RULES & REGULATIONS

Members are responsible for reviewing and following all Marina guidelines.

Boat Maintenance

Boaters are responsible for their watercraft – if the Marina staff notice that a boat is taking on water or otherwise impaired, the Marina will attempt to contact the boat owner to rectify the issue. The Marina does not provide mechanical services and is not responsible to ensure a boat has properly functioning parts. The Marina does not assume responsibility for any issue, including mechanical failure, issues with canvas or tarps, lack of supervision or maintenance by the boat owner, etc. Boat owners are subject to fees if Marina staff attends to their boat.

If high water occurs, boat owners should monitor the NOAA flood forecast. Boat owners are responsible for preparing their boat ahead of and monitoring their boat during high water events. Marina reserves the right to launch boats or request removal of boats on trailers in preparation for high water.

Boats stored on land (winter or summer) may not be connected to power sources in the absence of the owner/lessee.

Service and Repairs

Boat owners may conduct repairs and maintain their own boat, only when Marina has been provided with a current certificate of insurance from the owner/lessee that meets requirements set forth by Marina.

If boat owner wishes to arrange for service on their boat, the service provider must be approved by Marina and have on file with Marina a copy of their insurance coverage that specifies coverage for boat owner and Marina, for any damage and/or injury caused as a result of their actions or inactions, and evidence of worker's comp insurance.

Boat owners and service providers who conduct work on boats must follow Clean Marina practices, and work within the guidelines set forth by local governing authorities. All hazardous fluids, including oil and anti-freeze, must be drained into a secure container and disposed of off Marina property and according to EPA guidelines. Federal fines of up to $25,000 may be imposed for dumping oil and other hazardous substances.

State and federal laws require that no oil, oil filters, paint, paint cans, cleaning fluids, batteries or other hazardous and like materials are to be deposited in trash dumpsters. Boat owners and their service providers are responsible for the removal and proper disposal of all hazardous waste. If marina has to pick up/discard of materials left by boat owners, fees will apply.

All maintenance work must be conducted in a manner whereby visible emissions are not generated and materials/wastes are not released onto the ground or into the water. Protections (such as spreading tarps to catch paint and paint chips, etc.) must be used when work is conducted, and waste materials must be disposed of properly.

Spray painting is not allowed. Painting with brush or roller in windy conditions is not allowed.

It is the boat owner’s responsibility to ensure area is cleaned up after repairs are conducted. Trash from repairs may not be placed in the trash dumpster without approval from Marina.

Shrink Wrap

Shrink wrapping is only allowed if performed by a Marina-approved provider (currently Boat Dr. is the only wrap provider allowed) or with written Board approval (contact the BOD if interested). Defiance of this rule can result in termination of any sublease lease agreement. Members who violate this rule are not abiding by the Membership Agreement.

If boaters remove shrink wrap from their boat, the wrap must be folded and placed in the recycling area for pick up. Shrink wrap may not be disposed of in garbage containers. Spines, straps and doors must be collected and disposed of properly.

Tarps may not be disposed of in dumpsters. Owners/lessee must remove tarps from the Marina.

Boats must be tied off so they do not protrude over the walkway or beyond the finger. Marina encourages the use of fenders. Boat owners are responsible for dock repairs that result from error or improper/inadequate tying.

Boat owners must ensure that dock lines are not so old that they have lost flexibility. Old dock lines stress the cleats on boats and docks. If dock cleats need to be repaired or replaced due to the use of old lines, owner/lessee will be charged the costs of parts and labor combined. The Marina encourages the use of snubbers on dock lines.

Each slip has 4 corner cleats and 1 spring cleat. Any changes to cleat placement must be approved by Marina and installed by the slip owner at slip owner expense. A maximum of 5 cleats per slip is allowed – additional lines may be tied off using dock frames. Additional cleats will be removed and the slip owner will be charged for removal and any necessary dock repairs. Requests to move cleats may come from the slip owner only, not sublessees.

Slips may be customized (with additional bumper strips, wheels, or stairs only) only with approval and in consultation with Marina, and at owner/lessee expense. Customizing materials must be approved by Marina. Installed bumper strips and wheels become property of the Marina and stay in place if/when the owner/lessee vacates the slip. No objects (planters, decorative statues or lights, signs, etc.) shall be installed at or near slips – this is an insurance requirement and they create obstacles/tripping hazard.

Most slips have a single 30 amp electrical receptacle. Slips W1-W15 only have 2 electrical receptacles with 30 or 50 amp capability. Boats that exceed the available electrical receptacles available at their slip must use a splitter.

All connections to electrical sources must be of a UL approved locking and grounded design. Any damage to electrical boxes due to overload, improper hookup, or improper disconnection will be assessed to the responsible boat owner.

Power cords should be laid so they do not create a hazard. Use channels provided below head piers. Wrap and store cords in a dock box or on the boat when not in use. Secure cords to prevent disconnection from the plug.

Power pedestals include lights – if a light is burned out, please notify Marina staff.

Water hoses and spray nozzles can be used to fill boat water tanks and for washing down boats. They are not for continuous hook-up. Water should be turned off immediately after use. Hoses should be returned to their storage rack in an orderly fashion.

Dock boxes are provided for all slips. Sub-lessees may lease the box at their slip at a rate set by the slip owner.

No flammable liquids or motors can be stored in a dock box due to fire hazard.

Anything left off the boat must be left in a dock box. No chairs, tables, planters, grills, canvas, covers, kayaks, water toys, etc. may be left on the docks or ship store decks, as they create a safety hazard and/or may be blown into the water.

Carts are provided for transporting supplies to and from boats. Carts must be returned to their locations on land, at the top of pedestrian ramps, after use. No transfer of hazardous materials allowed in carts.

No open fires or grilling allowed on docks, wharves or piers. Barbecuing is allowed in grills provided by the Marina.

No fishing allowed from the docks.

Launches and haul-outs of slipped boats are scheduled through Marina only, and may be delayed until accounts, lease agreements, and insurance certificates on file with Marina are current.

All slip boats must be "launch ready" by or before May 15th, or the boat owner will be charged for moving and additional storage of the boat. Boats that are not staying for the summer must be launched and/or removed before May 1. Boats not under lease agreement for the summer that remain on Marina property after May 1 are subject to a daily storage fee of $35/day.

When entering or leaving the Marina by water, No Wake Zone rules must be obeyed. No wake is allowed within 150’ from outermost docks.

Fueling at Marina docks or slips is strictly prohibited. Flammable liquid may not be stored at the marina.

Air conditioners and heaters shall not be operated unless the boat owner is present. If air conditioners or heaters are found running in the absence of the owner/lessee, the boat will be boarded and the unit turned off. If the boat is locked, the power cord will be unplugged and any loss will be the sole responsibility of the owner/lessee. Owners/lessees who repeatedly run air conditioners or heaters in their absence will be assessed an additional electrical fee.

All patrons, including owners/lessees, must consult Marina before launching boats, dinghies, and/or Personal Water Craft (PWC) and before parking the vessel trailer.

Store & launch program lessees should park the towing vehicle/trailer in the same slot used for boat storage after launch.

Slipped boats left on trailers at Hub's are subject to a daily storage fee.

Slip owners/lessees may use the launch to pull their slipped boat on their trailer, with marina approval. Excessive use of the ramp may result in a fee for each use.

Slip owners/lessees may launch small watercraft at no charge so long as:

The watercraft measures 15’ or less,

The watercraft is stored behind the owner’s boat in their slip (dinghies must be stored in such a way that they do not protrude beyond the slip if your slip faces other slips).

The watercraft is held in the slip owner’s/lessee’s name, and

The trailer and vehicle are parked in a single parking slot designated for slip parking.

If a secondary watercraft exceeds 15’, it is considered a boat and launch fees apply.

Slip owners/lessees may lease Store and Launch space, purchase a season pass or pay daily launch/overnight fees.

For those who leased space in Store and Launch, the towing vehicle and trailer should be parked in the south lot in the space reserved for the boat.

Towing vehicles and trailers with season pass or daily launch payment should park in the area designated for season pass parking.

Small watercraft should not be left on land or in the water in the absence of the boat owner.

We have designated temporary parking spaces in the water for small watercraft that have leased ‘Store and Launch’ space or paid for launch; they are located on the head pier of the south dock and on the north side of the horseshoe.

These spaces are for use while you are at the marina and not long term - we expect that small watercraft leave with you, either when you go out on your larger boat or leave by vehicle.

Transient slips may be leased for overnight small watercraft parking.

Follow posted rules of etiquette when using the boat launch. Launch priority is given to the towing vehicle and trailer waiting to approach by the bait shack – not a boat that pulls up to the dock (see posted rules of etiquette).

Pump-outs are available at the station near the ship store and are conducted by marina staff for a fee.

Owners/lessees who wish to have their septic pumped in-slip can request this service in the ship store or by contacting the Marina manager. In-slip pump-outs must be requested by Sunday night and will be conducted mid-week by marina staff. In-slip pump-outs will only be conducted on a weekday, in a single sweep and not as one-offs. Pump-outs outside of the scheduled day will be conducted at the station behind the store.

HYCM Members are currently entitled to one pump-out per week at no cost.

No head or holding tank liquids may be discharged in any fashion whatsoever in or near the Marina.

Porta-potties must be emptied at the pump-out station, not in restrooms.

Parking and Parking Lot

Slip owners/lessees are allowed a single parking slot per slip. Multiple vehicles in the same party should stack in a single slot. Slots for multiple vehicles are located along shore on both sides of the launch and two vehicles can be stacked in slot along the north property line. Vehicles parking in a second parking slot will pay a parking fee of $5 each. Owners/lessees should inform guests of this policy. If a guest fails to pay the parking fee, owners/lessees will be billed for the amount due. Owners/lessees will also be billed for their guest's unpaid launches, overnights & transient slips.

Store and Launch lessees are allowed parking space for the towing vehicle and trailer. Each additional vehicle will be charged a $5 parking fee. Lessees are responsible for unpaid parking fees as outlined above.

Parking is allowed in designated areas only and NOT in the south parking lot where trailered boats are stored or between the clubhouse and road where season pass holders park vehicles and trailers. Vehicles may be towed at owner’s expense.

When parking a vehicle and trailer, be certain that only one parking slot is used, and that the vehicle and trailer are aligned to not obstruct access to adjacent trailered watercraft or parking slots. Marina reserves the right to charge extra if vehicles/trailers take more than one space or park in a way that prevents efficient use of parking areas.

Outdoor trailer storage is available for a limited number of trailers. Trailer owners may have access to their trailer only during the week (not on holidays or weekends) with at least 48-hour notice. Marina assumes no responsibility for any damage to trailers whatsoever. A retrieval fee of at least $45 ($90/hr.) may be charged for each time a trailer is retrieved if requests are excessive.

Speeds in the parking lot should be kept below 10 mph.

The clubhouse and restrooms are available for use by Members, sublessees and their guests. Children under the age of 16 must be accompanied and supervised by an adult.

The clubhouse is cleaned once a week. Please leave the area clean, wash any dishes and utensils used, and mop up spilled water (from showers typically). A mop is located in the broom closet near main access door.

Please lock the clubhouse door after using. Members and Sublessees should notify Marina staff if supplies are low, or other issues arise.

Flags, signs or insignias that denote membership in or support for groups other than Hub’s Yacht Club & Marina/Hub’s Landing & Marina should be stored while at the Marina. The only flags, signs or insignias displayed should be the unaltered American flag or HYCM burgee.

A fire ring and firewood are provided for Members/sublessee's enjoyment. Fires should be kept to a height of less than 4 feet, and should not be lit in windy conditions. Fires must be attended and extinguished before left unattended.

Grills are provided for Members/sublessee's use and enjoyment. The LP gas tank must be opened to light the grill. If you are not comfortable or familiar with use of gas grills, please ask a staff person for assistance. Turn off the grill immediately after use and close the valve on the gas tank.

Members /sublessees and guests are asked to keep noise to a minimum between 10:00 pm and 8:00 am.

Dogs and other pets MUST be under the observation and control of the pet owner at all times. Pet owners must pick up pet waste immediately. A 'pooper-scooper' is located near each pedestrian ramp for such use. Pet waste can be disposed of in a ditch or bagged and put in the dumpster.

Marina reserves the right to board any boat at any time, without prior notice, for health, environment or safety purposes, to protect the Marina and other property.

We question unaccompanied guests as a safety/security measure.

Trash from boats may be disposed of in the orange dumpster receptacle located near the launch. No trash may be brought in from outside the Marina to be dumped at Marina. Same goes for old furniture, appliances, etc.

Cigarette butts are considered trash and should be discarded in sand buckets or in the fire ring, not on the ground.

Yard and dock lights will be turned off during Mayfly infiltrations, so Members/sublessees and guests should have flashlights available for use when moving about in the dark.

Bikes are available for use by Members/sublessees and guests.

Foot protection should be worn at all times while at the Marina.

The use of fireworks is strictly prohibited.

Federal law, which applies to boating on the Mississippi River, dictates that any child under the age of 13 must wear a Coast Guard approved life vest when they are off shore (on docks) or outside of the interior of the boat.

Children must be supervised at all times while at the Marina.

We encourage all boaters to take a Boating Operation and Safety Course and to get annual CGA safety checks.

Wild animals nest and live on Marina property. Individuals should accommodate wildlife and use practices that minimize or eliminate threat and harm to all animals. Keep children and pets away from wild animals for their safety.

The windy Russian autumn weather might be a little bit tricky for sailing, but it doesn’t stop brave yachtsmen from all over the world from flocking to Russian capital in the beginning of September when the Moscow Yacht Show commences. The main Russian Yacht exhibition gathers professional and amateur yacht lovers together under the wing of The Royal Yacht Club.

This year it took place for a fourth time already. The exhibition is considered the principal event on the sporting and social calendar. The Moscow Yacht Show 2010 united in one area three of the largest Russian yachts distributors: Ultramarine, Nordmarine and Premium Yachts.

A wide range of yachts were on display for a week. An exhibition showcased yachts both from Russian manufacturers and world famous brands: Azimut, Princess, Ferretti, Pershing, Riviera, Doral, Linssen, etc.

It was a real feast for seafarers as visitors of the show had a unique chance not only to take a look at the newest superyachts before they hit the market, but also to evaluate their driving advantages during the test drive. The show provided an excellent opportunity for yacht enthusiasts to choose and buy a new boat for the next season.

The event started with the grandiose gala evening. It included grand dinner, the concert and professional awards ceremony for achievements in Russian yachting industry. The guests also enjoyed the annual regatta.

Special guest Paolo Vitelli, Azimut Benetti Group president, opened the evening.

Next year organizers assured guests they would bring more yachts, the scale of which will even make oligarch Roman Abramovich envious. Sounds very promising indeed.
