This is a known problem with some boats, and not just Catalina 30's. As with most any problem with a fiberglass hull, it is totally fixable ($$$).

That sure looks like the classic bottom blister problem, which I find surprising in a 2006 boat as I thought manufacturers had solved that problem. I would get a surveyor to evaluate the bottom and go from that. If the entire hull looks like these photos, you could face a major repair involving peeling and replacing the outer skin of the bottom.
