Sail Canada Power Programs provide new and developing powerboat operators with the skills needed to operate a vessel safely and effectively in a wide range of settings. Each program standard listed below provides a detailed outline of what is included in the training and what is required for certification. Programs are delivered locally by Sail Canada Certified Instructors at clubs and schools across Canada.

INTRODUCTION TO BOATING

To introduce novice boaters to safe practices when preparing to leave the dock, while underway, and when returning to the dock. This standard may be taught in a sailing vessel or a powerboat. It is expected that the vessel will be less than 12 meters in length.

VIEW INTRO TO BOATING STANDARD

BASIC OUTBOARD STANDARD

To be able to operate safely in familiar waters as a skipper of a craft up to 6 meters and powered by an outboard engine under 55 kW (75 hp).

VIEW BASIC OUTBOARD STANDARD

BASIC POWERBOAT STANDARD

To be able to operate safely in local waters as a skipper of craft over 6 meters and powered by an engine over 55 kW (75 hp).

A Pleasure Craft Operators Card (PCOC) is your Transport Canada (TC) accredited proof of basic competency to operate a power-driven vessel of any size in Canada and is only the first step in your journey to become a confident boater. We recommend additional training for anyone who plans to spend more than a few hours out boating.

You can get your PCOC card by taking an in-person or online course and successfully completing the exam. The card is good for life and is enforceable – if you’re out on the water, make sure you keep it handy as you can be pulled over and asked for it by law enforcement or volunteer officers.

If you are renting a boat for a short period of time, a PCOC is not required by TC. Rental companies are equipped with a TC safety check list, which they’ll walk customers through before heading out.

In addition to your PCOC, additional training is highly recommended for all boaters. Courses are available at these schools in BC and include hands-on training and classroom instruction on everything from how to skipper or crew a boat, operating a marine radio, how to dock, trailer, anchor etc.

Training programs are available from the most basic skill level up to Yacht Master Certification and, as each school calls their courses by a different name, we recommend you contact a school close to you to learn more.

The PCOC is the most accepted proof of competency to operate a powered pleasure craft in Canada. The card is obtained by obtaining a passing grade on a Transport Canada PCOC test.

No. The PCOC is proof that a boater has obtained a defined standard of boating knowledge. It is a certificate, not a license.

Your PCOC is valid for life. There are no annual fees; it never needs to be renewed. It is possible to purchase a duplicate card in case of loss or if you have more than one watercraft and you wish to keep a card on board each craft.

All operators of powered pleasure craft have to obtain a PCOC or other proof of competency. The operator of a pleasure craft is deemed to be the person at the controls.

When you pass the online Pleasure Craft Operator Card (PCOC) test, you can immediately print your Temporary Operator Card and go boating. The temporary card is valid for 60 days. Your permanent PCOC will be shipped out to the mailing address provided within 48 hours.

The test is made up entirely of 50 multiple-choice questions.

Yes, the online Transport Canada PCOC test is open-book and unsupervised.

You can retake the PCOC test after a 24-hour wait during which time you should review our Boating Safety course material. Should you fail the test a second time, you must repeat the course and quizzes. There is no cost for retaking the course or the PCOC test.

The passing grade for the  PCOC test is 75% (i.e. you must answer 38 out of the 50 questions correctly).

The Transport Canada PCOC Test is unsupervised in order to make taking the test as convenient as possible. And because it is unsupervised, users must first complete the Boating Safety Course.

The PCOC is valid in all Canadian provinces and territories.

Not having the required PCOC or proof of competency on board will result in a $250 fine (not including administrative charges).

It will take a minimum of 4 hours total to complete the online Boating Safety Course and online PCOC Test.

The Boating Safety Course will take a minimum of three (3) hours, excluding quizzes. The Transport Canada Online PCOC Test has a time limit of 1 hour and 15 minutes.

You may complete the course at your own pace. The course can be completed in one sitting or completed a little at a time over several days. This course must be completed within 1 year from the date you registered for the course.

If you fail a chapter quiz, you must restudy the chapter and take the quiz again until you pass. You must score at least 80% on the chapter quizzes to pass.

To operate a personal watercraft in Canada, you need a license called a Pleasure Craft Operator Card (PCOC). To get your PCOC, you’ll need to take a boater education course approved by Transport Canada, such as BOATERexam. This course will help you understand your personal watercraft and stay safe on the water. 

In addition to having a PCOC, there are some additional laws and regulations that you must learn and abide by while operating a PWC in Canada.

Wear a lifejacket

Canadian law requires everyone on board a PWC to wear a lifejacket or a personal floatation device. Be proactive and make sure you bring enough lifejackets for yourself and any passengers you may have.

Follow local regulations

Keep in mind that each region has its own speed limit, rules and regulations for PWC operators. Make sure to familiarize yourself with the law where you’ll be operating.

While operating a PWC, it’s important to keep a close eye on other boats and obstacles, including swimmers. It’s also essential to be aware of changing weather conditions.

What is the Pleasure Craft Operator Card (PCOC)?

The PCOC is proof of competency that shows boaters understand how to operate a boat safely. This is achieved through taking the boater safety course online or in person and passing the final exam.

Do I need to have a drivers license to get a Pleasure Craft Operators Card?

What is proof of operator competency in canada.

Proof of operator competency can take one of three forms:

  • A Pleasure Craft Operator Card;
  • Proof of having successfully completed a boating safety course in Canada prior to April 1, 1999; or,
  • A completed rental-boat safety checklist.

A Pleasure Craft Operator Card is issued following the successful completion of an approved test. This proof of competency is the most common.

If you have taken a boating safety course prior to April 1, 1999, the certificate you obtained is a valid proof of operator competency. However, the certificate must clearly show that the course you took was taken in Canada and prior to April 1, 1999.

If you are renting a pleasure craft fitted with a motor you must complete a rental boat safety checklist. This will be considered your proof of competency and is valid for the duration of the rental period. The rental company will review the checklist with you.

Is the Pleasure Craft Operator Card the same as a Boating Licence?

The PCOC does not expire and therefore is not called a licence. Only a PCOC is required to legally operate a motor-powered boat on Canadian waters.

A Guide to Getting your Ontario Boating Card

With over 250,000 lakes in Ontario, boating is an outstanding way to explore the province, whether you’re into  fishing ,  luxury experiences ,  art ,  or the simple serenity of being out on the water . If you are planning on  renting or  buying your own boat , read on to ensure that you've got what you need before heading out on the water.  

What is a Pleasure Craft Operator Card (PCOC), and Who Needs One?

The Pleasure Craft Operator Card (PCOC) is also known as your boating license—and it's mandatory for operating any motorized boats in Canada, including electric trolling motors and sailboats. This card is valid for life in every province, and serves as proof that you understand the rules and regulations of boating recreationally in Canada, and that you have basic knowledge of boat handling. Although it's sometimes referred to as a boating license, it’s not technically a license since it’s valid for life and doesn’t need to be renewed.

Alternate proof of recreational boating competency:

There are some exceptions to needing a PCOC card, for instance:

If you have a certificate that proves you took a Canadian boating safety course before the current regulation came into effect (April 1, 1999).

If you have a professional marine certificate.

If you’re renting a boat under specific conditions.

If you’re boating in Nunavut and the Northwest Territories.

Do International Visitors to Canada Need a PCOC?

International visitors to Canada and non-residents are eligible to take the test to receive a PCOC, but may not need one in certain circumstances, as outlined in the  Requirements for Foreign Recreational Boaters in Canadian Waters .

Registering for the PCOC Course and Card

Make sure your course is accredited by Transport Canada. There are currently  19 accredited course providers , as listed on the Transport Canada website. Registering for a course and card is a one-time fee and the card is valid for life.

Lost or damaged cards will need to be replaced, as electronic or photocopied versions of the card are inadmissible, and operating without your PCOC can result in a fine.

If you need a replacement card, it is issued by the provider you took the course with, and is subject to a small replacement fee.

Considerations When Choosing a Course and Card Provider

The language you’d like to take the course and test in (English or French.)

If you learn best with in-class instruction or independent online instruction.

The cost – fees for the course vary slightly and are determined by the individual providers. They run between around $25-50 for the course, which includes the card when you pass the test. Some providers offer discounts if two or more people in a family or group register for the test at the same time. 

What to Expect for the PCOC Course and Test

The course covers topics like: boating terms and regulations, navigational aids, sharing waterways with other boats, and how to prevent and respond to boating emergencies.

If you’re taking the course in-person, expect it to take around four hours, and you’ll have up to 90 minutes to complete the test.

Taking the course online, you should be able to get through the modules in around three hours and you’ll have up to 75 minutes to complete the test.

The test is open-book, consisting of 50 multiple-choice questions, 38 of which need to be correctly answered to receive your PCOC. If you don’t pass the test the first time, you can try again after 24 hours.

Age Restrictions on Boating in Ontario

The test is designed to be taken by boaters of all ages. If you’re over 16 and have your PCOC, you may operate a pleasure craft with any size motor. Under 16 years of age, you are not allowed to operate a personal watercraft (also called a jet ski), although between the ages of 12 and 16, with your PCOC, you may operate a pleasure craft with a motor less than 40 hp (30 kW). Under 12 years of age, you may operate a pleasure craft with a motor less than motor with no greater than 10 hp (7.5 kW) with your PCOC.

If you are renting a boat for a short period of time, a PCOC is not required by Transport Canada although it is recommended. Rental companies are equipped with a TC safety checklist, which they’ll walk customers through before heading out.

A Basic Guide to Types of Boating Licenses in Canada

Do you know that there are many kinds of boating licenses in Canada ? It is essential to have a solid understanding of the many sorts of permits available in Canada and the activities that may be pursued with each one. This article will present an overview of the four primary categories of boating permits that may be obtained in Canada. In addition, we will go over some of the essential advantages of the various types of licenses. Are you considering heading out on the open sea with your boat this summer? Before doing so, you should educate yourself on the various boating licenses in Canada . Before you go out on the water, you must be sure you have all the necessary documentation since different types of permits come with different sets of laws and restrictions.

Pleasure Craft Operator Card

You will require a Pleasure Craft Operator Card to operate a pleasure craft (PCOC). When operating any boat that is 7 meters or longer, you are required to have this card regardless of whether or not you have valid boating licenses in Canada , which is the national standard for boating licenses. With this card, you will be able to operate any powerboat that is up to 15 meters in length. If it does not fall into either of these categories (7 meters or 15 meters), you will be required to obtain a card with a smaller capacity for use on that particular boat. You must visit an official testing facility and take a test to get your PCOC. Before assigning you a test date, the examiner will check the information you provide on your application form against records kept by the government. You must submit an application form and proof of citizenship or permanent residency.

Small Vessel License

There are many similarities between the recreational and the small vessel license, but the latter requires an in-person interview with an officer to test your knowledge and understanding of the following: boat safety; navigation rules; charting of waterways; marine radio procedures; and marine weather forecasts. For a recreational boating license, you must also satisfy all criteria (eye test and written exam). The most difficult to get is a business license. This sort of license requires you to complete at least 200 hours of on-the-job training or college-level education in addition to completing all of the recreational and small vessel license criteria. Any boat you work on as a crew member or a captain may use your captain’s license. This sort of license requires you to be at least 16 years old and be able to answer questions regarding boat safety, handling, and power plant operation. Besides studying for and passing a test that covers these topics, you’ll also have 90 minutes to do it online via Transport Canada.

Power Vessel License as One of the Boating Licenses in Canada

With this license, you are authorized to operate motorized vessels that have a motor with a horsepower rating of 10 or higher. If you want to drive your boat, you must have this certification. Passengers are permitted, but to transport more than six individuals, you will need to acquire a vessel with a larger capacity. To qualify for this license, you need to be at least 12 years old; however, this rule has a few exemptions. Getting your license to operate a power vessel is a prerequisite for learning how to captain a sailboat or personal watercraft (PWC). If this is your intended career path, you will also require the appropriate certificate of competency if you want to pilot a commercial vessel for hires, such as a charter or tour bus. Lifesaving licenses include swimming pools and lakes and require CPR training, and fishing guide licenses are two others.

Master Mariner Certificate

This is the kind of boating license that receives the most incredible attention in Canada. It grants you the authority to serve in such capacity on any body of water in Canada. Before applying for this license, you need at least three years of experience working as a deckhand or one year of experience working as a mate. You may submit your application for it at a Coast Guard location that is local to you. The Power Boat Level II is an essential course for deck crew working in the superyacht industry. It is also advisable for steward/stewardesses, and engineers to hold a powerboat license. This two-day entry-level course provides the skills and background knowledge needed to drive a powerboat in a safe and effective manner. The powerboat level II is a requirement for crew wishing to drive a superyacht tender up to 10m.

Course Breakdown

A commercially endorsed power boat level II certificate can be used to transport guests and passengers, in tenders up to 10m in length.

The RYA Powerboat Level 2 Course (RYA PB2) offers a general introduction to power boating and teaches core boat handling and safety skills. The course is popular both with beginners and those who are self taught and now require formal certification.

The course is generally considered, the licence for powerboats. The qualification is widely recognised throughout the world. The Powerboat Level 2 (formerly known as the National Powerboat Certificate) covers everything in the RYA Powerboat Level 1 and a lot more.

HOW LONG DOES THE RYA POWERBOAT LEVEL 2 COURSE TAKE?

The RYA PB2 course takes two days

WHAT ARE THE PRE REQUISITES FOR RYA POWERBOAT LEVEL 2 ?

  • No previous experience required
  • Minimum age of 12 years**

**Under 16s are advised, “Not be in charge of a powerboat unless under the supervision of a responsible adult”. We run separate Junior Powerboat Courses.

WHAT IS COVERED ON THE RYA POWERBOAT LEVEL 2 COURSE?

This course is largely practical onboard the powerboat. There are some short theory sections to complete.

The course provides everything you need to get started with an emphasis on you becoming confident and competent at boat handling and being aware of the associated safety consideration and equipment. The RYA Powerboat Level 2 is broadly equivalent to a series of driving lessons, but a lot more fun.

The RYA Powerboat Level Two will prepare you for driving a powerboat unsupervised with confidence. While primarily a boat handling (parking) course you may consider following it up with the RYA Powerboat Intermediate Course which covers high speed navigation and passage making in far more detail.

If you already have experience as a powerboater, need to gain your Level 2 certifIcate and don’t wish to undertake the introductory elements of the Level 2 course, you can instead attend a shorter 1:1 course which consists of the relevant coaching and a direct assessment. “Teen” Powerboat Level 2 (RYA PB2) courses

Lets face it, our kids probably have more fun without us around. 12-15 years old can join our Youth Powerboat Level 2 Course . They receive the same course, however they will be learning with other 12-15 year olds.

“Family” Powerboat Level 2 courses

If you have just bought a new boat why not train together as a family. We train upto 3 of you together or can spread a larger family across 2 boats. Full information is at Family Level 2 Courses .

Own Boat Tuition

We can run this course on board your own boat.  We can train 1-3 of you at a time and bespoke the course around your boat and your likely usage.

WHAT RATIO IS RYA POWERBOAT LEVEL 2 TAUGHT TO?

This course will run with no more than 3 students per boat and Instructor, sometimes less.

HOW LONG IS THE RYA POWERBOAT LEVEL 2 CERTIFICATE VALID FOR?

The RYA Powerboat Level 2 certificate does not expire. Drivers who qualified some time ago and for whatever reason did not make use of their training are advised to refresh by re-attending the course. If you choose to commercially endorse the PB2, then your Commercial Endorsement will expire after 5 years.

The Powerboat Level Two course is run every weekend and frequently during the week. If you can’t find a suitable date from the list, please contact us and we will do our best to arrange a convenient date.

RYA POWERBOAT LEVEL 2 DIRECT ASSESSMENT

If you have existing experience of power-boating and require a Level 2 Certificate then there is the option to attend a bespoke direct assessment. This option will save you time versus attending a two day course but is reserved for those with existing experience.

Half day RYA Powerboat Level 2 Direct Assessment

The Instructor will expect you to perform the following manoeuvres

  • Holding Off
  • Departing from and returning to an alongside berth in various states of wind and/or tide
  • Turn using warps
  • Picking Up a Mooring
  • Turning in a confined space
  • Planing speed handling

You will also need to answer oral questions on the following subjects

  • Safety equipment
  • Sources of weather info
  • Basic chartwork / passage planing

One Day RYA Powerboat Level 2 (PB2) Direct Assessment

If some of the above skills are a little out of practice then we can offer you a bespoke one-day 1:1 option (for experienced power-boaters only). We conduct your 1:1 direct assessment in the afternoon, but before that, our Instructor spends the morning with you coaching those skills/knowledge which are a little rusty.

Time to crack down on Ontario licence plates, STO says

The revenue-starved bus network in Gatineau, Que., is calling for a crackdown on residents who keep their Ontario licence plates instead of paying renewal fees in Quebec that support transit.

On Thursday, the board of directors for the Société de transport de l'Outaouais  (STO) put forward a resolution that the agency and city join forces to pressure governments on the problem.

"I think it's a question of fairness toward the citizens of Gatineau," said Manoir-des-Trembles–Val-Tétreau Coun. Jocelyn Blondin, president of the STO's board.

The resolution comes in the wake of new powers granted to cities by the Quebec government allowing them to levy an extra tax on licence plate renewals to help fund public transit.

In Gatineau, which is directly across the river from Ottawa, proposed new fees starting in January 2025 could inject $15 million into the transit system , which has seen ridership and fare revenue plummet since the start of the COVID-19 pandemic.

If residents keep Ontario plates, the STO will miss out on a "significant source of income," Blondin told Radio-Canada in French.

"We also want citizens to comply. They live in Quebec, they benefit from services in Quebec, they benefit from the roads, they benefit from public transportation," he said.

"So they must also do their part to pay for everything they use."

Fees scrapped in Ontario

The Ontario government scrapped many licence plate renewal fees  in 2022.

It was billed by Premier Doug Ford as a way to help Ontarians deal with the rising cost of living, even though the decision meant the province would lose roughly $1 billion each year in revenue.

Quebec requires road vehicle owners who moves to the province to request registration with the  Société de l'assurance automobile du Québec  (SAAQ) within 90 days.

Blondin said he's heard from an increasing number of Gatineau residents irritated by the number of Ontario plates on the city's streets.

The province and the SAAQ should act as quickly as possible to come up with a plan to address the situation, he said.

One idea, Blondin said, could be a "special squad" that investigates complaints about licence plates through the city's 311 service.

"Citizens are frustrated, are shocked to see that … their neighbours are registered in Ontario, and that they use public transportation, the services of the City of Gatineau — and they do not pay their share."
