SAN JUAN, Puerto Rico (AP) — Puerto Rico’s government on Thursday signed a multimillion-dollar contract with a Texas-based company to build a marina for mega yachts in the capital of the U.S. territory.
Currently, two docks in San Juan are available to yachts and mega yachts, but there is limited space and basic services are not offered, Gov. Pedro Pierluisi said.
The new marina to be built by Safe Harbor Marinas, LLC will cover more than 180,000 square feet (67,000 square meters) and will be located in the two docks that currently accept yachts. It will be able to accommodate roughly six yachts at a time and will offer shore power and water connections, sanitary pumping and high-speed internet, Pierluisi said.
Safe Harbor Marinas will invest between $12 million and $15 million, the governor said.
The 40-year concession lease agreement calls for Puerto Rico’s Port Authority to receive $200,000 a year in rental fees. Safe Harbor Marinas also will share 5% of its gross income with the authority and 5% of net profits from fuel sales, officials said.
The deal also envisions construction of a business center, repair and recreational facilities, retail outlets and a boat supply store, among other things.
Pierluisi said the project is expected to generate more than $10 million a year in economic activity.

Puerto Rico is going after a piece of the mega yacht pie in a big way. In November, the island’s government inked a deal with Dallas, Texas-headquartered Safe Harbor Marinas, LLC, to build a new marina spanning a little over 16 acres and located in the two docks in Old San Juan that currently dock superyachts. The new facility will dock six yachts at a time, plus offer shore power, water connections, pump-out service, and high-speed internet. Safe Harbor Marinas is expected to invest $12-$15 million in the project. In turn, they will receive a 40-year concession lease agreement from Puerto Rico’s Port Authority, $200,000 in rental fees, share 5% of gross income from the Authority and 5% net profits from fuel sales. The lucrative deal also includes the construction of recreational facilities, retail outlets, a business center, repair services, and a boat supply store. Currently, some 30 megayachts visit Puerto Rico annually. Officials are hoping this new marina project will attract up to 200 a year, generating a multi-million boost in economic activity for the island. The project’s first phase is expected to be in operation by the end of 2024 and the second phase open a year later. Pedro Pierluisi said Thursday that two docks in San Juan are currently available to yachts and mega yachts, but there is limited space and basic services are not offered. The new marina to be built by Safe Harbor Marinas, LLC will cover more than 180,000 square feet. The marina will be able to accommodate a total of roughly six yachts at a time and will offer shore power and water connections, sanitary pumping and high-speed internet. The overall investment is between $12 million and $15 million.

The Puerto Rico Ports Authority on Wednesday announced the opening of a request for proposals for leasing, development, financing, construction and operation of a marina for mega yachts and transform the dry dock of San Juan into a leading center for repair and maintenance of vessels.
Establishing this type of facility in San Juan will add value to the property, create direct and indirect jobs, and increase services and revenues related to the marine industry, said Ports Authority Executive Director Ingrid Colberg-Rodríguez.
She said the Caribbean region lacks a maritime-industrial center that provides necessary services to mega yachts. This presents an opportunity for this type of operation and creates a new market that will benefit Puerto Rico’s commercial and economic sectors.
“This innovative project in our maritime industry will generate approximate revenues of between $200,000 and $500,000 per vessel in technical services, decoration, carpentry, mechanics, fuel, transportation and other supplies. In Puerto Rico we have the resources and expertise to meet the demand for work that mega yachts require, ” said Colberg-Rodríguez.
The mega yacht industry is unique in that this market is mainly based on vessels more than 100 feet long that are designed for the specific needs of a client. Because of their size, design, high-tech performance and energy, as well as built-in technology, these vessels require sophisticated services, mechanical, food distributors and builders.
Given its modern socio-economic infrastructure and strategic location in the Caribbean, Puerto Rico is ideal spot to accommodate several mega yachts, especially during the season of winter, she said.
The San Juan marina has already hosted a number of luxurious mega-yachts in the world, including the: “A” (Alexandria) and the “Alfa Nero,” which have docked for maintenance for weeks at a time.

The Puerto Rico Ports Authority and Texas, US-based Safe Harbor Marinas (SHM) have signed a 40-year lease agreement for the development, construction and financing of a mega yacht marina at Puerta de Tierra, San Juan.
The US$15m project is aimed at strengthening tourism, creating employment to contribute to continued economic development, according to Governor Pedro Pierluisi and Ports executive director Joel Pizá-Batiz during the signing ceremony with SHM chief executive officer Baxter Underwood, according to various local reporting.
Currently, two docks in San Juan are available to yachts and megayachts, but there is limited space and basic services are not offered.
“This new port facility will provide services, facilities, supplies and amenities for the nautical community, for which the contracted company will make initial renovations and improvements to the existing berth at the dock,” Pierluisi said. “It will also include essential facilities for a private and commercial vessel port, such as shore-based power and water connections, sanitary pumping, and high-speed internet access,” the governor added.
The new marina will cover more than 180,000ft² (67,000m²) and will be located in the two docks that currently accept yachts. It will be able to accommodate roughly six yachts at a time and will offer shore power and water connections, sanitary pumping and high-speed internet.
Under the four-decade lease, Puerto Rico’s Port Authority to receive US$200,000 a year in rental fees. Safe Harbor also will share 5% of its gross income with the authority and 5% of net profits from fuel sales, officials said.
Long-term, the project also envisions construction of a business center, repair and recreational facilities, retail outlets and a boat supply store, among other things, with the Governor estimating some US$10m in annual economic activity.
“An average of 27 yachts visit the Port of San Juan annually, and so far this year we have received 28 yachts with 31 visits to Puerto Rico, which is beneficial, as it also strengthens the tourism and maritime industries, provides economic stability to businesses in the area and contributes to the creation of jobs, essential factors for the island’s economic recovery. In addition, developing the docks helps increase the value of properties in that sector,” Pizá-Batiz said.
Safe Harbor owns or manages more than 130 marinas across the US mainland. In 2021, the company expanded into several megayacht marinas including Rybovich and Lauderdale Marine Center in Florida, Sunroad Resort Marina in San Diego, and Puerto del Rey in Fajardo , Puerto Rico, the largest marina in the Caribbean.
The first phase of the project is expected to start operating at the end of 2024 and the second phase by the end of 2025.

This full-service marina in Puerto Rico, with excellent facilities for the largest of superyachts, offers direct access into Old San Juan Puerto Rico (just five minutes away) and is also an official port of entry, with US Customs / Immigration on site. It is in close proximity to the airports at Isla Grande and Luis Munoz Marin International, continues to attract many professionally-crewed yachts, who enjoy docking here whilst in San Juan.
The convenient location of San Juan Bay Marina comes well-recommended as a good place to pick up and drop off guests; to tie up and refuel directly at the marina berth (Ultra low Sulphur fuel at some of the best prices in the Northern Caribbean!); and to carry out any necessary maintenance / repair works for the yacht.
San Juan Bay Marina can accommodate the large Superyachts ‘stern to’ and carries depths in excess of 35ft up to the superyacht ‘T berth’ docks. The marina also offers a wide range of facilities and amenities including free Wi-Fi Internet access, Internet cafe / business centre, gym, yacht provisioning, laundry, chandlery / fishing tackle shop and restaurant. Flexible re-fueling services (by prior arrangement) can also be offered outside normal business hours to suit the needs and convenience of the yacht.
The marina also offers a wide variety of repairs and maintenance services for smaller yachts and can haul out vessels up to 60 tons in its boatyard.
