KYIV, Ukraine (AP) — Ukraine claimed Thursday it used sea drones to sink a small Russian warship in the Black Sea as Russian investigators alleged that a Russian military transport plane that crashed last month was brought down by two U.S.-made Patriot missiles fired by Kyiv’s forces.

Ukraine’s military intelligence agency, known by its Ukrainian acronym GUR, published a video that it said showed naval drones assaulting the Russian missile-armed corvette Ivanovets on Wednesday night.

The footage released on GUR’s social media purports to show multiple naval drones crashing into a vessel and exploding. According to GUR, the ship costing $60 million-$70 million was on patrol on Lake Donuzlav in western Crimea, when a GUR special unit struck it. The lake has been more of a bay since 1961, when a channel connecting it to the Black Sea was dug out.

Disinformation has been part of the grinding war, which marks its second anniversary on Feb. 24, and it was not possible to independently verify either side’s claims.

The private security firm Ambrey said Ukraine used up to six sea drones, each of which usually carry 300 kilograms (660 pounds) of explosives, in the attack. The GUR footage showed the ship was sinking.

Russian officials made no immediate comment on the Ivanovets.

A Western official backed the Ukrainian account, saying it was “highly likely that uncrewed surface vessels were responsible for the strike on the Ivanovets.” The official spoke on condition of anonymity to discuss intelligence.

Ukrainian attacks on Russian aircraft and ships in the Black Sea have helped push Moscow’s naval forces back, allowing Kyiv to increase crucial exports of grain and other goods through its southern ports.

Ambrey, the security company, noted that any unexploded drones could be a threat for Black Sea shipping.

Ukraine’s army chief, Gen. Valerii Zaluznhyi, on Thursday called the development of unmanned weapons systems “a central driver of this war” in an opinion piece published by CNN.

Zaluzhnyi’s essay came out as rumours swirled about his looming dismissal amid a purported rift with President Volodymyr Zelenskyy.

In it, the general outlined his assessment of the state of the war and laid out priorities for Ukraine in 2024, while also addressing the challenge of drafting more soldiers into the army — a reported source of tension between him and Ukraine’s leader.

“We must acknowledge the significant advantage enjoyed by the enemy in mobilizing human resources and how that compares with the inability of state institutions in Ukraine to improve the manpower levels of our armed forces without the use of unpopular measures,” Zaluzhnyi wrote.

Another problem, he said, is “production bottlenecks – in ammunition, for instance – which further deepen Ukraine’s dependence on its allies for supplies.”

The general listed three areas Ukraine should focus its main efforts on in 2024: “Creating a system to provide our armed forces with high-tech assets. Introducing a new philosophy of training and warfare which takes account of restrictions in assets and how they can be deployed. And mastering new combat capabilities as soon as possible.”

Meanwhile, Russia’s Investigative Committee, the main state criminal investigation agency, said Thursday it deduced that the Russian Il-76 military transport plane that crashed near the border with Ukraine on Jan. 24 was downed using the U.S.-made Patriot air defense system, which Western allies have supplied to Kyiv.

Russian officials claimed there were 74 people on board, including 65 Ukrainian prisoners of war, six crew members and three Russian servicemen. All were reported killed.

The two missiles were fired by the Ukrainian military from near the village of Lyptsi in the Kharkiv region of Ukraine, it said.

The committee said in a statement that 116 fragments of two MIM-104A missiles that were fired from the Patriot system were found near the crash site in the Belgorod region. It produced no physical evidence for its claims.

Meanwhile, along the front line stretching across eastern and southern Ukraine, the fighting continued to claim civilian casualties.

In the eastern Donetsk region, the Russian army shelled 11 towns and villages, killing one person in the village of Tsukuryne on Thursday. In Toretsk, two people were wounded during a rocket attack, the Ukrainian presidential office said.

In the south, six civilians were wounded in the Kherson region, including a husband and wife in Beryslav who were hit by a drone attack while riding a motorcycle through the city.

Taking Your Yacht Abroad For The First Time

If only sailing to a foreign country was as easy as taking a flight. Forms to fill in on the aircraft, passport control and customs all in the airport on arrival and nothing to pay. Unfortunately, the process for foreign recreational craft and their crew arriving in a foreign port is way more complex, so understandably, the thought of casting off the dock lines and venturing abroad can feel a little daunting. Not only does it mean you have to check out of your own country and familiarise yourself with the various processes involved, but you also need to fully understand what the authorities in the country you plan to sail to will expect (likely quite different to that of your home country).

Every Country Is Different

The USA has an efficient clearance system for recreational craft that in most cases is straightforward, can be done electronically and doesn’t require any “leg-work”. Unfortunately, the same cannot be said for the majority of other countries.

While the authorities that deal with yacht clearance are pretty standard, no two countries have the same exit and entry procedures. Even in the Caribbean, where a number of the island nations use the same advance online clearance system ( SailClear.com ), some countries are resistant to going digital and prefer to stick to the old school of form-filling.

There are countries that operate small craft clearance strictly by the book and want yachts to clear in as soon as they arrive and follow the rules or face severe fines ( Australia for example). Other places are happy for yachts to wait until the next working day to clear in (or if arriving on a Saturday – wait until the Monday).

While it’s true there are still some countries that permit yachts to turn up from abroad unannounced (the Dominican Republic and the Azores for example), more and more countries are introducing advance registration systems with some form of pre-arrival notification. For example, Bermuda now has a pre-arrival questionnaire which needs to be completed online and mainland Ecuador requires a sailing permit ( Autografo ) to be applied for 30 days in advance of arrival.

Getting Organised

There are many things you can do in advance to prepare yourself for cruising abroad. Getting all your paperwork in order (for both the boat and the crew) is a good start. Make hard copies of your precious documents (like boat registration and insurance), even though they may be digital, so officials have something to see. Have extra copies for them to handle and keep if necessary. Organise everything in a suitable wallet or document holder that can cope with being dragged ashore in the dinghy countless times.

Research what other documents you might need for your boat, plus those you need for your crew from passports and visas to vaccinations, health insurance and licenses. Your countries’ foreign office will have useful Immigration information for the country you want to sail to, but it’s important to bear in mind that these rules often differ for crew on visiting yachts, as do rules for crew arriving by plane and departing by yacht (or vice versa).

Find out what the authorities want you to do in advance (if anything) and what procedures they will follow on arrival. Some countries want visiting yachts to obtain a cruising permit, and many require these to be applied for and obtained in advance. This can take time, so start researching early just to be on the safe side. Other countries (like some of the Caribbean islands as previously mentioned) have online forms that you can complete prior to arrival to speed up the clearance process once you get there. A few countries want pre-application before they will grant you permission to enter, which can also be denied, so be meticulous and find out and record everything that’s required.

Clearance Summary Checklist

Here is a quick summary of how to prepare for and carry out foreign clearance (all of which will be discussed in depth in subsequent articles):

✓ Make sure your boat registration is up to date and will be in date for the duration of your time abroad. If you need to renew it, be sure to do this early so there is no lapse in coverage. Boat registration renewal can mostly be done online. If you boat registration has expired you will be denied entry into a foreign country and risk legal consequences. See further information on the US Vessel Registrar website .

✓ Plan ahead well in advance , particularly for visas and/or cruising permits if needed, some can take many weeks to obtain.

✓ Always make sure you get an exit zarpe showing the date and port of departure when you clear out of your home country and any subsequent countries. The authorities in the next country you visit will want to see this.

✓ Do careful research to make sure there aren’t any pre-arrival notifications or paperwork you need to complete prior to arrival.

✓ Does the country you want to visit demand you use an agent? If not, do you feel you need one? This will have to be arranged in advance.

✓ Know the ports of entry in the country you want to visit and determine the best one for you.

✓ Have some foreign currency for paying for clearance – there may not be banks near the port of entry or arrival officials may not permit you to visit an ATM to get money.

✓ Prepare to visit Customs, Immigration, Port Authority and in some ports Quarantine/Biosecurity. You may be lucky and all the authorities will be housed in one building, or you may have to travel all over town by foot or taxi to visit all the offices.

✓ Enquire about fees and what you are expected to pay on arrival, and any on departure, and be sure to get a receipt. You may find you can clear in and out at the same time, depending on how long you intend to stay.

✓ Dress smartly for clearance and be courteous and patient. Clearance can take anything from half an hour to all day or even several days – depending on the country.

✓ Get a boat stamp – with your boat name/logo and your registration number/homeport etc. This can speed up signing documents and officials love a boat stamp.

✓ Keep all the clearance paperwork and receipts carefully filed away, you may be stopped by the local Coast Guard or marine police once cruising in foreign waters who will want to inspect your entry clearance and boat documents.

✓ Remember all foreign countries have a time limit as to how long you can stay – both for your crew and your boat. Know how long you and your boat have and plan your cruising accordingly. Research the options to extend your stay prior to arrival.

✓ Do your homework and give yourself plenty of time to get organised.

By boat or by plane? If you’re seeking asylum in Australia, the outcome is similarly bleak

Last week, 39 foreign nationals arrived in a remote part of Western Australia by boat. This revived dormant debates about border security.

People without visas come to Australia by air and sea, though we only ever seem to hear about the latter. Unlike unauthorised air arrivals, unauthorised maritime arrivals (people without visas that arrive by boat without permission) are given high media visibility. This feeds a narrative that the country has lost control of its borders, which in turn creates a political problem for the government of the day.

But behind the headlines, what actually happens when people arrive in Australia without permission, whether by boat or by plane?

What is Australia obligated to do?

Anyone who’s not an Australian citizen is required to have authorisation in the form of a visa to enter and remain in the country.

What Australia can do to deal with unauthorised arrivals is limited by its international treaty obligations. The United Nations Refugee Convention and Protocol oblige Australia to refrain from sending “refugees” (as defined in those treaties) to places where they will face a real chance of persecution.

Under other treaties to which it is a party, Australia is also obliged to refrain from sending anyone, not just refugees, to places where they will face a real risk of certain serious human rights violations.

These treaty obligations are referred to as “non-refoulement” or protection obligations. People who claim the benefit of such protection obligations are called asylum seekers.

What happens to asylum seekers when they arrive?

The processes for people arriving by boat or plane have similarities, but are slightly different.

Australian policy is for unauthorised air arrivals to be given a screening interview to ascertain whether they could be entitled to Australia’s protection under international law. If not, they are returned to their most recent country of departure. Those who are found to have a possible case are given access to the protection visa application process.

The protection visa is Australia’s main domestic mechanism for implementing its international protection obligations. People who initially entered Australia on a valid visa can also apply for a protection visa. Most applicants fall into this group.

Australia imposes penalties on airlines that bring non-citizens without valid visas here. It also posts its officials at overseas airports to help airlines identify people without visas so they can be refused boarding. As a result, there are very few unauthorised air arrivals to Australia.

Like people who come by plane, unauthorised maritime arrivals go through a screening process.

Those who are deemed not to be asylum seekers are returned to their most recent country of departure. This is usually, but not always, Indonesia.

Unless the responsible minister grants an exemption, unauthorised maritime arrivals who are found to have a possible asylum claim must be transferred to a regional processing country to have their asylum claims determined there.

How has regional processing worked?

Regional processing has a complicated history.

In late 2001, the Coalition government under John Howard entered arrangements with Nauru and Papua New Guinea (PNG) to take unauthorised maritime arrivals to those countries to process their asylum claims. Those arrangements were ended by Labor shortly after it won government in November 2007.

However, a resurgence of unauthorised maritime arrivals led the Gillard Labor government to enter a new set of arrangements with Nauru and PNG in late 2012. These allowed Australia to transfer unauthorised maritime arrivals to processing centres in those countries to have their asylum claims considered by their governments.

The 2012 arrangements left open the possibility that transferees who were found to be refugees might be resettled in Australia. However, when boats kept arriving, the Rudd Labor government decided to get even tougher. In 2013, it announced future unauthorised maritime arrivals would never be resettled in Australia.

After its election in September 2013, the Coalition government implemented Operation Sovereign Borders, which has been continued by the current Labor government. Many activities come under the Operation Sovereign Borders banner, including the interception of unauthorised maritime arrivals at sea by the Australian navy. Regional processing is now also characterised as being part of the program.

The regional processing arrangement with PNG ceased at the end of 2021. As of November 16 2023, there were still 64 transferees remaining in PNG. However, the Australian government’s position is that responsibility for these people lies entirely with PNG and not with Australia.

Nauru is still a regional processing country but under a new agreement. At the time it was signed in late 2021, there hadn’t been any transfers for years. However, it was considered important to maintain an “enduring regional processing capacity” on Nauru as a deterrent to people smugglers.

As previously, the Nauruan government is responsible for processing the asylum claims of transferees and managing them until they depart Nauru or are permanently settled there. However, Australia has contracted and is paying the processing centre’s service providers.

On June 25 2023, it was reported there were no transferees remaining in Nauru. This did not mean that a durable solution had been found for everyone who had been transferred to Nauru up until that time. While some people had been resettled in third countries, others had simply been brought to Australia with the legal status of “transitory persons”. This status prevents them from applying for a visa to remain in Australia unless granted ministerial permission to do so.

Australia’s options for resettling this cohort are limited. It has at its disposal the remainder of 1,250 refugee places promised by the United States in November 2016 and 450 refugee places over three years promised by New Zealand in 2022. Even if all these places are used, hundreds of people will remain in limbo.

What happens to last week’s arrivals?

Since Operation Sovereign Borders began, boats have either been intercepted at sea or have managed to make landfall in Australia every year except 2021.

However, between the start of Operation Sovereign Borders and the end of August 2023, only two out of the 1,123 boat passengers involved to that point had ever been accepted for regional processing. Both cases were in 2014.

This statistic raised serious concerns about the reliability of the screening process as the people screened included many from known refugee producing countries.

Given this history, it was a little surprising when the Australian government transferred 11 unauthorised maritime arrivals to Nauru in September 2023. A further 12 were transferred to Nauru in November 2023 . The 39 people found in Western Australia have just been transferred there too.

It seems the screening process has been abandoned or has been vastly improved. While the most reliable way for Australia to meet its international protection obligations would be to give all unauthorised maritime arrivals access to its protection visa application process, giving them all access to regional processing is certainly better than sending them back to their country of departure.

However, resettlement in Nauru of those found to be refugees is not realistic. The country, which has a population of approximately 13,000 people, is only 2,200 hectares in land area. To put this in context, Melbourne airport is larger than Nauru.

There is no reason to believe it will be any easier to find third country resettlement for transferees in the future than it has been up to now. For most, the only way out of limbo will be to return home, as eight of those transferred to Nauru in September have already done . Regional processing continues to be a policy failure for which vulnerable people will pay the price.

MANILA, Philippines — Chinese coast guard ships shadowed a group of Filipino activists and fishermen sailing on wooden boats toward a disputed shoal in the South China Sea which Beijing has fiercely guarded from what it regards as intruders.

The Philippine coast guard deployed three patrol ships and a light plane to keep watch from a distance on the group of about 100 people who set off from western Zambales province to assert Manila’s sovereignty over Scarborough Shoal and surrounding waters. Dozens of journalists joined the three-day voyage.

The navy also dispatched a ship to help keep an eye on the participants.

The four wooden boats carrying the Filipinos were still far from the shoal when at least two Chinese coast guard ships began shadowing them at nightfall, said Emman Hizon, one of the organizers, adding that the participants remained in high spirits and would not turn back.

Some chanted “Atin Ito” — the name of the group, which means “This is ours” in Tagalog — repeatedly after they spotted the Chinese coast guard ships.

“Atin Ito contingent will continue with its course,” Hizon said.

“Our boats are exercising evasive maneuvers while the Philippine coast guard continues to maintain its close distance to the convoy to thwart any further attempt from Chinese coast guard vessels,” Hizon said

The convoy was expected to reach the area of the shoal Thursday morning, the organizers said, adding they would seek to avoid confrontations but were ready for any contingencies. The group plans to lay down symbolic territorial buoys and provide food packs and fuel to Filipino fishermen in the high seas near the shoal.

“Our mission is peaceful, based on international law and aimed at asserting our sovereign rights,” said Rafaela David, a lead organizer. “We will sail with determination, not provocation, to civilianize the region and safeguard our territorial integrity.”

In December, the group mounted an expedition to another disputed shoal but cut the trip short after being tailed by a Chinese ship.

China effectively seized Scarborough Shoal, a triangle-shaped atoll with a vast fishing lagoon ringed by mostly submerged coral outcrops, by surrounding it with its coast guard ships after a tense 2012 standoff with Philippine government ships.

Angered by China’s action, the Philippine government brought the territorial disputes to international arbitration in 2013 and largely won, with a tribunal in The Hague ruling three years later that China’s expansive claims based on historical grounds in the busy seaway were invalid under the 1982 U.N. Convention on the Law of the Sea.

The ruling declared Scarborough Shoal a traditional fishing area for Chinese, Filipino and Vietnamese fishermen. In the past, fishermen have anchored in the shoal to avoid large waves in the high seas in stormy weather.

China refused to participate in the arbitration, rejected the outcome and continues to defy it.

Two weeks ago, Chinese coast guard and suspected militia ships used water cannons on Philippine coast guard and fisheries ships patrolling Scarborough Shoal, damaging both vessels.

The Philippines condemned the Chinese coast guard’s action on the shoal, which lies in the Southeast Asian nation’s internationally recognized exclusive economic zone. The Chinese coast guard said it took a “necessary measure” after the Philippine ships “violated China’s sovereignty.”

Asked about the Atin Ito convoy on Wednesday, a Chinese Foreign Ministry spokesperson said, “If the Philippine side abuses China’s goodwill and infringes on China’s territorial sovereignty and jurisdiction, China will safeguard its rights and take countermeasures in accordance with the law, and the responsibilities and consequences incurred will be borne entirely by the Philippine side.”

In addition to the Philippines and China, Vietnam, Malaysia, Brunei and Taiwan have also been involved in the territorial disputes .

Chinese coast guard ships have also ventured into waters close to Vietnam, Malaysia and Indonesia in the past, sparking tensions and protests, but the Southeast Asian nations with considerable economic ties with China have not been as aggressively critical of Beijing’s increasingly assertive actions.

The Philippines has released videos of its territorial faceoffs with China and invited journalists to witness the hostilities in the high seas in a strategy to gain international support , sparking a war of words with Beijing.

The increasing frequency of the skirmishes between the Philippines and China has led to minor collisions, injured Filipino navy personnel and damaged supply boats in recent months. It has sparked fears the territorial disputes could degenerate into an armed conflict between China and the United States , a longtime treaty ally of the Philippines.

Delta passengers evacuate after fire aboard Airbus plane at Sea-Tac

Passengers on a Delta flight that had just landed at Seattle-Tacoma International Airport Monday evening had to evacuate on emergency chutes because of a fire in the nose of the plane.

Delta Flight 604 from Cancún arrived at a Sea-Tac gate around 9:35 p.m. and plugged into electric power, Port of Seattle spokesman Perry Cooper said Tuesday morning. Sparks then caused an apparent fire in the nose area of the Airbus A321neo.

There wasn’t any fire when Port of Seattle firefighters arrived but they did spray water on the area, Cooper said.

No major injuries were reported.

The narrowbody jet was built in 2022, according to a Federal Aviation Administration registry.

Putin says Russia wants a buffer zone in Ukraine’s Kharkiv but has no plans to capture the city

Russian President Vladimir Putin said on Friday during a visit to China that Moscow’s offensive in Ukraine’s northeastern Kharkiv region aims to create a buffer zone but that there are no plans to capture the city.

The remarks were Putin’s first on the offensive launched May 10 , which opened a new front and displaced thousands of Ukrainians within days. Earlier Friday, a massive Ukrainian drone attack on the Russia-occupied Crimean Peninsula cut off power in the city of Sevastopol, after an earlier attack damaged aircraft and fuel storage at an airbase.

In southern Russia, Russian authorities said a refinery was also set ablaze.

Moscow launched attacks in the Kharkiv region in response to Ukrainian shelling of Russia’s Belgorod region , Putin told reporters while visiting the Chinese city of Harbin .

“I have said publicly that if it continues, we will be forced to create a security zone, a sanitary zone,” he said. “That’s what we are doing.” Russian troops were “advancing daily according to plan,” he said and added there were no plans for now to take the city of Kharkiv.

Ukrainian troops are fighting to halt Russian advances in the Kharkiv region that began late last week. In an effort to increase troop numbers, President Volodymyr Zelenskyy signed two laws Friday, allowing prisoners to join the army and increasing fines for draft dodgers fivefold. The controversial mobilization law goes into effect on Saturday.

Russia enlisted prisoners early on in the war, and personnel shortages compelled the new measures. The legislation allows for “parole from serving a sentence and further enlistment for military service” for a specific period for some people charged with criminal offences. It doesn’t extend to those convicted of crimes against Ukraine’s national security.

Penalties will be increased to 25,500 hryvnias ($650) for citizens and 51,000 hryvnias ($1,300) for civil servants and legal entities for ignoring draft notices or failing to update the draft board of their information. Fines were previously 5100 hryvnias ($130) for citizens and 8500 hryvnias ($215) for civil servants and legal entities.

Ukrainian authorities have evacuated around 8,000 civilians from the recent flashpoint town of Vovchansk, 5 kilometers (3 miles) from the Russian border. The Russian army’s usual tactic is to reduce towns and villages to ruins with aerial strikes before troops move in.

At least two people were killed and 19 were wounded in the Russian bombing of Kharkiv, regional chief Oleh Syniehubov said on his Telegram posting on Friday. Four of the wounded were in critical condition.

Russia’s new offensive has “expanded the zone of active hostilities by almost 70 kilometers” (45 miles), in an effort to force Ukraine to spread its forces and use reserve troops, Ukraine’s military chief, Col. Gen. Oleksandr Syrskyi, said Friday.

In the Kharkiv region, Russian forces have advanced 10 kilometers (6 miles) from the border, Zelenskyy said Friday.

Separately, speaking about Ukraine’s upcoming peace conferences in Switzerland next month, Putin said it was a vain attempt to enforce terms of a peaceful settlement on Russia and stressed that Russia wasn’t invited to the meeting.

He said that Russia was ready for talks but shrugged off Zelenskyy’s peace formula as wishful thinking. Any prospective peace talks should be based on a draft deal negotiated by Russia and Ukraine during their Istanbul talks in 2022, he said.

Ukraine meanwhile carried out drone raids on Crimea in an attempt to strike back during Moscow’s offensive in northeastern Ukraine, which has piled on pressure on outnumbered and outgunned Ukrainian forces awaiting delayed deliveries of crucial weapons and ammunition from Western partners.

A Ukrainian intelligence official confirmed to The Associated Press that the country’s intelligence services struck Russia’s military infrastructure sites in Novorossiysk, on the Black Sea coast, and in Russian-occupied city of Sevastopol. The official was not authorized to make public comments and spoke on condition of anonymity.

The operation, carried out by Ukraine-built drones, targeted Russian Black Sea Fleet vessels, the official said.

The Russian Defense Ministry said air defenses downed 51 Ukrainian drones over Crimea, 44 over the Krasnodar region of Russia and six over the Belgorod region. Russian warplanes and patrol boats also destroyed six sea drones in the Black Sea, it said.

At least three fighter jets were destroyed in an earlier attack in Crimea a few days ago, according to satellite imagery of the airbase provided by Maxar Technologies.

Mikhail Razvozhayev, the governor of Sevastopol, which is the main base for Russia’s Black Sea Fleet, said the drone attack damaged the city’s power plant. He said it could take a day to fully restore electricity and warned residents of power cuts. He also announced city schools would be closed temporarily.

In the Krasnodar region, authorities said a drone attack early Friday caused a fire at an oil refinery in Tuapse, which was later contained. There were no casualties. Ukraine has repeatedly targeted refineries and other energy facilities deep inside Russia, inflicting damage.

The Krasnodar region’s governor, Veniamin Kondratyev, said fragments of downed drones around the port of Novorossiysk caused several fires, but there were no casualties.

Belgorov Gov. Vyacheslav Gladkov said a Ukrainian drone struck a vehicle, killing a woman and her 4-year-old child. Another attack there set a fuel tank ablaze at a gas station, he said.

Recent Russian attacks have also targeted the eastern Donetsk region, as well as the Chernihiv and Sumy regions in the north and in the southern Zaporizhzhia region — apparently seeking to further stretch depleted Ukrainian resources.

Having boosted their forces in northern Ukraine, Russian forces are now pushing to advance near the village of Lyptsi, as well as the town of Vovchansk, according to Syrskyi, the Ukrainian military commander.

Syrskyi also said he inspected units that are “preparing for defense” of Sumy. On Tuesday, the head of Ukraine’s Military Intelligence, Kyrylo Budanov, reportedly said Russia’s military planned to launch offensive actions in Sumy.

Russia has also been testing defenses elsewhere along the roughly 1,000-kilometer (620-mile) front line, which snakes north-to-south through eastern Ukraine. The line has barely changed over the past 18 months, in what has become a war of attrition.

One person has been killed and another eight injured in a Russian missile attack near the Black Sea port of Odesa, a Ukrainian official has said.

Regional governor Oleh Kiper said five people were being treated in hospital. He posted pictures showing emergency workers near the scene of the strike.

Sky News has not independently verified the report.

Odesa has been a frequent target of Russian missile and drone attacks.

President Vladimir Putin used his meeting with Chinese counterpart Xi Jinping to "promote Kremlin narratives feigning interest in peace negotiations", analysts at the Institute for the Study of War say.

The pair signed a joint statement yesterday alluding to Russia's support for the China's proposed peace plan and a possible future Chinese-led negotiation to end the war in Ukraine.

In the statement, they claim both countries support a "sustainable settlement" for the "Ukraine crisis".

The ISW said it has "previously assessed" the Kremlin will "continue to use any calls for peace negotiations to feign interest in negotiations" in the hope of undermining Western support for Ukraine.

Moscow also hopes the West will force Ukraine into negotiations with Russia that make concessions on Ukrainian sovereignty and territorial integrity, the ISW added.

'Decisive' relationship

Meanwhile, the institute says, Mr Putin likely views Moscow's relationship with Beijing as "decisive" in his bid to further mobilise the Russian economy and defence industry to support his war in Ukraine.

"Putin and Xi highlighted bilateral trade and economic cooperation throughout their public speeches," the ISW says, adding the Russian delegation includes officials and businessmen.

"The Russian delegation likely aimed to expand cooperation with their Chinese counterparts that will facilitate increased economic ties between Russia and the PRC [People's Republic of China]."

China has previously signalled concerns its economic relationship with Russia may open it up to sanctions, the ISW says, and Mr Putin "likely intends to head off these concerns as the Russian defence industry grows increasingly reliant on the PRC".

Earlier today, we reported how a purported Ukrainian drone attack caused a fire at an oil refinery in Krasnodar, Russia.

The blaze has forced an emergency shut down at the facility, owned by Rosneft, two sources familiar with the matter have told Reuters.

According to one source, the drones hit the liquefied petroleum gas production unit while the crude distillation unit remained undamaged. 

"There was no black smoke during the fire. That means it was just the gas burning", a source said.

Russia's state-run TASS news agency reported the fire was extinguished, citing local authorities. 

The Russian defence ministry said air defences downed 44 drones over the Krasnodar region and six over the Belgorod region. 

For context: The Tuapse plant's annual capacity is 12 million metric tons, or 240,000 barrels per day. 

It produces naphtha, fuel oil, vacuum gasoil and high-sulphur diesel, and supplies fuel mainly Turkey, China, Malaysia and Singapore. 

Most Russians would support an end to the war in Ukraine this week - but only if newly-gained territories were not returned.

That's according to  the independent Levada Centre , Russia's best known pollster, which ran a survey to canvass public opinion on Vladimir Putin and the war.

While 71% would back an end to the war "this week", this figure drops to just 30% if the condition for peace were to return territories.

Since September last year, Levada reports the level of support for the Russian army has stayed at about 75%, with older respondents more likely to remain in favour.

Mr Putin's approval rating appears to be at about 82%, the pollster reports.

However, those aged between 18 and 24 appear less likely to back M Putin, with 77% not approving of his activities as president.

Former Ukrainian president Petro Poroshenko says no one should trust Vladimir Putin when he says he won't invade Russia's second city, Kharkiv.

The Russian leader does not have an opportunity to capture Kharkiv right now due to Ukraine's defensive forces, he said.

But in Vovchansk, where Mr Poroshenko visited yesterday, the town has been turned into "hell" - with no people or houses left.

"Don't trust Putin. Don't be afraid of Putin," he said.

"I can confirm that our strategy shall be as follows: Ukraine shall win, and Russia, undoubtedly, shall lose."

Moscow says it sees the US and UK as responsible for recent attacks because they are allowing Ukraine to use Western weapons against Russian targets.

The Russian foreign ministry said the UK, US, EU and Kyiv were "playing with fire" over attacks on Russian soil, state news agency Tass reports.

Such actions will not go unanswered, it warned.

"Once again, we should like to unequivocally warn Washington, London, Brussels and other Western capitals, as well as Kyiv, which is under their control, that they are playing with fire. Russia will not leave such encroachments on its territory unanswered."

Earlier today, Russia's ambassador to the UK said the UK was a de facto participant in the war.

This was because it has supplied Kyiv with weapons and shared real-time intelligence, said Andrei Kelin.

The number of victims from a reported Russian airstrike has risen, officials say.

At least two people are now said to have died, with another 13 injured - four of whom are in a "serious condition", regional governor Oleh Syniehubov said.

It is not clear what the attack targeted, but Mr Syniehubov said those injured are civilians.

Reports had initially claimed one person had died and four injured.

Kharkiv, Ukraine's second largest city, and the surrounding region have long been targeted by Russian attacks but the strikes have become more intense in recent months.

Ukraine President Volodymyr Zelenskyy has accused Moscow of seeking to reduce the city to rubble.

A Ukrainian drone hit another oil terminal this morning, this time in the Russian Black Sea port of Novorossiisk, according to sources and footage shared on social media.

The Importpischeprom oil products terminal and Sheskharis oil harbour were struck, with the port shut soon after the attack.

Oil loadings resumed later from Sheskharis, according to industry sources and LSEG data, while activity at Importpischeprom remains suspended.

It came as Russian officials reported another drone attack on an oil refinery, causing a fire in Tuapse, which is roughly 150km southeast of Novorossiisk.

Both are in the Krasnodar region.

Russian oil pipeline monopoly Transneftdid not reply to a request for comment. Its subsidiary, Novorossiisk Commercial Sea Port Group (NCSP), which operates the Sheskharis oil terminal, declined to comment.

Novorossiisk is Russia's largest port on the Black Sea and is a key oil outlet for crude oil and transit in country's south. It also handles grain, coal, mineral fertilisers, timber, containers, food and chemical cargoes.

Four people have been hurt and at least one has died in an airstrike on the city of Kharkiv, according to local officials.

The regional governor says some of those injured are civilians, while it's reported Russia used guided bombs in the attack.

It's not immediately clear what exactly came under attack.
