The History of the Oceanside Harbor

Contributing Writer: Kristi Hawthorne

For decades, it was the hope and dream of many in Oceanside to have a recreational harbor . Even as early as 1949 a development and study of a proposed harbor was made by Leeds, Hill and Jewett for the City of Oceanside.  However, a major roadblock to those plans was the military “top brass” at Marine Corps Base Camp Pendleton. Opposition to all harbor proposals and plans was because land, as well as access, was needed from the military base.

But in 1958 General Reginald Heber Ridgely Jr. stated he would “interpose no objection to the concept” of the Oceanside Harbor constructed on Camp Pendleton property.  That year the Corps of Army Engineers requested a feasibility study of the proposed harbor.  A delegation of Oceanside officials visited Washington D.C. to discuss details with U.S. Marine Corps, the Bureau of Yards & Docks and the Secretary of the Navy.

oceanside yacht club menu

The city delegation met with Camp Pendleton officials in March of 1959 regarding a lease of 68 acres upon which the harbor would be partially located.  Later that year City Attorney Dale Austin and Mayor Erwin Sklar were authorized to meet with congressional representatives and the following month Camp Pendleton transferred the needed 68 acres to the City for one-half of appraised value.

Many recognize Erwin Sklar as instrumental in the development of Oceanside’s Small Craft Harbor.  Sklar served on the City Council for twelve years from 1956 to 1968, during which time he also served as Oceanside’s mayor and deputy mayor.  Erwin Sklar has been touted as someone who “did more for the city personally, than anybody else we ever had in the council.” It was Sklar’s ability to persuade and negotiate that helped bring the Harbor from a dream into a reality.

Additional land for the Harbor was also needed from the Beachlake Trailer Park.  Beachlake was a popular recreation and camping spot since the 1930s and owned by developer and former city councilman Albert Zaiser.  To acquire land for its new harbor the city made a deal with Zaiser, essentially exchanging land for the needed property immediately north of the San Luis Rey river mouth.

With the gaining momentum, Oceanside voters overwhelmingly approved formation of a Harbor District in 1960. The Board of Directors of the Oceanside Small Craft Harbor held their first meeting on February 11, 1960. With enthusiasm running high, the first Harbor Days was held that year at the Del Mar Boat Basin before the harbor was even built! The Mayflower II, owned by the Goodyear Company, flew over Oceanside the evening before the Harbor Days celebration carrying an illuminated 10-foot high message publicizing the event. Oceanside Harbor Days is the City’s longest running event.

In 1961 the Oceanside Press Courier proclaimed that “Monday, February 6th will be a great day in Oceanside.” That day marked ground breaking ceremonies for the Oceanside Harbor and was touted as the “most historic event in the history of Oceanside.” The groundbreaking ceremonies were held at 10:30 a.m. marking “A Day of Hope and Promise” according to then Mayor Jerome Jones.

Cox Brothers Construction was awarded the contract for the first phase of construction and the contract to clear away land for a 300-foot groin and floodwall at a cost of $396,400. The Oceanside Harbor was dedicated and formally opened in June of 1963. The Oceanside Harbor cost approximately $7,000,000, and originally contained just 520 slips.

oceanside yacht club menu

The Oceanside Yacht Club was founded in 1963 shortly after the harbor opened.  The founders met in a small rented office until the present building was completed in 1965.  The first Commodore of the Yacht Club was Robert Welden, then after John Steiger, Byron Jessup and Monte Yearley.

Monte Yearley was a fixture at the Oceanside Harbor. His sailboat shop was one of the longest running businesses, established the same year the Harbor. Monte could be found most any day on a sailboat or in his shop visiting with friends until his death at the age of 90.

The McCullah Brothers operated Oceanside Sportfishing, Inc. at the Harbor. They had previously operated from the Oceanside Pier for close to twenty years before moving their enterprise to the harbor shortly after its opening. They used the Dolphin Inn and Sportfishing building near the southeast corner of the harbor until they sold the business in 1973.

oceanside yacht club menu

The Dolphin Inn building was moved in 1976 to what is now the Oceanside Municipal Golf Course to make way for the construction of Charthouse Restaurant. Today this building is occupied by Joe’s Crab Shack.

A large lot just east of the railroad tracks was paved but in order to accommodate direct access from the harbor, a vehicle tunnel was made under the train bridge. In recent years this tunnel has been closed to all but pedestrian traffic for safety issues.

On January 16, 1964, ground was broken for a $300,000 fishing village-style shopping center with a six-story lighthouse to be called “Lighthouse Village.” City officials along with the developer, Isaco Inc. of Beverly Hills, participated in the ceremony.  The center has been known as “Cape Cod Village” or simply Harbor Village.

The Oceanside Lighthouse has become an iconic landmark but is more decorative than functional. It has an interior spiral staircase which leads to an observation deck. This was a popular attraction for years but access was closed by the city for liability reasons.

On March 27, 1964 the largest earthquake in North America’s recorded history hit Alaska. This 9.2 earthquake lasted just over four and half minutes and while it devastated Anchorage and surrounding area, loss of life was minimal in comparison to the subsequent tsunamis that it created. A tsunami eventually reached as far south as Oceanside but rather than a surge of ocean water or tidal wave as many expected, the water instead was sucked out of the harbor. Two harbor docks were damaged when they came into contact with submerged rocks after the water level dipped dramatically and rapidly.

Dredging of the harbor entrance has been an ongoing necessity. The channel becomes full of sand and silt-clogged, making it hazardous to boaters. Dredging is therefore necessary. Just one year after the Harbor opened, emergency dredging was urged because both the Harbor’s entrance and the military’s boat basin at Camp Delmar were too dangerous to maneuver. The annual dredging of the Harbor mouth is used to help replenish the beach at the Oceanside Municipal Pier.

oceanside yacht club menu

In 1973 the Jolly Roger Restaurant opened on North Harbor Drive and on October 3, 1984 Monterey Bay Canners opened its doors. One of the longest running restaurants is that of Harbor Fish and Chips. Owner Terry Cross was born and raised in Oceanside and this family owned and operated business has been a mainstay at the Harbor for over fifty years and continues to be a favorite of locals.

The Oceanside Harbor was the home port of the United States Coast Guard Point Hobart from 1969 to 1999. Its primary purpose was to provide additional security for President Nixon when he visited the ‘Western White House’ near San Mateo Point.  The Point Hobart also provided search and rescue services.

oceanside yacht club menu

In November of 1978 Oceanside’s City Council approved the building of a fishing pier at the Harbor at a cost of $50,000 with State funding.

In the early 1990s the Oceanside Harbor District was annexed by the City of Oceanside and all District employees became City employees, including the Oceanside Harbor Police.  In 1999, Point Hobart was decommissioned and the Oceanside Harbor Police became the only rescue vessels between Dana Point Harbor and Mission Bay.  Currently, the Oceanside Police Harbor Unit remains the primary response vessel for over 37 miles of coastline, assisting in mutual aid calls for service from San Mateo Point to Del Mar.

Today the Oceanside Harbor is more popular than ever before. It is a favorite for surfers of all ages and the home to surf competitions. Over the years docks and slips have been added and the Harbor can now accommodate over 900 vessels.

People watching, dog walking, and biking are favorite past times. There’s no shortage of food choices and gift shopping or beach essentials can be found at the Harbor Village Shops. Many people come to view the sea lions that swim around the harbor looking for a fish dinner. Sea lions congregate on a floating dock near the Harbor’s fishing pier, laze in the sun and bark at one another. Whale watching and dolphin tours are available, along with deep sea fishing. Visitors can also rent boats and paddleboard to get an ocean level experience. The Harbor beach is wide with no shortage of sand. RV camping is available.

Since its opening over 50 years ago, the Oceanside Harbor is one of Oceanside’s most popular spots with tourists and residents alike.

My first time in Oceanside and the yearly Christmas Boat Parade that takes place at the Harbor was a major attraction. This year it took place on Dec. 14th starting at 7 pm. They were very well organized, the parade started on time. When the boats started the parade they kept going, making the loop a few times so you won't miss any! There are many points where you can watch it, you can rent boats as well or have dinner or coffee at various restaurants or coffee shops at the harbor! People are serious about the parade here, they come and park early, so plan accordingly! It can get breezy so wear a few layers. They sell hot chocolate, but at $5 it seemed overpriced! Otherwise, the boats are beautifully decorated, they keep things going and it's a great Christmas activity. It can't get more festive than this!

The food here is ALWAYS good! The chef is consistent and we love bringing our family here for dinner!

My 9 yo son completed the junior novice two week learn to sail summer camp in July and loved loved love it! He was sailing a Terra RS solo and Naples Sabot singe handed around the buoys on day one and just got better and better and more enthusiastic each day. Learned trim, basic knots, rigging and points of sail and how to sail on and off the dock in short time and now feels confident and competent and keen to do the advanced courses offered . Will definitely rerun next summer and rent boats in between to stay tuned

Photo of cynthia i.

My son joined the club for the junior sailing team and it has been so awesome for him! The people there are the kind of people you want your growing teen to hang out with and Learn stuff about life. The older guys want to pass on their knowledge about boats and the people keeping the place together are sweet and generous. It is a quiet oasis in a busy harbor. Every kid should take sailing lessons...life skills! BTW, they figured out how to make popcorn in the big machine that is actually healthy! And the chef makes the best yacht club food.

Photo of Mel G.

Our family really enjoyed our drinks and light snack at the Oceanside Yacht Club. We were guest so we had a pass to visit so we took 2 teenagers to watch the boats come in. It was really a great evening. Drinks were inexpensive and although we did not have dinner...which we heard on weekends they bring in a chef is quite good. We only stayed for drinks and light snacks but it was fun, casual and all the patrons and the bartender were very friendly. I like that it's low key and very comfortable. I hope we get invited next year we will definitely make a point of enjoying the weekend dinner.

Photo of Marcos F.

A really laid back club and a very pleasant visit. We stayed at the guest dock on a Monday night. Arrangements were easy to make and dockmaster Rick made sure that we were secure and had everything we needed. Joe the bartender greeted us in the club and made us feel welcome. Overall, the claim "The friendliest yacht club on the west coast " we found to be absolutely true. Looking forward to visiting again some time

Chef John makes great food, very friendly crowd, great view from the deck. Chuck L. love the photo by the way. I don't know when you came to Oceanside Yacht Club but its a very friendly club. There is great warmth and charm and I am sure if you just walked up to one of the members and started chatting you would be welcomed.

I am tasked every year with the planning of the company Christmas Party. Last night we had ours at the Oceanside Yacht Club. We had about 65 ppl in attendance. The venue was decorated beautifully and not a detail was left to spare. Evelyn went above and beyond to decorate and prepare for our event. We had buffet style dining (which worked out well). John worked tirelessly in the kitchen and presented us with an AMAZING meal. Our menu included, Prime Rib, Garlic Chicken, Honey Habanero Salmon, Roasted Potatoes & Roasted Vegetables. For Dessert - John impressed us all with his incredible Bread Pudding with Whiskey Sauce. SIMPLY WOW! Overall our employees and their families had a very enjoyable evening thanks to the hard work and dedication of the entire staff of the Oceanside Yacht Club. If you're looking for a location for a company gathering, small meeting, holiday party or private event - the OYC is the perfect place in North County San Diego. Couldn't ask for a better evening - atmosphere, staff, venue and food 5Stars all around! Thanks John and Evelyn for an incredible evening and for making my job of planning and executing this event a success!

Photo of Susanne A.

Love Chef John's cooking and so much variety. Always surprises us with his nightly specials! The people here at the club are laid back and fun. The ambiance and the views are terrific. Not showy or put on, rustic and relaxing. The parties and events are always a blast. Trip to Catalina coming up and love how OYC members support the Elizabeth Hospice Foundation with their annual event. At $75 per month this club is a steal! We recently moved here from Seattle and joining OYC has been the best move ever.

Photo of Chuck L.

Save your money move on, this is a very clique type of environment. We joined when we first purchased our boat. We knew no one in harbor. We were hoping this would be a nice way of meeting new people. Wrong ! We were not introduced to any one. Members were less than friendly when approached. One incident comes to mind. My wife & 25 year old daughter stopped in for a drink. Dayghter forgot I.D. Even after my wife vouched for her & said she was the girls mother the bartender declined service. So then they went back to boat to get license clear over on K dock. Close to a half mile away. Upon returning the bartender claimed the license was damaged & not valid. Is this a bartender in a private club or a cop. By the way my daughter is 60% disabled from service in Marines. Do not waste your money on joining this club! HighSchool mentality.Thats my experience an it's all true. Latest attempt to keep this place afloat is someone called me & said they're under new management. That may be true, but they'll never see another dime from me!!

An Umbrian Resort Set in a Former Medieval Fortress

Two stone buildings sit behind hedges and bushes of flowers with an infinity pool in the foreground.

By Zoe Ruffner

The central Italian region of Umbria — with its unspoiled landscapes and ancient Roman ruins — has long been a source of inspiration for artists; in the 15th century, the region even gave rise to a namesake movement that counted the Renaissance painters Pietro Perugino and Raphael as members. It’s against that backdrop that the Babini family — who also own the Hospitality Experience, a hotel group, and the Place of Wonders, a foundation dedicated to preserving traditional Italian craftsmanship — recently opened Borgo dei Conti, a 40-room resort perched on the grounds of a former medieval fortress about a half-hour drive from Perugia. Inside the property’s original neo-Gothic villa are preserved frescoes and wood-beamed coffered ceilings along with Etruscan terra-cotta floor tiling and furniture covered in fabrics handwoven at a nearby textile atelier. Between meals at Cedri, a fine-dining restaurant placed in a former limonaia (lemon greenhouse), and L’Osteria del Borgo, an all-day trattoria serving Neapolitan pizzas, guests can visit the wellness spa — complete with saunas, a salt room and an outdoor solarium — or visit the Italian-style gardens of the surrounding 40-acre park. From about $650 a night, borgodeicontiresort.com .

A London Jeweler Turns to Home Goods Made With Precious Metals

By Jo Rodgers

Walk down a side street in London’s diamond district and you might catch the scent of frankincense and agar wood as it drifts out of the showroom of Alighieri, a jewelry brand that takes its name from the 14th-century Italian poet Dante Alighieri. “We describe it as the smell of church vaults and old libraries,” says Rosh Mahtani, who founded the company in 2014 to make heirloom jewelry. Now she’s creating items for the home, including this incense. The housewares collection, Alighieri Casa, is made up of tableware and cooking accessories with imperfect finishes. A bright, gold-plated candlestick curves into a lion’s paw — a reference to Alighieri’s best-selling lion medallion pendant, a talisman for courage — while another pair look like asymmetrical silver pebbles. Bottle openers shaped like lobsters and sea horses blur the line between ornaments and kitchen utensils; Mahtani wears one on a length of black leather cord as a necklace. Gold-plated and stainless-steel cutlery are made at a female-owned foundry in Delhi using a method called sand casting. The tactile pieces, which reference tribal hunting tools, feel precious, but Mahtani hopes that people won’t set them aside for special occasions. “Life is tough,” she says, “and most things we can’t control. But we can build rituals for ourselves at home that are beautiful. There’s a lot of comfort in that.” From about $190, alighieri.com .

Black Abstract Art, on View in Los Angeles

By Roxanne Fequiere

While the sheer expanse of the Black experience defies easy categorization, a number of artists have focused their practice on chronicling its contours. “Social Abstraction,” a two-part exhibition opening at the Beverly Hills Gagosian before moving on to the gallery’s Hong Kong location in September, assembles 13 of these artists — among them Theaster Gates, Cy Gavin, Alteronce Gumby, Lauren Halsey, Eric N. Mack and Amanda Williams — to explore Blackness through abstract expression. Curated by the gallerist Antwaun Sargent, the mediums on display range from resin and oil paints to textiles, rubber latex and synthetic hair. “I’m working to complicate the reduction of Blackness that a rush to solidarity with a phrase like Black Lives Matter generated [in 2020],” says the Chicago-based Williams, whose work often blends art and architecture. “The blanket desire to embrace Blackness actually resulted in its flattening: a matte Black.” Williams conjures childhood memories of joyful summers within her poured-paint composition titled “CandyLadyBlack (This Stuff Is Starting Now).” The work’s Jolly Rancher-hued palette is a nod to the sweets sold by local women during the ’70s and ’80s in Black neighborhoods across America. “They were stewards of community and extended family, but also businesswomen,” Williams says. The title of the canvas — which incorporates a lyrical snippet from Cameo’s 1986 hit song “Candy” — serves as another element of nostalgia. “My memories of the song are about middle school sleepovers and lip-syncing with best friends,” Williams says. “ Social Abstraction” is on view at Gagosian Beverly Hills from July 18 through Aug. 30, gagosian.com .

Cocktails Infused With Indian Herbs and Spices

By Julekha Dash

South Asian restaurants across the country are showcasing essential spices in their cocktail menus. At Baar Baar in Manhattan — and its 14-month-old outpost in Los Angeles — cocktails infused with cardamom, turmeric and saffron take on the names of famous Indian films “Lagaan” and “Sholay” that serve as the drinks’ inspiration. At Pijja Palace , a Los Angeles strip mall restaurant specializing in Indo-Italian mash-ups, tamarind-infused rye adds a tart note to the traditionally bitter Paper Plane. The cocktail menu at Washington, D.C.’s lauded Daru , which takes its name from Indian moonshine, relies on various spices borrowed from the restaurant’s kitchen. The Bandit Queen, named for a film devoted to an Indian activist, incorporates rum, garam masala, the aperitif Bonal, tamarind, a Szechuan-flavored amaro and mole. “Some of the ingredients are so ancient that it’s fun to use them in new ways,” says Daru co-owner Dante Datta. At Jazba , a restaurant inspired by Indian roadside eateries that opened in New York’s East Village in October, the Mumbai margarita balances the sweet and spicy with mango purée, rose-chili syrup and cilantro-chili Maldon salt. Hemant Pathak, the general manager who oversees the bar for Jazba and the restaurant Junoon , recalls tasting the same flavored salt growing up in India. “Mom used to roll two stones with the rock salt, fresh cilantro, green chili, and a touch of garlic. We’d eat that with bread and buttermilk,” Pathak says.

An Airy Members’ Club and Restaurant on the Banks of the Miami River

By Laura Regensdorf

The best way to approach Casa Neos, a four-story building that comprises a restaurant and a private club situated on the Miami River, is by boat. From that bobbing vantage point, the architecture reveals its roots in Mediterranean modernism: Concrete arches stretch along the facade, and a rectilinear pergola suggests an open-air retreat. To that end, Casa Neos, which was opened last month by Riviera Dining Group, which also runs Mila in nearby South Beach, acts as an all-day idyll with multiple ports of call. The members-only club, complete with a saltwater pool and a 45-foot yacht for charter, beckons sun seekers. One floor up, the property’s namesake restaurant (which is open to nonmembers) leans toward the Aegean with dishes like eggplant chips paired with tzatziki and whole grilled branzino. Noora, a rooftop lounge inspired by North Africa, is scheduled to open this fall, along with four guest rooms featuring waterfront balconies and murals by artist Carly Kuhn. “We wanted an artisan touch,” says the architectural designer and painter Lázaro Rosa-Violán, who was born in Morocco to Spanish parents and who drew on his travels for the interiors. Berber carpets, Greek ceramics and Iberian tapestries come together for a tactile backdrop that mirrors the river’s dynamism. “Stir the water and the thirsty might show up,” goes an old Moroccan proverb. Fluff the pillows and the revelers might rest their heads too. casa-neos.com .

Cashmere Blankets and Pillows in Calming Earth Tones

By Caitie Kelly

Tom Chapman, a co-founder of the online homewares shop Abask, first met the interior designer Pam Shamshiri when she was redesigning his Los Angeles home in 2017. “She makes every property feel relaxed and easy and comfortable,” says Chapman. “There’s nothing quite like waking up in Shamshiri bedroom.” Shoppers will be able to experience a bit of that feeling themselves when the pair’s 24-piece collection launches this month. The cozy blankets (some of which are large enough to drape over a California king bed), pillows, hot water bottles and eye masks are made at a family-owned factory in the foothills of the Himalayas from locally, ethically sourced cashmere in earthy hues. “I love changing colors with the seasons, so the blankets are all two-faced and with different edges,” says Shamshiri. “Depending on how you place them, you can have a different experience and create change in a room.” With every product sold, a donation will be made to Doctors Without Borders. From $200, abask.com .
