BENETEAU: A LONG STORY THAT BEGAN IN 1884 

The first BENETEAU boats sailed from the shipyards of Croix-de-Vie over 136 years ago. Since that time, the BENETEAU brand has been synonymous with quality and innovation to all those who have taken to the water – first by the fishermen who made their livelihood from the sea and then by the legions of recreational boaters around the globe.

Over the years, our commitment to innovating and embracing ideas, no matter how unconventional, has been at the forefront of who we are in order to bring you the best boat possible. BENETEAU was one of the first boatbuilders many years ago to use computer-aided design (CAD) as well as lighter, stronger composite building materials. We’ve also been at the cutting edge of using greener materials and processes to do our part in protecting the incredible world which we explore. One thing we’ve discovered in over a century of boatbuilding is that new-world innovations work best with old-school craftsmanship. And the list of innovations in hull design and navigation continues to grow at a rapidly increasing pace.

In North America, we might be considered by some to be a late-comer to the powerboat market, but in fact, we’ve always been a major force in it. As with most things, we have our founder, Benjamin BENETEAU, to thank. He was one of the first to put a petrol engine on his fishing trawlers in the early 1900s, thus changing the French commercial fishing fleet forever.

His successors found that power was a perfect fit for the bold, new hull materials they were pioneering in the ’60s. Since then, new technologies in propulsion have always found their way aboard a BENETEAU first, and power has long been part of our equation for success.

‘This is a game-changer’: Australia, once home of glamour flying boats, eyes a seaplane revival

Six decades on from the arrival of the jet age, aviation is looking back to the future as niche business demands and infrastructure gaps pave the way for a revival of seaplane production.

Seaplanes were prominent around the world in the first half of the 20th century, and are a key feature of Australia’s aviation history. The country’s first international airport, Sydney’s Rose Bay, opened in 1938 and served as a base for flights to Europe.

Qantas’s first passenger services to the UK, operated in conjunction with Imperial Airways, departed Rose Bay airport and arrived at Southampton 10 days and 35 refuelling stops later – much faster than the more than 40 days the journey took by ship at the time. The frequent “hopping” along the route made for the nickname the “kangaroo route” which continued to be used for Australia-London flights.

Qantas operated flying boats on the route, a distinct category of larger seaplane where the fuselage serves as a ship hull when in the water, as opposed to the often smaller floatplanes that have floats mounted underneath the fuselage, keeping it above water as it lands.

The Qantas Empire Aircraft – as the joint venture was known – were first class only, carrying up to 14 passengers who could enjoy a promenade cabin, galley, wine cellar and socialising areas.

The second world war marked a key turning point in commercial aviation, largely bringing to a halt the glamorous age for flying boat-based travel. The war brought about the mass proliferation of runways built around the world for military aircraft.

By the end of the war there were runways in most destinations and propeller and jet engine technology had advanced. Seaplanes – which were slower, less direct, more susceptible to bad weather and less economical – struggled to stay competitive.

“People thought seaplanes weren’t needed any more and that was probably true back then,” says Dan Webster, chief executive officer of Amphibian Aerospace Industries (AAI).

The Darwin-based company is among a handful of manufacturers seeking to revive production of seaplanes for a new age in aviation.

There are several startups – including plans for zero-emission “sea gliders” and electric variations on delivery seaplanes in Norway – as well as existing producers working on various types of seaplanes. AAI is reviving the Albatross G111T – a flying boat first flown in the late 1940s by the US air force and navy.

As an amphibious aircraft it can take off on water and land on a runway, and vice versa.

More than 400 were built by the American manufacturer Grumman, but the planes have been out of production for 60 years.

Originally a radial engine aircraft, the new generation will feature turboprop engines. Some owners of Albatrosses have retrofitted turboprop engines, but on an individual basis only. No company can do it en masse, as AAI now owns the certificate to produce the aircraft.

The 19m-long fuselage will seat up to 28 passengers as well as crew, or can be fitted out to carry cargo or as a medical aircraft, when the first of the new-age Albatrosses rolls off the production line in about four years.

Wave of new technology

Aviation finds itself in the grip of “a dynamic and disruptive phase”, according to Prof Tim Ryley, head of aviation at Griffith University.

Commercial airlines are pinning their hopes on sustainable aviation fuel, as well as more efficient aircraft from manufacturers, as ways to meet looming emissions reductions targets as well as save on their fuel bills.

Electric aviation is in its infancy. The technology appears most viable initially for smaller planes used for short-haul, regional services.

In Australia, Rex Airlines is grappling with the question of how to replace the ageing fleet of Saab 340 aircraft it relies on for regional flights, as they are no longer in production. It has a partnership with the electric plane startup Dovetail, and hopes to run test flights soon.

Elsewhere, small electric aircraft are being explored for mail runs in New Zealand.

In another nod to aviation’s past, there is a global race to build and fly airships , both for passengers and to haul cargo to hard-to-reach locations, almost nine decades after the Hindenburg disaster .

Interest in seaplanes waned throughout the 20th century, but they never disappeared entirely, especially in harbour cities.

Ryley notes that in Vancouver Harbour Air operates scheduled services around the city and Victoria Harbour using smaller float planes.

“They do high-demand, short trips and it’s commercially viable,” Ryley says, adding that for tourist-oriented seaplane services, customers can expect to pay more because the aircraft are not put to use constantly to maximise returns, as they are in scheduled services.

In Sydney, seaplanes still operate out of Rose Bay, where they fly mostly on tourist runs to places such as Palm Beach.

This convenience factor is a big part of the revival in interest and race to bring new seaplanes to market, Webster says.

Operators of resorts on remote islands, who struggle to convince “weekend travellers” to forfeit almost a day in travelling on multiple planes and boats to reach them, are one such niche market crying out for an amphibious aircraft, Webster says.

“For the people who run island resorts, our aircraft can fly from an international airport and land on the water right at their resort, so it opens up the short-stay market that wouldn’t be possible.

“As the world has grown, and islands are developed around the Pacific and north of Darwin, the equation for seaplanes has changed again.”

Webster says the planes could also be used to provide medical care for hard-to-reach areas north of Darwin, including several Indigenous communities. “It opens up a whole new range of possibilities for treatment centres for casualty evacuation – we can land on water and come up a boat ramp to park,” he says.

“Imagine doing a milk run around the Whitsundays, or to islands in Indonesia where most are serviced by very slow ferries or helicopters. This is a game-changer.

“There are also people in New York looking at this sort of thing, wanting to fly these off the Hudson [River] because it’s so tough to get to an airport.”

Webster says flying boats are cost-effective compared with helicopters, which are more expensive and complicated to operate.

“The niche we fill is where there’s water at one end. If there’s not water at one end, we’re probably not the right aircraft,” he says.

Ryley also believes seaplanes could find a renewed business case amid the current upheaval of aviation innovation.

“The economics and pricing depends a lot on what the alternatives are,” he says. “Particularly with pressures on space for modern airports, and the need for good road links on each end,” Ryley says.

AAI already has several firm orders for aircraft, Webster says. One order has been reported as valued at US$20m , though Webster cannot confirm pricing.

“There’s a lot of interest and it’s growing all the time. When we started a lot of people looked at us like we might have two heads, but now they’re much more interested,” Webster says.

Can endangered right whales and charter fishing boats co-exist off the NC coast?

How a highly endangered species, coastal economies, and presidential politics are butting heads off the coast of north carolina..

The 2024 hurricane season doesn't officially start for more than a month.

Yet a storm is already raging off the North Carolina coast, and this one involves the future of two of the most iconic symbols of the state's coastal areas − whales and fishing.

But to save one, whether one of the most highly endangered animals in the world or an industry that supports thousands of jobs and is worth millions to coastal communities, must the other go?

"We’re not against species protection at all," said Frank Hugelmeyer, president and CEO of the National Marine Manufacturers Association (NMMA). "But we don’t think you solve one existential problem by creating another one."

'Not dying because of natural causes'

For more than a decade the federal government has instituted seasonal-management areas, or SMAs, to limit the speed of most vessels 65 feet or longer to 10 knots, about 11.5 mph, in areas known to have heavy ship traffic that are also migratory routes or known calving grounds for the highly endangered North Atlantic right whale. The marine mammals, which number fewer than 360 individuals, traverse the near-shore waters along the East Coast as they travel between their winter calving grounds off the U.S. Southeast coast and their summer feeding areas in New England and the Canadian Maritimes.

The idea behind the SMAs was to try and limit the number of interactions between the whales and vessels, with ship strikes − along with entanglements with fishing gear − the leading threats to the animals. The  North Atlantic Right Whale Consortium , a group of public and private groups dedicated to the conservation and recovery of the right whale, in late October said new data showed the whale's population at 356 individuals, down from an estimated 483 animals as recently as 2010. Although hunting of the right whales, so named because they swam close to shore and floated when dead, making them easy to kill and drag ashore for processing, has been outlawed for nearly a century, the species has been slow to recover because of their delayed reproduction and the manmade threats in the oceans.

The go-slow zones, which run from November through April, extend about 20 nautical miles, or 23 miles, offshore and include areas around Morehead City and Beaufort and within 23 miles from shore between Wilmington and Brunswick, Ga.

But a flurry of right whale deaths this year, the most recent in late March off Virginia, has researchers and conservation groups saying more needs to be done to protect the animals − with every individual whale, especially breeding females, vital to the species' survival. The death of #1950 off Virginia Beach was the fourth confirmed death of a right whale along the East Coast this year, not including three newborn calves that have not been seen with their mothers. Necropsies determined that three of the deaths were likely due to ship strikes, with the other an entanglement with fishing gear.

Key to saving the species, conservationists say, is the implementation of a draft rule that would expand the go-slow rules more areas of the coast and to include boats as small as 35 feet. The proposed regulation is a result of legal pressure placed on the federal government by conservation groups, frustrated by regulators' not moving quickly enough as whale numbers dwindled, to do more to protect the animals.

"These whales are not dying because of natural causes," said Gib Brogan, fisheries campaign director with the environmental group Oceana , in a statement after the most recent whale death. "They are dying preventable deaths as a result of collisions with boats and entanglements in fishing gear, and our government isn’t doing anything to stop it. How many more deaths must this endangered species face before President Biden takes action?"

According to a NOAA spokesperson, the agency has forwarded the proposed regulation to the White House where it is under review by the Office of Information and Regulatory Affairs , which is part of the Office of Management and Budget (OMB).

'Technology is the answer'

But Hugelmeyer with the marine manufacturing association said implementing seasonal speed limits on boats as small as 35 feet would be an "economic catastrophe" for charter boat captains and the coastal communities that rely on the customers the fishermen attract to fill hotels, beach rentals, bars and restaurants throughout the year.

"It would have a big, big impact, and they quite honestly have not done their research," he said, alluding to economic impact figures floated by NOAA that fishing industry groups claim barely scratch the surface of the real financial damage that would be caused if the proposed rule was implemented.

According to the NMMA, implementing the draft rule could put more than 810,000 jobs and nearly $230 billion in economic output into jeopardy. The trade group also notes that more than 95% of boats sold in the U.S. are manufactured domestically, and nearly 93% of boat manufacturers are small-business owners. According to the N.C. Wildlife Resources Commission, there were 345,000 registered boats in North Carolina as of the end of 2023. Of those, nearly 13,500 boats were 26 feet long or bigger.

According to a  report  by the American Sportfishing Association released in May 2022, the recreational fishing industry in North Carolina supports 455,000 jobs and generates $152 in economic impact for every pound of fish landed.

Hugelmeyer said throwing the threat from small vessels to the whales into the same category as the danger from large ocean-going vessels isn't fair or realistic, noting the higher maneuverability of smaller boats, and would systematically destroy the economies in many coastal areas that are already struggling with declining commercial fishing industries and rising threats from natural disasters.

"You don't have to do a blanket approach across the entire Atlantic to protect this species," he said. "Technology is the answer to this problem."

Hugelmeyer said high-tech answers to help avoid whale-boat interactions could include improved GPS mapping, increased surveillance by drones and aircraft, and tagging the animals − although researchers have said tagging the whales and receiving real-time location information would be financially and operationally challenging .

What groups like NMMA want to see, Hugelmeyer added, is a chance to sit down with NOAA and craft a solution that works for both parties, not one that only has the input of only one side − in this case the environmental community.

"You're creating a consumer-safety issue, a massive economic issue, and a massive political issue," he said, alluding to potential dangers if small boats had to obey the go-slow speed rules during periods of bad weather. "This rule would be devastating for a state like North Carolina."

But environmental groups say the right whale is quickly running out of time, and the last thing the animals need is more bureaucratic foot dragging in the rule-making process.

"I’m horrified but not surprised that the latest dead North Atlantic right whale was killed by a vessel strike. The federal government has absolutely no excuse for delaying a vessel-speed rule while we watch these poor whales pile up,” said Catherine Kilduff, a senior attorney at the Center for Biological Diversity , in a statement. “Every day without action brings right whales closer to extinction. A new speed rule is ready to go out the door, and I’m outraged that federal officials aren’t responding to this clear and deadly threat with a viable solution.”

'Ready-made for an attack ad'

But the federal government, which initially said it intended to roll out the new rule by the end of 2023, doesn't appear to be in a hurry to act on the proposal.

That's probably not by accident, said Dr. Chris Cooper , director of the Public Policy Institute at Western Carolina University.

He said with the presidential election potentially resting on a knife's edge and North Carolina, Georgia, Virginia and Florida all states that could swing to either party, the Biden administration has to be taking politics into consideration when reviewing whether to adopt the new rule.

"This is definitely where politics meets policy," Cooper said, noting that coastal votes in any of those states could be critical to seeing whether they turn red or blue in November.

With the widespread nature of the proposed new regulation almost "ready-made for an attack ad" that reinforces the government overreach many Americans already feel about Democrats, Cooper said Democratic strategists are likely thinking long and hard about the political fallout if the administration moves forward with the expanded go-slow zones.

"Clearly the political calculation has to be there," he said.

Pharrell appears to be celebrating his 51st birthday today, April 5, with a gift to fans — a new album that’s totally free to stream and download through one specific website .

To say there aren’t many confirmable details about the 10-track project is an understatement. Based purely on the album artwork, the project appears to be called Black Yacht Rock Vol. 1: City of Limitless Access and might be credited to a group called Virginia — though, for all we know, Virginia is part of the title. 

And while it’s definitely Pharrell singing on the album, his name isn’t attached anywhere to the project, not even the metadata of the Mp3s if you download the LP (it’s similarly unclear if he played all the instruments himself or brought in some collaborators). The musician hasn’t promoted the album on his website or social media.

Black Yacht Rock Vol. 1 (if that is the official title) marks Pharrell’s first solo album (if we can actually consider this a solo album) since 2014’s Girl . He’s released two other collaborative singles this year, “Good People” with Mumford and Sons and “Doctor (Work It Out)” with Miley Cyrus. 

Pharrell also has a couple of movie projects in the works. The first, announced earlier this year, will be a biopic of sorts but told entirely through Lego brick animation (it’s fittingly called Piece By Piece ). The other is an as-yet-untitled collaboration with filmmaker Michel Gondry , which will be set in Virginia Beach, Virginia in 1977 (where Pharrell grew up) and feature a cast of Halle Bailey, Kelvin Harrison Jr., and Da’Vine Joy Randolph.

But the extravaganza that includes thousands of athletes sailing the river could be scaled back.

The opening ceremonies of the 2024 Summer Games in Paris are still going to be held on the Seine River despite heightened security concerns, French officials say, but the July 26 extravaganza featuring a flotilla of boats filled with Olympic athletes could be scaled back.

“We have the possibility to reduce the impact and the facilities of the opening ceremony if the international risk becomes harder,” Pierre Rabadan, the French capital’s deputy mayor in charge of sport, the Olympic and Paralympic Games , and the Seine, told The Athletic Friday. “We can reduce it, the show, the number of people. But there is no Plan B.”

Paris’ first deputy mayor, Emmanuel Gregoire, also confirmed that while the ceremony would not be relocated, changes could be made.

“Of course, we talk about hypotheses,” Gregoire said, according to The Athletic. “We are focused on preparing the situation. We are doing our best to guarantee security with major, major measures.” Neither official spelled out what effect a smaller scale would have on plans for the athlete parade of nations to be held aboard boats sent down the Seine.

Their comments come as security threats continue to emerge. France, already on alert due to Russia’s ongoing invasion of Ukraine and its impact on the Olympics , as well as the Israel-Gaza war , bumped up its security to the highest level after last month’s terrorist attack on a concert hall in Moscow.

Even before that measure was taken, the French had reduced the number of spectators for the opening ceremonies by about half, to around 300,000 people, including 100,000 who paid for tickets. The free seats, once expected to be available to tourists, are earmarked for selected residents of Paris and other French cities hosting Olympic events, The Washington Post reported .

Paris organizers have promised “an Olympic ceremony like no other,” the first not held in a stadium. Instead, the Seine is described as the main stage for the kickoff event, with 10,500 athletes along with performers navigating a nearly four-mile stretch of the Seine in 160 boats to the Trocadero, gardens aligned with the Eiffel Tower.

French President Emmanuel Macron said last Thursday that the boat parade remains the “favored scenario” for the opening ceremonies but added that contingency plans were being worked on, according to France 24 news .

“We need to have confidence in ourselves,” Macron told reporters gathered for the opening of an Olympics aquatic center in Paris. “Yes, there are risks, but there are risks in life and the best way to avoid risks is to do nothing. I don’t think that’s the mission of the French nation.”

Up to the final second of the Games “we will be determined, vigilant and at work. We’ll succeed and it will make the country proud,” the French president said, acknowledging that what has been billed as a “Games Wide Open” is a target for cyberattacks by Russia.

“I have no doubt, including in the information space,” he said. “It is feeding every day the idea that we can’t do this or that, that there’s a risk.”

In December, Macron had warned the river portion of the opening ceremonies could be moved if the country were to be attacked by terrorists ahead of the Games, citing the deadly 2015 extremist attacks on a satirical newspaper and a kosher supermarket in Paris.

“You’re 15 days from the Olympic Games. You have a series of terrorist attacks. What do you do? Well you don’t organize (a ceremony) on the Seine,” he told public broadcaster France 5 then, offering assurances that alternatives were already in place, The Associated Press reported.

“Since we are professional, there are obviously Plan Bs, Plan Cs, et cetera. You have to be prepared for everything,” the French president said during the television interview. “If there’s a surge of international or regional tensions, if there is a series of attacks ... that’s a Plan B.”

Cicero, N.Y. — A teen was rescued Tuesday afternoon from Oneida Lake after his kayak started taking on water, firefighters said.

A 911 caller around 4:30 p.m. at the Lake Shore Yacht and Country Club in Cicero reported hearing yells for help from out on the water, South Bay Fire Department Chief Blake Lonergan said.

Firefighters arrived but couldn’t tell if anyone was in the water, Lonergan said. The chief said he called for Air 1, the Onondaga County Sheriff’s Office helicopter, while rescue boats were sent out.

The helicopter hovered above three kayaks, showing the rescue boats where to go, Lonergan said. The kayaks were about 300 to 400 yards offshore, he said.

The three kayaks had four teenagers onboard. No one was in the water but one kayak was taking on large amounts of water, Lonergan said. It’s suspected that there was a hole in the hull, he said.

The teens were taken on the boats and back to shore, the chief said.

An annual rite of passage from winter to spring, Boston's historic Swan Boats, are scheduled to return to the Public Garden later this month.

The Swan Boats are a landmark in Boston, and part of the tradition includes the mayor celebrating their return to the lagoon. Mayor Michelle Wu and her family are scheduled to take the first ride of the season on Saturday, April 13, at 10 a.m.

That Saturday will be a busy one in the city with the Boston Athletic Association's annual 5K and Invitational Mile events racing nearby.

Boston's Swan Boats were first launched in 1877 by Irish immigrant and shipbuilder Robert Paget, who was inspired by the opera Lohengrin. Five generations later, the Paget family continues to operate the business.

The process of re-assembling the Swan Boats and launching them on the lagoon is a labor of love.

Two years ago, Swan Boat President Lyn Paget explained that the six boats that comprise the fleet were built between 1910 and 1992, with materials like iron, oak, brass and copper. But handling those heavy materials isn't the only reason why re-assembling the boats is a time-consuming, detail-oriented undertaking.

"They are custom-made, which means that each piece of the boat – and there's about 25 pieces – is a custom piece, non-interchangeable," she said.

The oldest boat in operation has been on the lagoon each season since 1910 and the newest was launched in 1993. Fully loaded, each weighs approximately three tons and is powered by the driver, who uses a foot-propelled paddle wheel.

From April 13 through June 20, rides are offered from 10 a.m. through 4 p.m., weather permitting. From June 21 through Labor Day, the hours are 10 a.m. through 5 p.m.

Rides cost $4.50 for adults, $4 for seniors and $3 for children ages 2-15. Children under age 2 are free.

In a major setback for California’s beleaguered fishing industry and the latest reminder of the state’s long-running battles over water supplies, all commercial and recreational salmon fishing will be prohibited off the California coast for the second year in a row.

The Pacific Fishery Management Council, a federal agency based in Oregon, announced the decision Wednesday evening, citing low numbers of Sacramento River winter Chinook, Central Valley Spring Chinook and Upper-Sacramento River fall Chinook salmon.

Despite ample rainfall over the last two winters, the state’s salmon populations are still struggling from the effects of the severe drought that gripped California from 2020 to 2022 when hotter temperatures and lower water levels in streams and rivers killed many of the young fish.

During the drought, cities, farms and fishing interests battled for limited water supplies.

On Thursday, fishing and environmental groups said state and federal water managers should have kept more water in rivers and behind dams to reduce the impact and managed it more effectively. That almost certainly would have meant less water would have been pumped to cities and farms during the drought.

“It’s heartbreaking. It’s a travesty,” said Scott Artis, executive director of the Golden State Salmon Association.

“State and federal water managers are devastating our rivers,” he added. “They are removing vast amounts of water and creating lethally high temperatures in those rivers that are destroying salmon. If you kill all the baby salmon through California water policy, then two or three years later you aren’t going to have adults returning, or very few. This is the governor’s legacy.”

Gov. Gavin Newsom on Thursday announced that the state would ask the federal government for a disaster declaration to provide financial assistance to the owners of commercial salmon fishing boats, recreational boats and others in the industry.

“Decades of climate extremes have severely impacted our salmon populations, and we’re taking action to address this crisis for the long-term,” Newsom said. “We’ll continue working with the Biden Administration and Congress to ensure California’s fisheries and impacted communities are supported during this critical time.”

Last year, the U.S. Commerce Department approved spending $20.6 million to help salmon fishermen after the season was closed. But Thursday, fishing industry officials said they have not yet received the money.

The news comes the same week that the state Department of Fish and Wildlife closed the commercial Dungeness crab season early this year, allowing it to be open for only three months, to protect humpback whales from becoming entangled in trap and buoy lines.

“We’ve had a reduction in our crab season, a reduction in our rockfish season, and now we are going to go nine months without potential income,” said Dick Ogg, a commercial salmon fisherman based in Bodega Bay. “This closure is very impactful to all of us. We are having a difficult time to say the least.”

The salmon closure this year is not expected to cause shortages of salmon in stores or restaurants in California. As with last year, there will be wild salmon available from Oregon, Washington and Alaska, along with farmed salmon from Norway, Canada and other countries.

But for families who own fishing boats, it’s another setback in a long downward trend.

California’s commercial salmon fleet has shrunk by nearly 25% in the past decade. In 2022, there were 464 commercial boats that participated in the salmon fishery, according to the Pacific Fishery Management Council, down from 616 a decade earlier in 2012. That number is a fraction of what it was a generation before when there were 4,750 vessels in the late 1970s.

Water interests pushed back against the claim that they are to blame.

“Salmon are a three-year fish,” said Jennifer Pierre, general manager of the State Water Contractors, a group of urban and agricultural water agencies. “The impacts of the drought are showing up in this year’s numbers. Certainly fish need water, I don’t think anyone would deny that. But we have hatchery management issues, ocean conditions, lack of habitat and a whole host of other issues affecting them.”

Pierre noted that in 2022, cities and many farms were only receiving 5% of their water allocations from the State Water Project due to extremely dry conditions and water shortfalls.

Generally speaking, salmon populations have tended to rise and fall based on whether the state has been in a drought or not.

But the overall downward trend has been caused by a variety of other factors, scientists say, including the construction of dams that have blocked salmon migration up and down rivers, wildfires that can cause erosion and sediment to clog rivers and streams, and the huge pumps near Tracy operated by the State Water Project and the Central Valley Project, which can kill fish as they move water from the Sacramento-San Joaquin River Delta south to cities and farms.

Salmon fishing was also closed in California during the 2008 and 2009 seasons, for the first time in state history.

Salmon are born in rivers, swim to the ocean, grow in size and return to the rivers to spawn and die, usually over three years. Federal fisheries managers estimate that 133,638 Sacramento River fall run Chinook, the main commercial salmon species in the state, returned last year to the Sacramento River. That’s more than double the estimated 61,862 that returned the year before. But it is nearly 20% below forecasted numbers, even though fishing was banned last year. And historically, scientists say, more than 1 million of the fish returned to spawn.

In January, Newsom visited salmon restoration sites in Humboldt County, and announced a plan aimed at restoring populations of the iconic fish.

The plan called for continued removal of outdated or silted-up dams that block rivers. Four major dams on the Klamath River on the California-Oregon border are now being removed. It also called for restoring wetlands and stream habitat in the Delta, San Francisco Bay and other locations.

Commercial fishing organizations said they support this year’s salmon closure, noting that it should help to improve populations of the fish.

But they said they want more of a voice in statewide water decisions and more action to guarantee flows in rivers, streams and the Delta, especially during dry times.

“This is a huge sacrifice of our income as a commercial fishing fleet, for everyone who wants to take a boat ride into the ocean and get a fish for their barbecue for Father’s Day, and for markets and our local food security,” said Sarah Bates, captain of the Bounty, a 1926-era salmon troller she docks in San Francisco. “But we cannot be the only ones making a sacrifice.”

“Salmon have been feeding Californians for thousands and thousands of years,” she added. “Right now they are last in line for the water resources that they need to survive.”
