City waits for report on third street bridge.

3rd engineer jobs yachts

Lance Meyer

The timeframe of reopening Minot’s Third Street Bridge remains undecided.

City Engineer Lance Meyer said information is expected in a matter of days from the North Dakota Department of Transportation on the bridge’s load rating, indicating how much traffic weight can be placed on the bridge.

“Once we understand what that is we’ll make a determination whether we can fully open the bridge to traffic or not. What we’re really worried about is heavy loads going over the bridge, so semi traffic and those sorts of things. We don’t want to put the public in any kind of jeopardy,” Meyer said during a virtual community discussion on the city’s preliminary 2025 budget Wednesday.

If heavy loads are a concern, structural repairs will be undertaken right away, he said.

“It would be our priority to get a project out here yet this year – find a contractor that can make those repairs and then try to get the bridge open as soon as possible,” he said. “Long term, we’re already talking with the DOT about moving forward with some sort of environmental document to get the bridge eligible for study and that makes it eligible for federal grant funding for maybe a bigger project, whether it might be additional types of repairs or enhancements that would extend or expand the life of the bridge, or a potential replacement.”

The bridge closed May 6 in connection with work on the flood protection project. It was not reopened in July as originally planned due to structural concerns that were identified.

Meyer said the bridge has been in the city’s capital improvements program. Engineering was to start next year and maintenance was to be conducted in 2027. Meyer said the intent is to move up that work.

Downtown Traverse City road construction moving to final phase

Downtown Traverse City construction

Drivers, cyclists and pedestrians will see new detours in downtown Traverse City beginning late Wednesday, Aug. 21, 2024, as a $24.7 million project to rebuild a 2-mile section of Front Street/Grandview Parkway moves to the final phase. Work is expected to wrap up in November. Ron Fonger | The Flint Journal

TRAVERSE CITY, MI – The year-long project to rebuild a 2-mile section of Grandview Parkway/Front Street in downtown Traverse City is moving to the last phase on Wednesday.

Officials expect traffic to be shifted late Wednesday to the newly paved eastbound lanes of Grandview Parkway, allowing work to begin on the westbound lanes.

“As we begin this last stage of the project, we can really see the end is in sight,” said MDOT Traverse City Transportation Service Center (TSC) Construction Engineer Jim Johnson.

The project lost some progress after the discovery of unsuitable road base material that needed to be removed, he said. There was another brief delay due to the discovery of human remains. But prime contractor Team Elmers got back on schedule.

The $24.7 million project, which began in September 2023, is expected to wrap up in November.

During this last phase of the project, one lane will be open in each direction on Grandview between Union Street and Railroad Avenue. There will be new detours for vehicle and pedestrian traffic.

The parking lots at West End Beach and R.B. Park will be closed during this phase of construction. Access to the marina will alternate between Marina Drive and the Duncan L. Clinch Yacht Harbor driveway as work progresses.

The TART trail from east of Cass Street to east of the Murchie Bridge will be closed, as well as some portions by the open space. Pedestrian and bicycle traffic will be detoured.

Find detour maps for drivers, pedestrians and bicyclists on the US-31/M-72 project website .

In addition to rebuilding the roadway, this project will include replacing concrete curbs and gutters, upgrading sidewalks and ramps, improving storm sewers, and repairing the Murchie Bridge over the Boardman River. The City of Traverse City also is investing $3.5 million to replace underground water and wastewater utilities as part of the contract.

Army Corps will stay and complete dredging Manasquan Inlet's dangerous shoal

Three-minute read.

Portrait of Dan Radel

POINT PLEASANT BEACH - The U.S. Army Corps of Engineer's 56-foot split-hull hopper dredge Murden will stay put and resume pumping the sand that has built up on the Point Pleasant Beach side of the Manasquan Inlet.

Army Corps' Philadelphia District spokesperson Stephen Rochette said the Murden will resume dredging operations possibly this weekend, depending on sea conditions, and remain for one to two weeks. The Shore was facing the effects of Tropical Storm Debby on Friday , which brought gusty winds and strong seas to area on Friday.

In response to rapid shoaling on the inside of the inlet’s south jetty, the Army Corps completed hydrographic surveys on Aug. 6. The Army Corps said the surveys have been shared with the U.S. Coast Guard and are available to mariners on the Army Corps' website.

Additionally, the Murden did complete two cycles of dredging on Aug. 6 , but work was stopped due to a coastal storm.

The Murden, which is owned and operated by the Army Corps' Wilmington District, was already stationed on the Manasquan Inlet but was doing work on the Shark River. It has now been diverted to the Manasquan Inlet.

“I’m grateful to the USACE Wilmington, New England and New York Districts for their flexibility and rearranging dredging operations at other locations to enable this work to move forward this weekend as opposed to later in the month when it was originally scheduled,” said Army Corps' Philadelphia District Commander Lt. Col. Jeffrey Beeman. “I also want to thank our survey crews and the Murden crew for their efforts.”

The Army Corps received several calls for help from stakeholders, including U.S. Rep. Chris Smith, R-N.J., after the shoaling in the Manasquan Inlet returned for the second time in three years. Fishing boat captains that use the inlet daily to leave the Manasquan River and enter the Atlantic Ocean, said the shoal was the worst it has ever been .

Capt. William Egeter Jr. of the Dauntless party boat described it as a "beach" that reached out to about one third of the mouth of the inlet presenting a navigational hazard to boaters.

As far as the cause of the shoaling, the Army Corps said Manasquan Inlet is dynamic and conditions within the inlet can rapidly change. Significant shoaling has frequently occurred within the Inlet and often dissipates due to changing wind and wave conditions. The conditions this summer were similar to 2022, the last time the shoal formed, with persistent south wind and swells.

Some critics of beach replenishment say those projects have resulted in excess sand drifting north. The Army Corps last completed beach replenishment south of Manasquan Inlet on the Barnegat Peninsula in 2019, according to Rochette. That project ended one mile south of Manasquan Inlet, Rochette said. He said the majority of the sand was placed south of what the Corps called the "nodal zone," where the dominant transport of sand shifts.

"The fact is the fillet — the area south of the jetty — along the south jetty in Point Pleasant Beach has historically been full prior to and after the beachfill, and in time periods with persistent southerlies, the sand can move quickly into the inlet," Rochette said.

In the 1920s, the natural inlet completely sanded in after the Point Pleasant Canal was dug, forcing the Corps to stabilize the waterway and construct the present inlet.

Britain’s Violent Riots: What We Know

Officials had braced for more unrest on Wednesday, but the night’s anti-immigration protests were smaller, with counterprotesters dominating the streets instead.

  • Share full article

A handful of protesters, two in masks, face a group of riot police officers with shields. In the background are a crowd, a fire and smoke in the air.

By Lynsey Chutel

After days of violent rioting set off by disinformation around a deadly stabbing rampage, the authorities in Britain had been bracing for more unrest on Wednesday. But by nightfall, large-scale anti-immigration demonstrations had not materialized, and only a few arrests had been made nationwide.

Instead, streets in cities across the country were filled with thousands of antiracism protesters, including in Liverpool, where by late evening, the counterdemonstration had taken on an almost celebratory tone.

Over the weekend, the anti-immigration protests, organized by far-right groups, had devolved into violence in more than a dozen towns and cities. And with messages on social media calling for wider protests and counterprotests on Wednesday, the British authorities were on high alert.

With tensions running high, Prime Minister Keir Starmer’s cabinet held emergency meetings to discuss what has become the first crisis of his recently elected government. Some 6,000 specialist public-order police officers were mobilized nationwide to respond to any disorder, and the authorities in several cities and towns stepped up patrols.

Wednesday was not trouble-free, however.

In Bristol, the police said there was one arrest after a brick was thrown at a police vehicle and a bottle was thrown. In the southern city of Portsmouth, police officers dispersed a small group of anti-immigration protesters who had blocked a roadway. And in Belfast, Northern Ireland, where there have been at least four nights of unrest, disorder continued, and the police service said it would bring in additional officers.

But overall, many expressed relief that the fears of wide-scale violence had not been realized.

Here’s what we know about the turmoil in Britain.

Where has the unrest taken place?

Protesters over the weekend took to the streets of a dozen cities across Britain, most of them in England. Trouble broke out from Aldershot in the south to Sunderland in the north and Liverpool in the west. Belfast, in Northern Ireland, was also drawn into the fray.

In some cases, the protesters were merely unruly, but in others the violence was more pronounced.

Where arrests have been reported

On Sunday, rioters set upon a hotel that was housing asylum seekers in the town of Rotherham, in northern England, breaking windows before surging inside as the police struggled to control them. No guests were injured in the melee, the police said.

In Middlesbrough, a group of rioters, some masked, hurled bottles and rocks at officers. Cars were set on fire, and at least nine people were arrested. On Saturday, a library and a food bank were set ablaze in Liverpool as groups damaged and looted businesses, and in Hull, fires were set and storefronts smashed in the city center.

Dozens of police officers were injured, including some who required trips to the hospital.

What set off the protests?

The unrest began after a teenager wielding a knife attacked a children’s dance class early last week in the seaside town of Southport, which is near Liverpool. Three children were killed, and eight were wounded.

The suspect was born and raised in Britain, but online rumors soon circulated that he was an undocumented immigrant. To counter those false claims, the authorities took the unusual step of publicly identifying him. The BBC has reported that the suspect’s parents are from Rwanda. The police have not disclosed a motive for the stabbing attack.

But with migration a flashpoint issue in Britain, especially on the far right, the rumors were all it took to set off violence.

Extremist groups urged their followers to take to the streets, and on the day after the stabbings, they began to do so, starting in Southport.

How have the authorities responded?

The weekend riots prompted a heavy police response. Nearly 4,000 additional officers were deployed, a law enforcement association said. And a government order gave officers in some places special powers to disperse any gatherings or “antisocial behavior,” the police said in a statement .

More than 400 people have been arrested, and about 100 have been charged, Mr. Starmer said after an emergency cabinet meeting on Tuesday — the second in two days.

The prime minister, who has characterized the riots as “far-right thuggery,” encouraged prosecutors to name and shame those convicted to dissuade others from joining the violent rampages.

“I’m now expecting substantive sentencing before the end of the week,” Mr. Starmer said. “That should send a very powerful message to anybody involved, either directly or online, that you are likely to be dealt with within a week and that nobody, but nobody, should involve themselves in this disorder.”

BJ Harrington, the head of public order for Britain’s National Police Chiefs’ Council, said that online disinformation had been “a huge driver of this appalling violence.”

Intelligence teams, detectives and neighborhood officers, Mr. Harrington said, were working to identify the people fomenting the violence.

“They won’t win,” he said.

How are the authorities handling online incitement?

Social media has acted as an accelerant throughout the protests, with disinformation fueling far-right and anti-immigrant groups . Britain and other democracies have found that policing the internet is legally murky terrain, with individual rights and free speech protections balanced against a desire to block harmful material .

In his remarks on Tuesday, Mr. Starmer said that some arrests involved people accused of inciting violence online.

The first person to be convicted over online posts since the riots, according to the Crown Prosecution Service , was a 28-year-old man from Leeds who posted messages on Facebook about attacking a hotel that housed asylum seekers. It said that the man, Jordan Parlour, had pleaded guilty and been convicted of using threatening words or behavior to stir up racial hatred.

Mr. Starmer has called out social media companies over misinformation on their platforms, but holding them accountable could be tricky. Britain adopted a law last year that requires social media companies to introduce protections for child safety and to prevent and quickly remove illegal content like terrorism propaganda and revenge pornography. The law is less clear about how companies must treat misinformation and incendiary language.

What are the political implications?

The riots are the first political crisis for Mr. Starmer, who took office a month ago after his Labour Party defeated the Conservatives, who had been in government for 14 years.

While in power, the Conservatives tried to capitalize on public unhappiness over immigration, vowing to reduce it (though failing to do so). But in recent days they joined Labour in condemning the violent protests.

Former Prime Minister Rishi Sunak, now the opposition leader, said the unrest had “nothing to do with the tragedy in Southport.” The police, he said, have “our full support to deal with these criminals swiftly.”
