Owner of Kingdom 5KR Prince Alwaleed bin Talal to donate billions to charity

Saudi Arabia’s Prince Alwaleed bin Talal has announced he will donate all of his $32 billion fortune to charity. Prince Alwaleed bin Talal is the owner of superyacht Kingdom 5KR .

In an official statement, the Saudi Prince said that his billions would go his organisation, Alwaleed Philanthropies, and be used to “foster cultural understanding” and support communities in need, including aiding disaster relief. Prince Alwaleed bin Talal also said the donation of his fortune would help causes that “empower women” – the Prince’s progressive views on women’s issues can be seen in his staff, which counts many women in its roster. Prince Alwaleed bin Talal has already donated $3.5 billion to his charity.

Prince Alwaleed bin Talal is one of the world’s wealthiest people, ranked at number 34 on Forbes ’ list of the world’s billionaires. While he is a royal – the nephew to King Salman – Prince Alwaleed bin Talal doesn’t hold any official government position and is widely considered a “self-made” billionaire. According to the AP , he built his wealth through seed money from his father and varied investments. His company, Kingdom Holdings, owns stakes in Disney, Apple, Twitter, GM, News Corp, 21st Century Fox, and hotel groups including the The Four Seasons, Raffles and Fairmont.

Now Prince Alwaleed bin Talal is donating all of his fortune, stating he has been inspired by the Gates Foundation, founded by Bill and Melinda Gates. Bill Gates enjoys yachting holidays himself, having been spotted on superyacht Serene last year.

"Philanthropy is a personal responsibility, which I embarked upon more than three decades ago and is an intrinsic part of my Islamic faith," Prince Alwaleed bin Talal said in the statement.

Prince Alwaleed bin Talal owns the superyacht Kingdom 5KR , launched by Benetti in 1980. The 85.9 metre displacement motor yacht was designed by Luigi Sturchio , and she enjoyed a refit in 1993. The 1,768GT, Saudi Arabia-flagged yacht can accommodate 22 guests.

No word yet on whether donating all his wealth includes the eventual sale of Prince Alwaleed bin Talal’s superyacht Kingdom 5KR as well. An exact timeline of the donations was not announced in his statement, but the Prince said that the donation of his billions would occur through a “well-devised” plan in the coming years, supervised by a board of trustees that he will head.

The 86m/282'2" motor yacht 'Kingdom 5KR' (ex. Nabila) was built by Benetti in Italy at their Viareggio shipyard. Her interior is styled by design house LUIGI STURCHIO and she was completed in 1980. This luxury vessel's exterior design is the work of Bannenberg & Rowell and she was last refitted in 1993.

Vorbild für “kleine brise” ist die liebste yacht von bill tripp – ein gfk-boot, noch heute starke regattateilnehmerin, unter deck fehlt nichts, der ausbau hat möbelqualität, ihre 55 jahre sieht man ”kleine brise” nicht an, technische daten der 5-kr-yacht “kleine brise”.

“That’s my most favored yacht!“ – das ist meine liebste Yacht! Als Konstrukteur Wil­liam H. Tripp jr., genannt „Bill“, das sagt, gilt sein Eigenlob einem frühen GFK-Serienschiff, das seit Anfang der sechziger Jahre in Holland für einen New Yorker Generalimporteur gebaut und in Übersee mit großem Erfolg vermarktet wird. Es steht für eine ganze Ära von Yachten, die der Formgebung nach noch aussehen wie immer, aber schon aus dem damals neu aufkommenden Bootsbauwerkstoff gefertigt sind.

Mit Kunstharz verklebte Glasfasern – nicht jeder Segler kann sich mit dem Gedanken anfreunden, diesem noch völlig unerprobten Material sein Leben anzuvertrauen. Dass „Glassharz“ den traditionellen Bootsbau rasant revolutionieren und schließlich nahezu ersetzen wird, ist in dieser Anfangszeit noch kaum vorstellbar. Und so sind auf dem Markt immer noch aktuelle Neubauten aus Sperrholz, formverleimten oder traditionell aufgeplankten Hölzern vertreten – wenn auch mit abnehmender Tendenz.

Ein besonders eindrückliches Zeugnis dieser Zeit ungeahnten Umbruchs legt die „Kleine Brise“ ab, eine 5-KR-Yacht vom Typ „Götz“, einer Werftklasse, die bei Joh. de Dood & Sohn aus Bremen im Jahr 1966 erstmals gebaut wird. Die „Kleine Brise“ nämlich ist seinerzeit der letzte aus Vollholz gefertigte Neubau auf der Hamburger Bootsausstellung. Und ihr Vorbild ist – ausgerechnet – ein Kunststoffboot.

Die Zusammenarbeit der Bremer Yachtwerft Joh. de Dood & Sohn mit dem amerikanischen Konstrukteur Bill Tripp führte 1966 zur ersten Baunummer einer ganzen Serie von Schwesterschiffen. Der neun Meter lange Werft-Typ „Götz“, benannt nach dem Exemplar des Werftleiters Henry Rosskamp, machte auf der Regattabahn eine gute Figur und war als echter Cruiser/Racer werftseitig mit einem möbelartigen Ausbau versehen. Vorbild war eine seit den frühen sechziger Jahren in GFK gefertigte Konstruktion, die bei de Dood für den Holzbau modifiziert wurde – genau anders herum als zu dieser Zeit üblich.

„Ein von Tripp gezeichnetes Schiff mit einer Länge von neun Meter über alles wurde derzeit in Holland aus Kunststoff gebaut“, erinnert sich De-Dood-Betriebsleiter Henry Rosskamp in seinen Memoiren an die eingangs zitierte Konstruktion, „die sogenannte Tripp-Lentsch 30. Das Schiff gefiel mir persönlich auch sehr, kam aber als Kunststoffschiff weder vom Material her noch von den Kosten in Frage. Bill erlaubte mir, das Schiff auf konventionellen Holzbau umzuzeichnen und es für mich selbst zu fertigen.“

Der Amerikaner ist damals 45 Jahre alt und bereits ein Star-Konstrukteur. Tripp ist auf Cruiser/Racer abonniert, seine Handschrift sind zurückhaltende Aufbauten, ein ausgeprägter Deckssprung, der bei ohnehin schon viel Freibord zu einem hohen Bug führt. So viel Aufmerksamkeit Tripp schnellen Unterwasserschiffen widmet, so wichtig ist ihm die ästhetische Erscheinung seiner Konstruktionen, die sich durch ausgewogene Proportionen und klassischen Look auszeichnen. Mit der Hinckley Bermuda 40 hat er schon Jahre zuvor sein heute bekanntestes Design vor­gelegt. Dass er Rosskamp seinerzeit erlaubt, seine Konstruktion zu verändern, zeugt von Größe.

Und so geschieht das Unglaubliche. Während allerorten Formen von Holzbooten für den GFK-Bau abgenommen werden, geht man an der Weser den umgekehrten Weg – zurück in die Zukunft. Rosskamps Yacht läuft 1967 als „Götz IV“ vom Stapel und gibt der künftigen Werftklasse ihren Namen; obwohl laut Baunummernverzeichnis tatsächlich bereits ein Jahr vorher die erste Yacht des neuen Typs an einen Hamburger Kunden ausgeliefert wurde. Die „Kleine Brise“ wird im Frühjahr 1969 mit der Baunummer 518 fertiggestellt. Ihre erste Reise macht sie über Land – in die Hallen der Hamburger Bootsausstellung.

“Kleine Brise” ist Orchidee im Margeritenfeld

Deren neunte Auflage ist in YACHT 5/1969 Anlass für eine seiten­lange Reportage mit dem Titel „Glanz ist Trumpf“. Dabei wird auch die „Kleine Brise“, die noch ungetauft als Typ „Götz“ auf der Messe steht, erwähnt. Mehr noch – der Berichterstatter überschlägt sich förmlich: „Auf dieser GFK-Schau wirkte die ‚Götz‘ wie eine Orchidee im Margeritenfeld. Ihre Verarbeitung, afrikanisches Mahagoni auf verleimten Eichenspanten und Teakstabdeck, stellt ein Optimum an Qualität im Yachtbau dar. Ihre vortrefflichen Segeleigenschaften hat die ‚Götz‘ schon in den Regatten der Kieler Woche 1968 unter Beweis gestellt.“

Tatsächlich hatte Rosskamp bereits in der ersten Saison gezeigt, was für ein Geschwindigkeitspotenzial in seinem kleinen Seekreuzer steckt. Auf der Weser-Jade-Woche 1967 ersegelte er in vier Wettfahrten vier erste Preise und fünf Sonderpreise.

Es ist die Ära der KR-Formel, die der einheimischen Yachtflotte in einer Zeit, als geteilter Lateralplan und Leichtbauweise längst erfunden sind, ihr konventionelles Gepräge verleiht. Die Formel von 1949 geht auf einen Vorschlag Henry Rasmussens zurück und sorgt bis in die siebziger Jahre hinein für Nachschub an Langkielern mit S-Spant. Sie gelten den Bewohnern der deutschen Küsten von Nord- und Ostsee lange als ideal­typische Fahrtenyacht, und so geht man wie selbstverständlich damit auch auf die Regattabahn.

Bei den 30. German Classics 2018 ist die „Kleine Brise“ ebenfalls am Start. An Bord herrscht eine Stimmung der ambitionierten Vorfreude. Zwei langjährige Mitsegler bilden mit dem Skipper eine eingespielte Besatzung, die Handgriffe sitzen, mit kernigen Sprüchen feuern sich die Freunde an.

Die „Kleine Brise“ macht es ihrer Crew leicht. Die Abmessungen sind mit neun mal 2,74 Meter handlich, die Segelfläche von 30 Quadratmetern ist leicht zu handhaben, und die dreieinhalb Tonnen Verdrängung sind für ein traditionell gebautes Holzboot dieser Größe äußerst gering. Das Gewicht ist gut im Schiff verteilt, der Motor steht unter dem Salontisch, die Überhänge sind leer. Im großen Cockpit findet jeder seinen Arbeitsplatz, der Rudergänger sitzt dicht hinter dem Aufbauschott an der Pinne, Groß- und Fockschoter dahinter.

Es weht kräftig an diesem sonnigen Tag, und die kurze steile Welle auf der Kieler Außenförde ist fordernd. Doch die „Kleine Brise“ kommt damit gut zurecht und zieht unter Groß und Genua II über die Startlinie und kämpft sich nach Luv. Viele der Konkurrenten bleiben achteraus. Auf dem Vormwind-Kurs wird mit dem knappen Kommentar „Spaß muss sein“ der Spinnaker gesetzt. Der Wind hat noch einmal zugelegt, es ist hart an der Grenze. Zweimal schießt die „Kleine Brise“ fast in die Sonne – aber eben nur fast. Zu keinem Zeitpunkt verliert der Rudergänger die Kontrolle über sein Schiff. Am Ende ist ”Kleine Brise” in ihrer Gruppe nach berechneter Zeit auf dem dritten Platz gelandet.

Gekauft hat der damalige Eigner Arnulf Dahm sich die „Kleine Brise“ dabei vor allem für aus­gedehnte Reisen auf der Ostsee (Anm.d.R.: Der Artikel erschien erstmals in YACHT 06/2019, “Kleine Brise” ist mittlerweile verkauft worden). Dann sitzt er an der weit vorn im Cockpit endenden Pinne geschützt unter der Sprayhood. Gemeinsam mit seiner Frau, Freunden oder auch einhand ist Dahm im Sommerurlaub unterwegs, am liebsten dorthin, wo andere Klassikerfreunde sich treffen. So besuchte er 2012 die Jubiläumsregatta „100 Jahre Sommerolympiade Stockholm“ und war auf allen Classic Weeks des Freundeskreises dabei.

Dahm erinnert sich noch gut daran, dass ihm vor allem die Eignung zum Fahrten­segeln gleich aufgefallen ist, als er sein Schiff das erste Mal betrat. „Was mich wahnsinnig fasziniert hat, war die Größe und die Nutzung des zur Verfügung stehenden Innenraums“, sagt er. Denn obschon sein Schmuckstück von den Abmessungen her nach heutigen Maßstäben eine kleine Yacht ist, fehlt es unter Deck an nichts. Im Salon sind Navigationsplatz, Pantry, Sofakojen und Klapptisch ebenso zu finden wie diverse Schapps und Schubladen; davor sind ein geschlossener WC-Raum und ein großer Schrank eingepasst. Der Ausbau in gehobener Möbelqualität ist immer noch im Bestzustand. Die Atmosphäre unter Deck wirkt gediegen, zahlreiche Details wie der noble Salonboden oder die aufwändig gearbeiteten Wegerungen zeugen vom Anspruch der Werft, bootsbauerisch Maßstäbe zu setzen.

Es war im Dezember 2010, als Dahm diesem Charme erlag. Damals hatte er sein altes Schiff gerade verkauft. Die „Kleine Brise“ aber kannte er, und sie geisterte schon lange als ideale Nachfolgerin durch seine Träume. Als der Vorbesitzer dann tatsächlich Verkaufsabsichten äußerte, nahm er die Fährte auf, mit bekanntem Ergebnis.

Bescheidenheit ist bei der Bremer Werft Trumpf

“Mein Voreigner hat sein Schiff geliebt und in den zehn gemeinsamen Jahren sehr viel daran machen lassen“, sagt Dahm, „ich war total angetan von dem Zustand.“ Hinzu kommen die Abmessungen und das überaus geringe Gewicht. „Für mich, der viel allein unterwegs ist, war das so verlockend, dass ich gesagt habe, das ist genau mein Schiff.“

Und noch etwas begeistert den Holzboot-Fan: die legendäre Qualitätsarbeit der Bremer Werft. „Bauart: Vollholz auf verleimten Spanten“, heißt es im Prospekt lapidar. Neben Lobpreisungen von Design und Regattatauglichkeit findet sich kein Wort über die Auswahl der hochwertigen Hölzer, keines über die aufwändige Leimbauweise, die dafür sorgt, dass die „Kleine Brise“ auch heute noch eine staubtrockene Bilge hat. Kein Wort von den Bodenwrangen aus Bronze oder den Diagonalstringern aus Edelstahl im Mastbereich, wo die Schiffe der Konkurrenz über die Jahre häufig Probleme bekommen haben.

Auch fehlende Worte sagen etwas aus. Bei de Dood wurde der Begriff Yachtbau eng definiert. Bei 90 Prozent der Werften, die sich im Holzschiffbau versucht hätten, lässt sich Inhaber Cornelius de Dood Anfang der Siebziger in der YACHT zitieren, seien die betrieblichen Voraussetzungen dafür gar nicht gegeben. Dazu zählten etwa klimatisierte Hallen und Trockenkammern für das Holz.

Cornelius de Dood hatte die von seinem Vater 1921 gegründete Werft nach dem Krieg wieder aufgebaut. Als die „Kleine Brise“ hier auf Kiel gelegt wird, hat der Betrieb den Zenit erreicht. Über die Hälfte der Neubauten entstehen für amerikanische Rechnung, Größen wie Olin Stephens kommen zu Bauabnahmen.

Regattayachten mit Namen wie „Esprit“, „Wappen von Bremen“, „Hamburg“, „Diana“, „Inshallah“ oder „Carina“ entstehen hier; doch die Industrialisierung im Yachtbau überrollte den konventionellen Betrieb wie eine Lawine. Auf neue Werkstoffe lässt man sich nur halbherzig ein, ein Lohnkosten­anteil von 50 bis 70 Prozent ist Standard, aber nicht mehr zeitgemäß. Mitte der Sieb­ziger läuft der letzte Neubau vom Stapel.

In den Jahren vor Dahms Eignerschaft war die „Kleine Brise“ Stammgast auf der Werft eines ehemaligen Bootsbaumeisters von de Dood, der zahlreiche dieser Juwelen in Pflege hatte. „Die Außenhaut ist durchgehobelt und neu aufgebaut worden, der Aufbau bekam ein neues Starkfurnier, das Teakdeck wurde komplett ersetzt“, zählt Dahm auf. Sein Anspruch sei es gewesen, diesen guten Zustand zu erhalten. „Etwa acht Wochenenden benötige ich in der Wintersaison dafür“, sagt Dahm.

Alle holzsichtigen Teile werden dann bearbeitet. „Die Oberfläche ist inzwischen so fantastisch, dass man sie nur ganz leicht mit 320er-Papier anschleifen muss, dann kann ich mit Rolle und Schlichtpinsel lackieren“, erklärt Dahm und dass der Aufwand nicht viel größer sei als eine intensive Gelcoat- Politur.

Ungeklärte Historie der kleinen Yacht

Meist allerdings ergäbe sich noch zusätzlich ein größeres Projekt. Mal war es die in die Jahre gekommene Elektrik, dann hatte der Motor eine Kur und neue Fundamente nötig. Auch das Rigg wurde im Rahmen eines solchen Winterprojekts überarbeitet. Mast und Baum ließ Dahm dabei pulverbeschichten.

Aktuelles Projekt ist die Erforschung der Geschichte seiner Yacht, deren Spur sich im Kielwasser seines Voreigners verliert. Laut Baunummernbuch wurde die „Kleine Brise“ vor genau 50 Jahren von der Werft auf eigene Rechnung gebaut und pünktlich zur Hamburger Bootsausstellung fertiggestellt. Wer sie dort kaufte und durch welche Hände sie ging, ist ungeklärt.

Doch was macht das schon – die „Kleine Brise“ segelt schließlich im Hier und Jetzt. 55 Jahre alt wird sie in diesem Sommer, aber ansehen kann man ihr das nicht. Weder auf dem Wasser, wo sie agil wie eh und je ihre Seemeilen ins Kielwasser schreibt, noch im Hafen – wo sie tatsächlich ein wenig wirkt wie eine Orchidee im Margeritenfeld.

“I don’t know why it’s so hard to get people to believe in the movie I wanted to make. … I don’t think anybody’s else’s movie is better than mine. I made it for people.”

“It’s a pattern that happens with me — with Dances With Wolves, Bull Durham, Field of Dreams, Open Range — the things I want to make are harder to make,” he said.

“My problem is that I don’t fall out of love with something that’s good,” said the filmmaker-actor about the projects he keeps in lengthy development.

“I’d like to come back here with my third movie,” said Costner about a future return to Cannes with Horizon Chapter 3.

Costner has already shot three days of part 3. “I’m trying to make the third one. I knocked on every boat in Cannes to help me. The guys say, ‘C’mon, we’ll get a picture.’ I said. ‘No, get your checkbook out.’ “

He quipped to the press room that everyone should stand “in front of one boat” and not “let the riche people off.”

He also joked about the whole notion of hitting the red carpet at Cannes, “I use to get no money to do this, then I got paid a lot of money to do this, now I need to pay my own money to do this.”

Horizon: An American Saga – Chapter 1  is due to hit theaters June 28 via Warner Bros, with the second coming on its heels August 16. Costner  told Deadline recently that  Chapter 3  began production  this month.

The three-hour movie received an 11-minute, 40-second standing ovation last night at its Cannes world premiere.

Costner teased that Chapter 4 of Horizon will see a big presence by Native Americans in the story.

He also enjoys a more sedate time on the water. Musashi , the 88-meter superyacht he's owned since 2011, includes an elevator, beauty salon, basketball court, and more.

Sergey Brin favors activities that give an adrenaline rush.

Many of the videos are trying to appeal to right-wing voters with fake messages about President Biden, experts say.

Last month, a video began circulating on social media purporting to tell the story of an internet troll farm in Kyiv targeting the American election.

Speaking in English with a Slavic accent, “Olesya” offers a first-person account of how she and her colleagues initially worked in support of President Volodymyr Zelensky of Ukraine. Then, she says, after a visit by mysterious Americans who were “probably C.I.A.,” the group began sending messages to American audiences in support of President Biden.

“We were told our new target was the United States of America, especially the upcoming elections,” the woman in the video says. “Long story short, we were asked to do everything to prevent Donald Trump from winning the elections.”

The video is fake, part of an effort to cloud the political debate ahead of the U.S. elections.

U.S. officials say the video is consistent with Russian disinformation operations as internet warriors aligned with Russia appear to be honing their strategy. Some of the old tactics of 2016 or 2020 could be used again, with new refinements.

An analysis of the video done by U.S. intelligence agencies found that the voice of “Olesya” was synthetically generated, an intelligence official said Thursday, a potential sign of how Russian operatives are blending new techniques with old tactics.

While there has been much hand-wringing over the role that artificial intelligence could play this year in fooling voters, current and former officials said that videos were one of the most immediate threats.

Microsoft said the video featuring “Olesya” probably came from a group it calls Storm-1516, a collection of disinformation experts who now focus on creating videos they hope might go viral in America.

The group most likely includes veterans of the Internet Research Agency, a Kremlin-aligned troll farm that sought to influence the 2016 election. The agency was run by Yevgeny Prigozhin, the founder of the Wagner mercenary group who led a rebellion against the Kremlin and then was killed in a plane crash that American and allied officials believe was orchestrated by Russian intelligence agencies.

Microsoft said the group also included people associated with Valery Korovin, the figurehead of an obscure Moscow-based think tank called the Center for Geopolitical Expertise, a conservative organization affiliated with Aleksandr Dugin, an ultranationalist writer who faces U.S. sanctions for his role in recruiting fighters for the war.

Russian operatives are leaning into videos, many of them that falsely purport to be made by independent journalists or whistle-blowers. The videos, opposed to blog or social media posts, are more likely to spread beyond the conspiratorial fringes of America and become part of mainstream discourse.

On Wednesday afternoon, Avril D. Haines, the director of national intelligence, told the Senate Intelligence Committee that Russia was the most active threat to the coming election. Russia, she said, tries to erode trust in democratic institutions, exacerbate social divisions and undermine support for Ukraine.

“Russia relies on a vast multimedia influence apparatus, which consists of its intelligence services, cyberactors, state media proxies and social media trolls,” she said. “Moscow most likely views such operations as a means to tear down the United States.”

China has a sophisticated influence operation and is increasingly confident in its ability to affect election results, Ms. Haines said. But she added that the intelligence community assessed that China did not try to influence the 2020 presidential election, and that so far there was no information that China would be more active in this year’s contests.

Senator Mark Warner, Democrat of Virginia and the chairman of the Intelligence Committee, said that adversaries had a greater incentive than ever to intervene in elections but that the public had too often treated such meddling “as trivial or quaint.”

Clint Watts, the general manager of Microsoft’s Threat Analysis Center, said pushing out written disinformation with bots was largely a waste of time — in 2024 it is disinformation video that has the best chance of spreading with American audiences.

The C.I.A. video, Mr. Watts said, was a classic Russian tactic: accuse your adversary of the very thing you are doing. “When they say there’s a troll farm operated by Zelensky in Ukraine going after the U.S. election, what they’re saying is this is what we’re doing,” Mr. Watts said.

Walter Trosin, a spokesman for the C.I.A., said the agency was not involved in the activities described in the video.

“This claim is patently false and precisely the type of disinformation that the intelligence community has long warned about,” Mr. Trosin said. “C.I.A. is a foreign-focused organization that takes our obligation to remain uninvolved in American politics and elections very seriously.”

At the Senate hearing, Ms. Haines praised the C.I.A. for calling out the video publicly, saying it was an example of how the government will identify disinformation by Russia or other countries during the current election.

Multiple groups in Russia push out disinformation aimed at America . In addition to the videos, researchers and government officials say, Russia has created a handful of fake American local news sites and is using them to push out Kremlin propaganda , interspersed with stories about crime, politics and culture.

Gen. Paul M. Nakasone, who retired from the Army this year and is the former director of the National Security Agency, said the best defense to Russian disinformation remained the same: identifying it and publicizing the propaganda push. The United States, he said, needs to expand its information sharing both domestically and around the world so people can identify, and discount, disinformation spread by Moscow.

“The great antidote to all of this is being able to shine a light on it,” said General Nakasone, who last week was named as the founding director of Vanderbilt University’s new Institute for National Defense and Global Security. “If they are trying to influence or interfere in our elections, we should make it as hard as possible for them.”

Some mainstream Republicans have already warned fellow lawmakers to be wary of repeating claims that originated in Russian disinformation or propaganda.

“We see directly coming from Russia attempts to mask communications that are anti-Ukraine and pro-Russia messages, some of which we even hear being uttered on the House floor,” Representative Michael R. Turner, an Ohio Republican who is the chairman of the House Intelligence Committee, told CNN’s “State of the Union” on April 7.

Russia’s information warriors have pushed fake videos to spread lies about Ukraine , aimed at undermining its credibility or painting it as corrupt. Republican politicians opposed to sending more aid to Ukraine have repeated baseless allegations that Mr. Zelensky has tried through associates to buy a yacht, disinformation that first appeared on a video posted to YouTube and other social media sites.

Most of the videos produced by Storm-1516 fail to get traction. Others come close. A video pushed out on a Russian Telegram channel purported to show Ukrainian soldiers burning an effigy of Mr. Trump, blaming him for delays in aid shipments.

The video was highlighted on Alex Jones’s right-wing conspiracy site, InfoWars, and other English-language outlets. But it was quickly discounted — the purportedly Ukrainian soldiers had Russian accents and were masked.

“This campaign has been working to advance some of Russia’s key objectives, particularly that of portraying Ukraine as a corrupt, rogue state that cannot be trusted with Western aid,” Mr. Watts said.

Since last August, Microsoft has identified at least 30 videos produced by Storm-1516. The first ones were aimed at Ukraine. But others are trying to influence American politics by appealing to right-wing audiences with messages that Mr. Biden is benefiting from Ukrainian assistance.

Intelligence officials, lawmakers and security firms have warned about the use of artificial intelligence by China, Russia and other nation states intent on spreading disinformation. But so far, Russian groups like Storm-1516 have mostly avoided using A.I. tools, according to security firms.

“Many of the A.I. campaigns are easy to detect or unwind,” said Brian Murphy, the general manager of national security at Logically, which tracks disinformation. “A.I. is getting better, but it is still not at the stage this year wherein it is going to be used at the scale and with the quality some predict. Maybe in a year or so.”

Both government officials and outside experts, however, have said that A.I.-altered audio had proved more effective than altered videos. At the hearing on Wednesday, Ms. Haines highlighted a fake audio recording released in Slovakia two days before its parliamentary election. While quickly identified as fake, news and government agencies struggled to disclose the manipulation and the target of the fake recording lost a close election.

Outside experts have said that artificial intelligence has been used in some Russian propaganda videos to obscure accents. It is not clear exactly why a synthetic voice would have been used in the fake video of the C.I.A. troll farm.

But on Wednesday, Ms. Haines said artificial intelligence and other innovations “have enabled foreign influence actors to produce seemingly authentic and tailored messaging more efficiently at greater scale and with content adapted for different languages and cultures.”

For now, though, basic videos like the C.I.A. troll farm or yacht video that purport to have authentic narrators with access to exquisite information are the most prevalent threat.

In 2016, Russian-controlled propagandists could push out fake news articles or social media posts and, in some cases, have an impact. But now, those old techniques do not work.

“No one will pay attention to that nowadays,” Mr. Watts said. “You have to have a video form to really grab an American audience today, which 10 years ago was just not even technically that possible.”
