OUR SERVICES

Marine surveys are normally conducted when you are planning to purchase a recreational boat, or when you want to purchase insurance. If your vessel has sustained damage, your insurance company may require a survey. In many countries, a marine survey may be required when your vessel enters certain ports.

Its founder, Thierry Simon , has over 40 years of experience at sea, as a sailor, boat owner, and professional Captain. His scientific and engineering background in mechanical engineering, yacht design, boat building, and super yacht maintenance, coupled with 80 000 nautical miles at sea – including several ocean passages – are the foundation of this business. « Mediterranean Marine Surveyor» covers the market of boats located on the French Riviera from Monaco to Marseille. For projects outside this area, please contact us for a quote. Our office offers a complete spectrum of surveys that suit the needs of both private boat owners and marine industry professionals. Our surveys are detailed and can be written in both French and English.

OBLIGATIONS OF THE MARINE SURVEYOR

We follow the principles and practices of the AFNOR AC X 50-827 rules and specifications stated by the French government in January 2006. We carry out each contract in total independence. Our survey reports are written to reflect our impartiality. Our conclusions are established with a non-partisan approach and we answer all questions asked by all parties involved with objectivity. There will be no outside relationship between the marine surveyor and the client, nor with any other party involved in the contract for its duration.

An IIMS accredited Surveyor, based in Brittany, Graham Saward from Topmark Marine Surveys specialises in surveying FRP and wooden craft up to 24M, inspecting small craft rigs & sails and marine coatings.

As a graduate of the International Institute of Marine Surveying, and with almost his entire working life in the marine industry, Graham, who has Brittany as his home base, can undertake a range of surveys throughout France, Spain and Portugal.

Survey Types

Valuation or insurance survey.

This survey is often requested to obtain insurance and/or finance or is required by lawyers or financial institutions that relate to probate. The purpose of the valuation and the limits of the inspection will be clearly defined and agreed in the Contract of Survey.

Damage Survey

This type of survey is provided if the vessel has suffered any form of damage, from whatever cause, and is restricted to surveying and reporting on the extent and the nature of the damage. The Surveyor may be asked for recommendations for repair although this should only be done with the specific instruction from the client. A Surveyor may be requested to give an opinion or even investigate the cause of the damage, but this will not be given unless the Surveyor has been given explicit and agreed instructions to do so.

Re-fit Survey

This type of survey is carried out when a craft is undergoing repairs and/or renovation and the Surveyor will be required to ensure that all specifications are being met by the contractors, with text & photographic records completed as work progresses; these records provide verification for the client.

Pre-Purchase Condition Survey

This is the most common and the most comprehensive type of survey and is strongly recommended before making a purchase. The client is totally reliant on the Surveyor, especially if he or she is a first-time buyer with little or no previous knowledge in this area. This type of survey is normally required by the owner or prospective owner of the boat for the purpose of obtaining insurance, finance or security for a loan. A pre-purchase or condition survey is considered to ascertain the structural condition of the craft and it is examined at length, and includes the checking and operation of cathodic protection, bilge pumps, electrical instruments, ground tackle, mast, keel, rigging, safety equipment, shafts & couplings, skin fittings & seacocks, steering gear. All items are agreed in the Contract of Survey.

Consultancy

This service is provided by the Surveyor who delivers expert knowledge, working in an advisory capacity only. A client may require advice for future projects, e.g. modifications, repairs and/or osmosis treatments; to oversee a contract for the preparation of repair specifications, or consulting on future yacht purchases and equipment & installations required.

How and where it all started…

Graham saward dipmarsur.

Graham started his seafaring career as an RYA Instructor at the Island Cruising Club & has a Commercially Endorsed RYA Ocean certificate; he skippered the renowned wooden yachts Irina and Speedwell, as well as maintaining and sailing Hoshi and Provident, along with the North Sea 24’s at the ICC . Two seasons were spent as Flotilla Skipper in the Canary Islands and former Yugoslavia and he joined Rowhedge Boatyard, one of the last legendary east coast yards before its demise. Graham continued his career caring for more modern craft as Maintenance Manager for a Charter Company, and to commission brand new GRP yachts, such as Moody, Westerly, Jeanneau & Dufour, interspersed with deliveries in the Mediterranean, the east coast of America, the Bahamas and in UK waters. Graham has been based in north west France for many years with his own marine maintenance business, with his technical and engineering skills called upon from clients in the south of Spain, Mallorca and the west coast of France. Graham brings a wealth of knowledge to the Surveying industry with a professional and positive approach and an exceptional level of care.

Function / Activity

Marine surveyors or consultants are technicians who, through their knowledge, training and experience, are able to express an expert opinion on matters of marine technology.

Marine surveyors can exercise their profession inside or outside a company, employed or self-employed.

Marine surveyors can be involved by any ordering customer of the maritime industry.

As part of cross-examinations, amicable or not, sometimes judicial, on behalf of their ordering customer, they may have to engage in the evaluation of damages caused to ships, goods or port facilities. They determine the reason and amount of damage on ships, ports, marine constructions, transported goods, sea environment…

They also can take action on behalf of ship classification societies.

As all experts, marine surveyors are technician and not jurists: they have no authority to make legal statements.

Introduction to the profession in Marseille-Fos

About 50 marine surveyors are settled in the Bouches-du-Rhône, including 17 legal experts, grouped in professional associations. Experts living in other regions of France may be called depending on their speciality.

However, as the profession is not regulated, anyone can pretend to exercise it.

Each professional association ensures the respect of its own code of ethics.

Future development of the profession

This profession is not regulated. At the present time, there is a national effort to regulate the access to the marine surveyor profession.

To be a good marine surveyor requires having been a sailor. There are less and less French sailors because there are less and less French vessels. From this perspective, it is hard to think of what the European commission could do.

The European College of River and Marine Surveyors (Collège Européen des Experts Maritimes et Fluviaux, CEEMF), which is part of the French Maritime Cluster, and also part of the FEMAS (Federation of European Maritime Associations of Surveyors and Consultants), has started the procedure of classification of its members. It is a training organisation certified by a registration number, and it prepares surveyors for the most advanced techniques of the river and sea domain. In 2014, ten members of the CEEMF already received a certification from the Accreditation French Committee (COFRAC). In time, this guarantee of proficiency and quality will become imperative for all members.

The Superyacht Survey Process

We find that both clients and crew want to know how our superyacht survey process works, and how we reliably plan and execute our surveys so as to deliver our paper and online reports so rapidly. As always, the secret is in careful advance planning by the team and careful coordination whilst onboard, combined with the experience of our survey team members and our unique cloud based survey software. The aim of this article is to explain the process and to discuss some of the choices and decisions that need to be addressed in order to deliver a successful outcome.

Pre contract phase

We usually get approached by the buyer’s broker once they feel that the transaction has a realistic prospect of going to contract, but not necessarily before contracts are signed. We are used to providing survey proposals at this stage, in order to give the buyer’s team an idea of what is involved and the likely cost. It isn’t unusual for things to go quiet for a period of time, as lawyers and brokers negotiate the final detail of the sale and purchase contract. During this period, we may have pencilled a rough date into our survey calendar. We will also have discussed with the buyer’s team what their likely requirements will be in terms of haulout and the use of specialists. Depending on the client’s requirements, we may also have sounded out our preferred specialists, and will have looked at the availability of synchrolift or dry dock options for the underwater hull survey, all the time keeping details of the transaction confidential.

Post signing contracts

Once contracts are signed, the pace generally accelerates rapidly. We work with the buyer’s team to firm up the survey location and timetable, allocate our surveyors to the survey and book the specialists required by the buyer (usually Cat or MTU, plus electrical, noise & vibration, paint and possibly NDT). If needed by the buyer, we will also compile a shortlist of haulout locations and prepare a scope of work for each shipyard to quote on. Once the plan is firmed up, we will send a survey briefing letter to the Captain, yacht manager and selling broker, letting them know what to expect during the survey.

Survey planning

Obviously the time needed for the survey will vary depending on a number of factors, but our approach is to scale our team to complete our survey on even the largest yacht (and we regularly work on yachts from 40 metres up to 160 metres or more) within 5 working days. Occasionally the survey might need to be split into two attendances, for instance, if the yacht needs to be moved to a haulout facility, or where the yacht is going to use a traditional dry dock, which will inevitably be slower than using a travel lift or synchrolift.

In planning our time onboard, we usually try to avoid holding the sea trial on day 1, as we like time to become familiar with the yacht and its systems and to get to know the crew. We find that day 2 usually works well for the sea trial. Although we request a minimum of 4 hours at sea for the sea trial, the reality is that with pre sea checks and post sea trial checks, the sea trial will occupy a whole day. Our surveys require half a day undertaking what we refer to as “interrupting” work (ie they can interrupt the yacht’s routine and day to day work of the crew) whilst we undertake a blackout trial and test transitional power sources, fire alarms and fire doors, remote closing watertight doors etc. We try to group these tests into half a day following the sea trial, usually on day 3. We encourage all parties to try to make the haulout the very last part of the survey process for several reasons: it is the part of the survey most likely to encounter delays beyond our control; the survey team cannot be onboard whilst the yacht is being lifted and moved, or whilst the dry dock is being drained or flooded, and in either case until power is restored, losing us time; if any problems arise during the underwater hull inspection, it is much more cost effective to leave the yacht ashore for a few additional days in order to deal with the issue, rather than relaunching and then having to haulout all over again at a future date; and finally, if the sea trial is a disaster, the buyer might avoid the cost of a haulout in the event that they decide to reject the yacht following the technical sea trial.

Report delivery

Assuming that everything goes according to plan, the buyer’s team are going to be anxious to know our opinions as early as possible. To that end, we maintain a regular dialogue with the buyer’s team during the survey, with regular written updates. We will have established with the buyer’s team how quickly they need the report. Our current record is to submit a 350 page report within 48 hours of stepping off a 95 metre Lurssen. With planning and experience, by scaling our team size and by harnessing the power of our cloud based survey software, we’re able to provide industry leading reports within very tight deadlines.

  • We carry out surveys on GRP vessels,steel (including ultrasound surveys),wood,aluminium and Ferro Cement.
  • We carry out Pre-purchase condition surveys on sailing vessels and motor vessels including a sea trial if requested.
  • We carry out insurance surveys on vessels where insurers have requested a condition survey when the vessel reaches a certain age and we give a current market valuation.
  • We carry out both insurance surveys and damage surveys on commercial vessels including MFV’s,Workboats and Windfarm crew transfer vessels.
  • We carry out damage surveys and claims investigation for most major UK marine insurers in both the UK and France and we can translate estimates from French to English.
  • We carry out valuations for both insurance surveys and finance houses and also for probate purposes.
  • We supervise salvage/recovery of sunken/grounded vessels,sell the salvage and can organise disposal/destruction of badly damaged vessels.
  • We carry out Tonnage Measurements for Part 1 British Ship Registery.
  • We carry out inspections for local councils on hire vessels carrying upto 12 passengers.

5 steps to having your yacht surveyed

Step 1: find a marine or river surveyor.

The first step is to find a boat surveyor who is qualified, experienced and approved. You can carry out this search online, seek recommendations from marine brokers, or turn to yachting associations for advice.

Step 2: Contact the yacht surveyor

Once you’ve identified the yacht surveyor, get in touch to discuss your specific requirements. Take advantage of this meeting to draw up an estimate for the survey of your yacht. This will also allow you to compare the different levels of service and pricing available on the market.

Step 3 Schedule a visit with the surveyor

Once you have accepted the surveyor’s quote, schedule a visit to your yacht at a date and time that suits you. The surveyor will thoroughly inspect every aspect of your yacht and assess its general condition.

Step 4: Receive the survey report

The yacht inspection also covers the hull, paintwork, deck, superstructure, equipment, engine and the interior of the vessel, including equipment and structure. Finally, the vessel’s safety equipment and administrative documentation are also checked to ensure that your yacht is compliant.

Step 5: taking action

Depending on the conclusions of the survey report, you will be able to make informed decisions. This may include selling your boat, undertaking any necessary repairs, or carrying out renovation work.

Marina berths in France: fees and situations

In the Mediterranean French marinas, mooring fees are usually around 3,790 euros/year for a 10-meter boat , which become 5,159 euros for a 12-meter one. The cost can rise up 7,280 euros for 12-meter catamarans.

These are the results of a research issued by the French magazine Voiles et Voiliers which surveyed 32 ports on the coast from Menton to Port Camargue, including Corsica.

Italian marinas are quite affordable

Today, Italian marinas are absolutely competitive in terms of both mooring rates and services. Things were completely different until a few years ago, when French marinas were more competitive and offered better services and more berths than their Italian counterparts.

Let’s see in detail some of the most important data f rom the survey on French marinas.

The most expensive marinas in France

The most expensive among the 32 marinas surveyed is the exclusive marina of Saint Jean Cap Ferrat (560 berths), just a few miles from Italy, where a mooring berth costs 6,278 euros/ year for a 10-meter boat  9,879 euro for a 12-meter one). On the second position is Nice (489 berths) with 5,250 euros per year for a 10-meter boat and 7,410 euros for a 12-meter one. Third is Port Grimaud Marina (in the Gulf of St. Tropez, 450 berths) with 5,187 and 7,899 euros for a 10- and a 12-meter boat respectively.

The most affordable marina is Saint Raphael

The most affordable French marina is Saint Raphael , in the dock of Vieux Port (282 berths), where mooring fees are 1,990 and 2,804 euros for a 10- and a 12-meter boat respectively. On the second position is Martigues ( 1,150 berths), about 30 miles west of Marseille, with 2,081 euros for a 10-meter boat and 2,674 euros for a 12-meter one. Last, Saint Florent (Corsica, 1020 berths) with an annual fee of 2,262 euros for a 10-meter boat and 3,000 for a 12-meter one.

What about Saint Tropez?

If you thought that the legendary Saint-Tropez (734 berths) was the Mediterranean France’s most expensive marina, you will be surprised. The annual fee is 4,425 euros for a 10-meter boat, 5,099 euros for a 12-meter one. The only problem there is the trouble in finding a free berth.

France has turned against Macron. Will Europe set the stage for President Le Pen?

The president is trailing the hard right – and forthcoming European elections could leave him a political lame duck

I n the latest of his visionary speeches on the future of Europe, Emmanuel Macron called for the EU to transform itself into a military power or face “death”. Yet his own presidency of France may be about to enter a long twilight zone unless he can reverse his party’s deepening slump in June’s European parliament election.

Macron’s unpopularity is the main reason why his centrist pro-European Renaissance party is trailing a distant second in opinion polls behind Marine Le Pen’s hard-right National Rally (RN). Le Pen’s list is led by Jordan Bardella, 29, the rising star in the populist anti-immigration party. Renaissance, whose list is headed by little-known MEP Valérie Hayer , is down to 17.5% in the latest survey while the RN is on 31%. The two parties were neck-and-neck in the last European election, five years ago .

The EU ballot is seen as a test because it is the last scheduled national vote in France before the 2027 presidential election, in which Le Pen is expected to make her fourth, and most promising, bid for power.

Macron is barely two years into his second term in the Élysée Palace, yet lacking a parliamentary majority at home and with his government under the permanent threat of a no-confidence motion, he risks becoming a premature lame duck. His European influence is also at stake because the liberal group (Renew Europe) his party sits with in the European parliament is set to lose seats, and the number of liberal leaders is also shrinking as European electorates swing to the right. Besides, France’s standing is diminished in the eyes of many by its chronic high budget deficit and mounting debt, which is set to incur an EU disciplinary procedure after the election.

The 46-year-old president mostly has himself to blame for his political predicament. He has so personalised his style of governance that voters blame him for everything from the cost of living to the rise of youth violence and the risk of terrorism during this summer’s Paris Olympic Games.

“Macron thinks it doesn’t matter that no one has heard of his lead candidate because he’s convinced he can swing the pro-European vote behind his name,” a senior MEP in the president’s own group told me. “Everything is decided at the Élysée so we are waiting for the oracle.”

The party still hasn’t agreed who will be on its list of candidates, due to be announced on 7 May. Intense struggles continue behind the scenes between incumbent MEPs clinging to their seats and the four allied centrist parties seeking to place their own candidates, while the need for gender balance and pressure to field some new faces all complicate the task. Of the French centrists’ 23 seats in the outgoing parliament, pollsters reckon only 13 are safe on current ratings.

Renaissance faces growing competition for centre-left voters from the other surprise star of the campaign so far, Raphaël Glucksmann, leader of the small Place Publique party, who heads the Socialist list and is credited with 13% in the latest polls. The intellectual son of philosopher André Glucksmann, campaigning on a platform of massive support for Ukraine and greater social justice, is hoovering up disaffected Macron supporters as well as leftwingers alienated by the strident pro-Palestinian rhetoric of hard-left leader Jean-Luc Mélenchon.

Indeed, Mélenchon’s political career could be another casualty of this election. If, as polls suggest, his La France Insoumise (France Unbowed) party finishes a distant sixth in the vote, trailing not only the Socialists but also the Ecologists, the 72-year-old firebrand’s ambition to lead the French left into the 2027 presidential election will look threadbare.

At the other end of the spectrum, the mainstream conservative party, Les Républicains (LR), could be another victim of the June vote. The once mighty Gaullist movement, riven by in-fighting and policy rifts, looks set to be dwarfed again by Le Pen’s RN, which is consolidating its position as the leading force on the French right, and the only one that has not yet had a chance at power.

Political scientist and pollster Chloé Morin argued in a book entitled On aura tout essayé (“We’ve tried everything else”), that Le Pen could win the next presidential election because French voters feel that successive presidents of the right, left and centre have failed to solve their problems or reverse what many perceive as the decline of their country.

That may be premature. There’s a long way till 2027 and Macron still has options to regain momentum, even if none is easy. He could reshuffle his government again, but he did that recently to little lasting effect. He could dissolve parliament and force a new legislative election if a no-confidence motion passed, but that might well hand victory to the RN. He could also call a referendum on some popular issue, but voters might use it to punish an unpopular president.

Perhaps his best hope of escaping his domestic predicament is to seize the vacant leadership of Europe and drive forward the agenda he set out in his speech at the Sorbonne. He called for a defence build-up funded by joint borrowing and a more dirigiste and protectionist economic policy to compete with the US and China. However, he will face a tough task convincing frugal Germans to raise common debt to fund joint defence spending, free-trading Dutch, Nordics and Poles to accept a “buy European” policy and smaller states to give up their national vetoes over EU foreign policy.

Okinawa's Ishigaki uses drone for first time during marine survey around Senkakus

The city government of Ishigaki, Okinawa Prefecture, has conducted its third marine survey around the Japanese-administered Senkaku Islands, with Jiji Press and other reporters allowed to board its survey ship.

The city survey ship's journey to the area was the first since January last year. The latest survey was joined by Ishigaki Mayor Yoshitaka Nakayama and some lawmakers, including former Defense Minister Tomomi Inada. The Japanese government did not allow the survey participants to land on the islands.

For the first time, a drone was used to take infrared images of the northern side of Uotsurijima in the Senkaku chain. The images suggested the presence of a lot of plastic waste and apparent animals, as well as a landslide.

From the images, it was learned that vegetation around a mountain peak on Uotsurijima has almost disappeared and that the number of goats there has decreased.

The drone survey was conducted by Tokai University professor Yoshihiko Yamada, who participated in the Tokyo Metropolitan Government's 2012 survey of the islands and Ishigaki's 2022 and 2023 surveys.

"The ecosystem is faltering, with the mountain's ability to store water apparently weakening," Yamada said.

Death of pymgy whale, two dolphins unrelated to Port Lincoln seismic survey, SA Water says

SA Water has been accused of environmental malpractice after the death of a pygmy whale and two dolphins near a seismic testing site in South Australia's Port Lincoln.

Seismic surveys use air guns to generate sound signals that can penetrate the earth under the sea to help determine site geography.

The sounds generated are of a high frequency, and some studies show the surveys can disrupt the behaviour of animals.

A survey took place off Billy Lights Point on February 22, where SA Water has proposed its desalination plant.

A pygmy right whale was stranded on a beach at Spalding Cove near the testing location three days after the survey and died.

It was discussed on a community message forum prior to this, that a whale and its calf were swimming in Proper Bay near the test site.

Information request

Former senator and submariner, Rex Patrick, said he wanted to find out more information about the whale and its death so he submitted a Freedom of Information (FOI) request.

The FOI revealed two dolphins that were also stranded that day later died.

The former senator is an acoustic expert, and previously built seismic sonars used for similar surveys.

He said the frequency of the surveys conducted in Port Lincoln peaked at 220 decibels which were "really loud" and at the same noise level the navy used to find submarines.

"It works at the same frequencies that whales and dolphins communicate at," he said.

Potential breach

Greens MLC Tammy Franks has reported SA Water to the federal government for a potential breach of the Environmental Protection and Biodiversity Conservation Act, in relation to the whale death.

She said she wanted to ensure appropriate steps were taken by the water authority to protect animals with the survey.

Ms Franks said science showed the tests could impact mammals within eight kilometres, which was how far away from the survey the whale stranded and died.

"The science says eight kilometres and eight kilometres was indeed, where this pygmy right whale calf was at the time," she said.

Whale death unrelated to survey

A SA Water spokesperson said the organisation employed stringent control measures during the survey to prevent damage to marine life.

"These measures follow … guidelines … overseen by the federal Department of Climate Change, Energy, the Environment and Water," the spokesperson said.

The spokesperson said SA Water employed a marine mammal observer who monitored animal activity within three kilometres of a survey, and "there were no marine mammals" spotted.

"[There are] strict protocols in place to immediately lower the power of acoustic devices if a whale enters within 1-kilometre of the survey area or shut down if they enter within 500 metres," they said.

The spokesperson said there were other deaths of whales around Eyre Peninsula in January and February when surveys were not happening.

"There's no evidence to suggest any connection between the reported stranding in late February and our geophysical activity," it said.

However, Mr Patrick said the frequencies were known to cause damage to mammals — and said the deaths could have been a result of the surveys.

"It's well known that marine mammals will beach themselves in circumstances where they've been confronted with very loud signals from seismic surveys," he said.
