interdicted at sea are subject to immediate repatriation pursuant to our longstanding policy and procedures," a spokeswoman for DHS said. "The United States returns or repatriates migrants interdicted at sea to The Bahamas, Cuba, the Dominican Republic, and Haiti."

A spokeswoman for the White House’s National Security Council said the Biden administration’s approach is to help Haitians pave a path to democracy.

“If our goal was to bring everyone from around the world whenever there’s a crisis, we would have a huge problem,” the NSC spokeswoman said.

She noted that the U.S. has been working to help the situation for over a year. The U.S. government has provided more than $170 million in humanitarian aid since October 2022, making it the single largest humanitarian assistance provider to Haiti.

No protected status

Two U.S. officials told NBC News that the Biden administration will not change the policy of returning Haitians interdicted at sea because they do not want to trigger mass migration.

The officials also said that the current crisis has not yet spurred the U.S. to consider granting Temporary Protected Status (TPS) to an additional group of undocumented Haitians.

TPS has historically been used to let nationals from a country facing a humanitarian crisis legally live and work inside the U.S, whether the crisis at home is due to political upheaval or a natural disaster. TPS is granted by the president.

Many Haitian migrants who arrived in the U.S. in the past already have TPS, including those who came after Haiti’s 2010 earthquake.

Advocates for Haitian refugees argue the administration set a double standard by granting TPS to a new group of Venezuelans last summer, when conditions in Venezuela were less dire than the current situation in Haiti.

People, including many Haitians, leave Mexico to cross into the United States

The fear of using TPS for Haitians now, two officials said, is that it will send the wrong message to Haitians that they will be allowed to stay in the U.S. if they can make it here. But, they acknowledged, it is a terribly violent situation to which to return anyone.

“There’s an acknowledgement this is really difficult,” said a U.S. official. “But we don’t want to encourage more people to take to the sea.”

Guerline Jozef, a human rights advocate and co-founder of the Haitian Bridge Alliance, which led the letter sent Wednesday, said the Biden administration should rethink its policy. She said accepting desperate migrants who are lucky enough to escape would not trigger mass migration because it is so hard to get out.

“It is almost impossible to leave Haiti,” Jozef said.

U.S. officials noted that those recently interdicted at sea are not being sent back to Port-au-Prince, where most of the violence is concentrated, but in other parts of Haiti like the northern city of Cap-Haïtien.

“There is no excuse to send anyone to anywhere in Haiti right now. They are using this as an excuse for the inexcusable,” Jozef said. “The whole country is unstable.”

    Re: hartley-boats plans? Bought study plans from them once for a sailboat. The info they sent did not say how much ballast the boat required. I emailed and asked. They responded that ballast info was in the complete plans which I would have to buy to find out. I declined.

You will need a good trailer for this boat as it will weigh about 1500 lbs all up. These boats used to be constructed in Australia with 5/16th plywood but that is unobtainable now and 9 mm or 3/8th is used.
