E xperts have offered theories about how a thrill-seeking Canadian couple’s attempted transatlantic sailing expedition turned tragic last month, positing their homemade vessel may have been struck by a much larger ship soon after they departed Halifax on the country’s North East coast.
Earlier this month, the bodies of Brett Clibbery, 70, and Sarah Justine Packwood, 54, were found on a life raft washed up on Sable Island, Nova Scotia.
The area is ominously nicknamed the “Graveyard of the Atlantic” due to the large number of shipwrecks that wind up on its shores.
An official investigation is underway, and although no concrete answers have yet come to light, one leading theory is that their boat was badly damaged by a much larger vessel, forcing the couple to seek refuge in the life raft.
“While they do not have conclusive proof, [investigators] suspect the sailboat … was struck by a bulk carrier likely only a few days after departing Halifax,” a source close to the investigation revealed to Saltwire .
Investigators have reportedly inspected a carrier ship that was in the same area as the couple’s boat — named Theros — at the outset of its voyage, but the results of the probe have not been released to the public.
“The crew of the carrier ship told investigators there were no signs of damage and they were unaware of any collision with a smaller vessel,” the Daily Mirror writes.
The source surmised that the ship’s homemade additions might have presented additional problems, and veteran sailors told the outlet the excessive ballast from batteries and solar panels could have destabilized the boat.
The pair set sail June 11 on a journey that was supposed to take them across the Atlantic Ocean from Halifax to the Azores in their 42-foot yacht, which the couple built themselves.
The eco-friendly boat, which operated without a diesel engine, was due to arrive at its destination by July 2, to serve as a demonstration of how it’s possible to travel the world with electric, wind and solar-powered vessels.
The excursion was to be the couple’s first fully “green” journey on Theros, the building of which the couple chronicled on their YouTube channel, “Theros Adventures.”
Despite the swirling theories about how the doomed voyage turned deadly, the Canadian transportation safety board has not made any formal announcements indicating what happened
“At this time, we cannot say with complete certainty that the sailing vessel was struck by a ship, as we are still gathering information regarding the overdue sailing vessel Theros,” a spokesman said.
Clibbery and Packwood married on the yacht in 2016, one year after they met during a chance encounter at a bus stop in London, England.
Packwood was preparing to donate a kidney to her sister when she met Clibbery, who was visiting from Canada — a heartwarming story that was the center of a 2020 “How We Met” piece in The Guardian.
“We have been traveling and co-creating adventures ever since,” Packwood previously posted on YouTube.
Clibbery’s son, Brett, posted a loving tribute to the couple on Facebook, acknowledging the last few days had been really hard for the family, and news to emerge from the investigation has left it “hard to remain hopeful.”
He continued, “They were amazing people, and there isn’t anything that will fill the hole that has been left by their, so far, unexplained passing.
“Living will not be the same without your wisdom, and your wife was quickly becoming a beacon of knowledge, and kindness. I miss your smiles. I miss your voices. You will be forever missed.”

LAKE HURON, MI - After leading the charge up Lake Huron in the 100th annual Bayview Mackinac Race, the record-breaking Maverick dropped out of the race Sunday morning with a mast failure.
A flurry of questions came from race watchers who were following the freshwater sailing race’s online tracker. It showed Maverick, which had been in the lead, taking an abrupt turn toward the shore at Rogers City.
Bayview Mackinac Race officials cleared up the mystery: “Maverick has retired. They suffered a mast failure. All are fine and are headed to Mackinac Island.”
A week ago, Maverick’s crew arrived on Mackinac Island to a cheering crowd after their record-breaking win that smashed the old Chicago Yacht Club Race to Mackinac record by more than an hour. In that race, the big monohull beat Roy P. Disney’s 22-year-old record with a time of 22 hours, 24 minutes, 23 seconds.
This bested the Disney heir’s record set in 2002 with Pyewacket by an hour, six minutes and 11 seconds.
The Maverick team is led by Sanford Burris and William and Ward Kinney. The boat last week also claimed the Chicago Yacht Club Race to Mackinac’s Royono Trophy for the first racing monohull to finish the 115th edition.
This weekend’s Bayview Mackinac Race held the potential for Maverick to make a two-race sweep. The race, which has more than 300 sailing yachts entered, starts at the bottom of Lake Huron and heads north before making the turn to the finish line between Round Island and Mackinac Island.
Racing analysts described today’s early conditions as “champagne sailing” for the tight grouping of boats making their way past Huron’s Northern Michigan coast. Later today, a wind change was expected to have the boats hugging closer to shore.
There’s a small group in the lead now and are expected to reach the finish line by early afternoon.
You can follow the race tracker here.

Today's Paper
Music and concerts, music and concerts | what to know if you’re headed to the minnesota yacht club festival, gwen stefani, alanis morissette and red hot chili peppers are headlining.
For the first time in a dozen years, St. Paul’s Harriet Island Regional Park will host a major rock and pop music festival, dubbed the Minnesota Yacht Club Festival, on Friday and Saturday.
Headlined by Gwen Stefani, Alanis Morissette and Red Hot Chili Peppers, the festival (which despite its name has nothing to do with yacht rock) is promoted by C3 Presents, an Austin, Texas, company that’s also behind Austin City Limits Music Festival, Voodoo Music + Arts Experience and the modern-day Lollapalooza. C3 was the largest independent promoter in the world until Live Nation bought a controlling stake in the company in 2014.
Organizers expect to attract more than 30,000 concertgoers each day.
While the Irish Fair of Minnesota calls Harriet Island home each August, music festivals have had a rough go on the site. The original Lollapalooza (back when it was a traveling festival) landed on the site in 1991, 1992 and 1994, but flooding forced the fest to move to the late St. Paul Civic Center in 1993.
Live Nation attempted to establish a new annual event, the River’s Edge Music Festival, in 2012. Despite big-name headliners Tool and the Dave Matthews Band, the festival didn’t attract enough paying customers to convince the concert promoting giant to return for a second year.
Here’s what folks headed to the Minnesota Yacht Club Festival need to know:
As of Wednesday afternoon, tickets were still available at a number of price points, starting at $135 for one day general admission (or $255 for two days) all the way up to platinum tickets for $925 ($1,395 for two days), which include a number of perks including free food and drinks, front-of-stage viewing and access to an air-conditioned lounge. See minnesotayachtclubfestival.com for details.
Many of the general admission and general admission plus tickets are sold out, but there are verified resale tickets available, some at lower prices than face value.
There are two entrances to the festival. The main entrance is at Harriet Island Boulevard and South Wabasha Street, while the west entrance is on West Water Street between Bidwell Street and Plato Boulevard.
There is no on-site parking at the festival, but its website lists numerous downtown St. Paul parking lots that are a 10- to 16-minute walk from the site. Several Metro Transit buses stop a half-mile from Harriet Island. The rideshare drop off is at 49 E. Fillmore Ave. The festival promises “ample bike parking” located near the two entrances.
Feel free to bring: Small clutch purses and fanny packs (6” x 9” or smaller) with no more than one pocket, all other bags must be clear and smaller than 12” x 6” x 12”, empty hydration packs and reusable water bottles, strollers, frisbees, binoculars, blankets, basic cameras (no detachable lenses or other accessories), sunscreen in non-aerosol containers (3.4 ounces or less), personal-sized hand sanitizer and factory sealed Naloxone/Narcan kits.
Pretty much everything you would think, including outside food and beverage, coolers, aerosol containers, umbrellas, chairs, wagons, skateboards, drones, fireworks and illegal substances.
Concertgoers must wear securely fastened wristbands that are available at the box office. Wristbands can be activated online to add an emergency contact and to use for cashless transactions (with a pin number). Wristbands that are damaged, lost or stolen can be replaced by the original purchaser one time only for $20. Patrons can leave and reenter at will up until 7 p.m. each day.
There is a guest services tent that has earplugs and a lost and found. Free hydration stations are located throughout the site. Lockers are available to rent for $25 each day or $48.50 for both.
Doors open at 12:30 p.m. There are two stages, with staggered performances that do not overlap.
Friday’s schedule includes: Gully Boys (1-2 p.m.), Harbor and Home (2-2:40 p.m.), Morgan Wade (2:40-3:40), Michigander (3:40-4:40), Joan Jett and the Blackhearts (4:40-5:40), Durry (5:40-6:40), Gwen Stefani (6:45-8), The Head and the Heart (8-9) and Alanis Morissette (9-10:30).

National Hispanic Heritage Month is observed each year in the U.S. from September 15 – October 15 to celebrate the achievements, histories, traditions, and cultural diversity of Hispanic/Latino Americans.
The HHS Office of Minority Health (OMH) is committed to advancing Better Health Through Better Understanding for Hispanic/Latino individuals by providing them with culturally and linguistically competent healthcare services, information, and resources. When patients are provided with culturally and linguistically appropriate information, they are empowered to create healthier outcomes for themselves and their communities.
Although Hispanic/Latino Americans are likely to live an average of 1.3 years longer than their non-Hispanic white counterparts, they are generally in poorer health: CDC data shows that in 2022 approximately 16 percent of Hispanic/Latino adults were in fair or poor health, compared to 13.5 percent of non-Hispanic white adults. Hispanic/Latino health is shaped by several factors , including language and cultural barriers, lack of access to preventative care, and lack of health insurance. People who lack access to quality health care are less likely to receive preventative care and more likely to have chronic health conditions and die prematurely.
This year’s national theme, Todos Somos, Somos Uno: We Are All, We Are One , reinforces the diversity inherent within the Hispanic/Latino population, as well as the power that comes from being a united community. Hispanic/Latino Americans are the largest ethnic minority group in the U.S., representing 18.8 percent of the total U.S. population , and include people who trace their heritage to Spanish-speaking countries in South and Central America, as well as Mexico, Puerto Rico, Cuba, Dominican Republic, and Spain.

The observance we celebrate as Hispanic Heritage Month originally started in 1968, as Hispanic Heritage Week under President Lyndon Johnson. In August 1988, President Ronald Reagan expanded the observance to cover 30 days starting on September 15 and ending on October 15.
The timing of Hispanic Heritage Month reflects the diversity within the U.S. Hispanic population. September 15 is significant because it is the anniversary of independence for several Latin American countries, including Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua. Mexico and Chile celebrate their independence days on September 16 and September 18, respectively. Additionally, many Latin and Spanish-speaking countries commemorate their indigenous people by celebrating Día de la Raza on October 12, which also falls within these 30 days.

After reading the project 2025 document it has the potential to cause harm to minorities, women of childbearing age, undocumented immigrants, and lgbtq communities..
You may have heard about “ Project 2025 ,” a comprehensive set of proposals from a conservative Washington think-tank outlining the first 180 days of a second Donald Trump presidency should he defeat President Joe Biden in November.
But have you read the behemoth plan? If you haven't, you really should. I read most of the 922-page document , and honestly, it scares me.
I can confidently say that if put into effect, it has the potential to cause immense harm to minority communities , women of childbearing age, undocumented immigrants, public education, diversity, equity and inclusion programs, unions, and the LGBTQ community.
I started reading Project 2025 about three months ago after my 20-year-old daughter told me about it. She had already formed her opinion based on TikTok and Instagram videos, which influencers chopped up into information she could use and share with friends. She called Project 2025 “depressing,” among a few other harsh words I can’t use here, but I think you get my point.
People of all political beliefs share view on how inflation is hurting families
The document, which was first published last year, is gaining attention for two reasons. First, the upcoming election, with President Joe Biden and Donald Trump in a virtual tie. Second, the Heritage Foundation, a significant sponsor of the Republican National Convention in Milwaukee this week, developed the project and is pushing for its implementation.
On Monday, the foundation gathered with RNC delegates and conservative luminaries at the home of the Milwaukee Symphony Orchestra for a "policy fest" to discuss Project 2025, among other things, and celebrate the news that Ohio Senator JD Vance was named Trump's running mate.
According to the Associated Press , Heritage President Kevin Roberts said he’s “good friends” with Vance and that the foundation had been privately rooting for him to be the VP pick. Vance, Roberts said, recognizes that “we have a limited time to pursue policy.”
It's crucial that we all understand the implications of Project 2025 and why voting is imperative in these times. Actress Taraji P. Henson, who hosted the 2024 BET Awards on June 30, used the platform to warn the mostly Black viewers about the far-reaching plan.
“They are trying to bring the draft back. Who do you think they’re going to draft first? ... Did you know that it is now a crime to be homeless? Pay attention. It’s not a secret. Look it up. They are attacking our most vulnerable citizens,” she said. "I'm not trying to scare us, I'm trying to inform us. I'm talking to the mad people who don't want to vote. You're gonna be mad about a lot of things if you don't vote."
Henson’s opinion , which I respect, is just one of many voices. I wondered if people were just blowing things out of proportion. After all, it is a political season and things can often be stretched and exaggerated.
For example, last week Biden took to the social media platform X to warn voters about Project 2025. In the five-second clip , Biden decked out in shades, points to the camera and says, "Project 2025 will destroy America. Look it up." In another interview, he called it “the biggest attack on our system of government, our personal freedoms, that has ever been proposed in the history of this country.”
Meanwhile, I continued reading the document and interviewed historians I respect to gauge their views.
Those whom I spoke to referred to the document — which aims to reduce the size of federal agencies, ban abortion drugs, and overhaul popular programs like the Affordable Care Act — as "alarming." One claimed that if Trump is re-elected and implements Project 2025, it would grant him unprecedented and potentially dangerous powers unlike any occupant of the White House in American history.
The document lays out specific policy proposals and aims to have vetted conservatives in place in the early days of a new administration in order to take sweeping actions during the first 180 days in office.
“Everyone should be reading this because this would take things back to the 1950s,” said Maurice Cunningham, a retired professor of political science at the University of Massachusetts Boston.
Sounding the alarm: This version of Christianity distorts faith and destroys democracy
Cunningham called Project 2025 "terrifying" and said Biden's assessment was not far off. He said Roberts, the leader of the Heritage Foundation, believes that Republicans are in the process of reclaiming the country. On Steve Bannon's podcast earlier this month, Roberts said America is is in the midst of a “second American Revolution” that will be bloodless “if the left allows it to be.”
My question is, reclaim it from whom? The American citizens who contribute to the tapestry that makes our nation a place others long to live in?
If Trump wins, Cunningham said Project 2025 would be initiated immediately after Trump is sworn in. This could also lead to dismantling DEI (Diversity, Equity, and Inclusion) programs in the workplace. While some may not see a problem with that, I must ask you: if you surround yourself with people who all perceive things the same way, do you think that will ultimately make you better or worse in the long run?
It should also be noted that during Trump's presidency he was able to nominate three hardline conservatives to the Supreme Court, in a move that tilted the court 6-3 to the right — a court that issued a historic ruling early this month giving presidents sweeping immunity protections for actions taken in office.
Milwaukee historian Reggie Jackson said his biggest fear is that the document lays out ways Trump could gain the power to dismantle federal agencies, remove dissenting individuals who disagree with him, and give him dictator-like powers.
“He essentially wouldn’t have to answer to anyone,” Jackson said.
Jackson said that, due to social media, young people are more informed about Project 2025 than those aged 50 and above. Although the document is dense, it is well-crafted. The problem is that most people won’t take the time to read even 100 pages of it.
Maybe that’s why the Democrats have been tardy in their response.
Robert Smith, a Marquette University professor and Black historian, said that one thing that makes the 2025 document different is that it is designed to be an “intergenerational conservative” agenda.
“This is not just a conservative agenda designed for old white guys," Smith said. "This was strategically planned."
Since Project 2025 surfaced in the headlines and faced mounting criticism, Trump claimed not to know who is behind it, but a CNN review found that at least 140 people from the Trump administration were involved in creating the report. Trump's lying about not knowing who is behind Project 2025 is unsurprising. The truth is that Heritage Foundation has been aligned with the former president since 2016. They have both been on the record calling for eliminating the federal Department of Education.
James Causey: Milwaukee man's death captured on video exposes same flaws as George Floyd case
Over the next several months, there will be a lot of talk about Project 2025. It does not support people who look like me or come from similar backgrounds. It also fails to address the progress of minority groups, the underprivileged, women, or LGBTQ individuals, which is clearly problematic. The document would have benefited from having a diversity of writers.
Henson said it best when she told people to "Look it up."
But looking it up is just the first step. People need also to act and vote. I have heard too many people say they will not vote in this election for several reasons, ranging from the candidates' age to not thinking their vote matters.
In Henson's words, "You're going to be mad about a lot of things if you don't vote."

Former President Donald Trump will speak at the Republican National Convention on Thursday after he formally clinched the party’s nomination , bringing renewed attention to Project 2025, a conservative think tank’s wide-ranging blueprint for a potential second Trump term that covers everything from recruiting like-minded personnel to eliminating entire agencies—a platform assembled partly by ex-Trump staffers, though the former president has tried to distance himself.
Then-President Donald Trump gives a speech at the Heritage Foundation's President's Club Meeting on ... [+] October 17, 2017, in Washington D.C.
Project 2025, spearheaded by the Heritage Foundation with help from more than 100 other conservative groups , is a multi-part plan for the next conservative administration—namely a Trump presidency—which includes a LinkedIn-style database for presidential personnel hopefuls, training programs for executive branch positions and an as-yet-unreleased “playbook” laying out what Trump should do in his first 180 days.
Though the project is led by the Heritage Foundation and other private third-party groups and is not formally tied to Trump, who has tried to distance himself from the operation, its proposals were developed in part by former members of his administration and other Trump allies, and the ex-president has previously praised Heritage for its policy work.
The project has drawn the most attention for its “Mandate for Leadership,” a 900-page proposed policy agenda that describes itself as a “plan to unite the conservative movement and the American people against elite rule and woke culture warriors,” laying out plans for all aspects of the executive branch.
Personnel: Project 2025 broadly proposes to insert far more political appointees who are ideologically aligned with the president into the executive branch—replacing many of the nonpartisan career civil servants who serve in it now—proposing an executive order that would put political appointees into any “confidential, policy-determining, policymaking, or policy-advocating positions” (which Trump previously did at the end of his presidency, but President Joe Biden then overturned it).
Federal Agencies: It proposes a scaled-down federal government, including the abolishment of multiple agencies—including the Department of Education, Department of Homeland Security, National Oceanic and Atmospheric Administration and Consumer Financial Protection Bureau—whose remaining departments would be folded into other agencies or privatized, including the Transportation Security Administration.
Transgender Rights: Transgender rights and gender identity beyond biological sex are roundly rejected, with such steps as reinstating the ban on transgender Americans serving in the military, prohibiting public school educators from referring to students by anything other than their birth name and pronouns without parental permission, and ensuring no federal funds are used to provide gender-affirming care.
DEI and LGBTQ Rights: Project 2025 seeks to eliminate diversity, equity and inclusion programs from throughout the federal government and in universities, and while it doesn’t outlaw same-sex marriage, it supports “nuclear families” that include a “married mother, father, and their children,” and calls for restricting laws that bar discrimination on the basis of sex to exclude sexual orientation and gender identity.
Climate Change: The proposal would undo much of the federal government’s climate work, including by leaving the Paris Climate Agreement, overhauling the Department of Energy to promote oil and natural gas and deemphasize green energy sources, removing the Department of Agriculture’s focus on sustainability and curtailing climate research.
Abortion: While Project 2025 doesn’t explicitly call for an abortion ban, it would take many steps to restrict the procedure, including directing the Food and Drug Administration to revoke its approval of abortion drug mifepristone, using the Comstock Act to block any abortion equipment or medication from being mailed—which abortion rights advocates have said would be a “backdoor” way to ban abortion—barring federal funds being used to provide healthcare coverage for abortion and requiring states to report all abortions that take place there to the federal government.
Education: Project 2025 emphasizes a “school choice” policy that directs public funds to be used for students to attend private or religious schools, bars “critical race theory” from being taught in federally funded schools and advocates for legislation that would allow parents to sue schools they feel have acted improperly—such as by teaching controversial subjects or requiring students to disclose information about their religious beliefs.
Student Loans: Student loan relief efforts would come to an end—including the public service loan forgiveness program and income-driven repayment plans—as the proposal states “borrowers should be expected to repay their loans.”
Big Tech: TikTok would be banned, and the proposal calls for reforming Section 230 —which shields tech companies and social media networks from being sued over content on their platforms—and allowing laws like those passed in Florida and Texas that seek to punish social media companies who ban or suspend users based on their “viewpoints.”
Justice Department: Project 2025 calls for a “top-to-bottom overhaul” of the DOJ and FBI that gets rid of what it calls an “unaccountable bureaucratic managerial class and radical Left ideologues,” proposing an agency that would be more focused on violent crime and filing litigation that’s “consistent with the President’s agenda” and filled with far more political appointees; it also proposes prohibiting the FBI from investigating misinformation or making “politically motivated” moves against U.S. citizens.
Taxes: Project 2025 would seek to get rid of current tax rates and most deductions and credits, instead proposing a 15% rate for anyone under the Social Security wage base ( $168,000 in 2024) and 30% for taxpayers earning more than that—which means the lowest-income taxpayers will now pay more and some higher earners will pay less, and it would also lower the corporate income tax rate to 18%.
Federal Reserve: The project seeks to reform the Federal Reserve by “tak[ing] the monetary steering wheel out of [its] hands and return[ing] it to the people,” which the authors propose could be done by getting rid of the government’s control over the nation’s money entirely—instead leaving it up to banks—or returning to the gold standard, in which the dollar’s value would be tied to a specific weight of gold.
Foreign Relations: Project 2025 emphasizes opposing China, which it describes as “a totalitarian enemy of the United States,” and directs the U.S. to pull out of international organizations when they don’t serve the administration’s interests, including the World Health Organization and various United Nations agencies.
Healthcare: Project 2025 does not seek to overturn the Affordable Care Act, but would make significant cuts to Medicaid and impose work requirements to receive coverage, as well as reform Medicare—including by making Medicare Advantage, a paid supplement to Medicare, the default option for patients.

Trump has denied any connection to Project 2025, claiming on Truth Social last week that he has “nothing to do with them,” has “no idea” who’s behind the plan and finds some of its ideas “absolutely ridiculous and abysmal.” But many aren’t buying his claims: The team behind Project 2025 includes 140 people who worked for Trump in his administration, according to CNN , including six former Cabinet secretaries and four people he nominated as ambassadors. The ex-president has also seemingly endorsed the project in the past, saying at a 2022 dinner for the Heritage Foundation that the group was “going to lay the groundwork and detail plans for exactly what our movement will do … when the American people give us a colossal mandate.”
Experts have warned Project 2025’s proposals could have seismic impacts on how the federal government operates if carried out. In an article for Justia , criminal defense attorney and former prosecutor John May suggested Project 2025’s language endorsing the executive branch being able to “restrain the excesses” of the judicial branch and Congress means “if the President wants to, the President can defy any decision of the Supreme Court, any legislation by Congress, maybe even the act of impeachment and removal from office.”
The main team behind Project 2025 includes Heritage Foundation director Paul Gans and former Trump White House personnel leaders Spencer Chretien (who also served as Trump’s special assistant) and Troup Hemenway, according to the project’s website. Other groups listed as participating in the project include ex-Trump adviser Stephen Miller’s America First Legal, legal group Alliance Defending Freedom, Liberty University, Susan B. Anthony Pro-Life America and Turning Point USA. The 900-page policy agenda was co-authored by a series of conservative figures, with chapters penned by such Trump allies as former Housing Secretary Dr. Ben Carson, former Deputy Homeland Security Secretary Ken Cuccinelli, former HHS Civil Rights Director Roger Severino and former Trump advisor Peter Navarro, who went to prison in March for contempt of Congress.
Trump will not be under any obligation to follow Project 2025’s proposals if he wins the presidency, though history suggests he’ll listen to at least some of them. The Heritage Foundation made a similar policy proposal for Trump ahead of his presidency in 2016, and boasted two years into his tenure that Trump had already followed 64% of its recommendations, CBS News notes .
One area that Project 2025 doesn’t touch on is Social Security benefits and any potential cuts to the program, even as proposals outline changes to numerous other government “entitlements.” Changing Social Security and making cuts to its spending has been a priority for the GOP for decades, though the American public has long opposed slashing benefits. Republicans’ efforts have waned under Trump, however, and the ex-president publicly claimed in March he “will never do anything that will jeopardize or hurt Social Security or Medicare,” after he came under fire for suggesting otherwise in an interview with CNBC.
While much of Project 2025’s policy agenda concerns federal agencies, the proposal has also gotten attention for its call to outlaw all pornography, which it claims is tied to “the omnipresent propagation of transgender ideology and sexualization of children” and is not protected under the First Amendment. Project 2025 calls not only for pornography to be made illegal, but also for anyone involved with its production and distribution to be imprisoned, for any librarians or educators who “purvey it” to be registered as sex offenders and for telecommunications and technology firms that facilitate its distribution to be shut down.
The Heritage Foundation’s practice of laying out a policy roadmap for a future Republican administration actually dates back to the Reagan era, founder Edwin J. Feulner noted in the afterword of the 2025 edition. The organization first laid out a blueprint in 1981 that President Ronald Reagan ultimately adopted, fulfilling half of its recommendations by the end of his first year in office. The Heritage Foundation has continued to come out with blueprints for potential conservative presidents each election since, it notes, and its 2025 Mandate for Leadership was published in 2023. While it came out last year, Project 2025 gained new attention in the past week since Trump disavowed it—sparking a wave of reports highlighting his ties to the figures behind the project that debunk his claims. Democrats have also used the controversial proposal as a key talking point and argument for why the left should unite behind President Joe Biden and focus on defeating Trump, particularly as Biden’s candidacy has come under widespread scrutiny in the wake of the president’s poor debate performance in June.

After time away from the spotlight, the right-wing host is increasingly welcomed by Trump’s inner circle. He also made a surprise visit to Fox’s convention studio.
By Michael M. Grynbaum and Jim Rutenberg
Reporting from Milwaukee
All of a sudden, Tucker Carlson has roared back to the forefront of Republican politics.
Once the top-rated anchor on Fox News — only to be abruptly ousted 15 months ago, his national platform yanked out from under his feet — Mr. Carlson has made an improbable re-emergence into America’s living rooms at this week’s Republican National Convention.
He was the first person to greet Donald J. Trump after the former president’s dramatic entrance in the convention hall on Monday, and cameras later caught them joking together in Mr. Trump’s friends and family box, just two seats apart. He is even returning to prime time: Mr. Carlson is set to deliver a televised address to the convention on Thursday in a coveted slot shortly before Mr. Trump accepts his party’s nomination.
Mr. Carlson once electrified Fox viewers with racial grievances and flimflam conspiracy theories . Spurned by the network, he found mixed success with a self-produced video series on X and a subscription streaming service that failed to generate much buzz, although a recent pivot to lengthy, Joe Roganesque podcasts has attracted more listeners.
But behind the scenes over the past year, Mr. Carlson has become more deeply allied with Mr. Trump than at any point in his long relationship with the former president, a man for whom the broadcaster once expressed deep ambivalence.
Mr. Carlson lobbied Mr. Trump to select Senator J.D. Vance of Ohio, who had been a frequent guest on his Fox show, as his running mate, and he helped broker a meeting in Milwaukee between Mr. Trump and Robert F. Kennedy Jr., the independent presidential candidate.
He and a longtime producer of his shows, Justin Wells, recently visited Mar-a-Lago to pitch Mr. Trump on a fly-on-the-wall docuseries about his campaign. Mr. Trump granted access, and the series is set to be released on Mr. Carlson’s streaming platform before the election; Mr. Wells and a cameraman were filming several feet away from the former president in Pennsylvania on Saturday when he was shot by a would-be assassin.
Mr. Carlson has also intensified a friendship with Donald Trump Jr., whose fiancée, Kimberly Guilfoyle, overlapped with Mr. Carlson at Fox News (and was also forced to leave by the network). This week, the younger Mr. Trump said that Mr. Carlson would make an excellent vice president. “He’s one of the great thought leaders of the party these days,” Mr. Trump told Axios . “He’s an incredible part of the movement. I’m so glad we have him.”
Mr. Carlson’s newfound place at the former president’s side is all the more extraordinary given last year’s revelations that Mr. Carlson had turned on Mr. Trump toward the end of his presidency. “We are very, very close to being able to ignore Trump most nights. I truly can’t wait,” Mr. Carlson wrote in a text message in 2021 made public as part of the Dominion Voting Systems defamation case against Fox, which the network settled for $787.5 million . “I hate him passionately.”
In a short interview on Thursday morning, Mr. Carlson dismissed those past comments as merely venting frustration to a colleague.
“I got pissed at Trump. So? I get pissed at my wife,” he said. “I’m a human being.” Asked if he had cleared the air directly with Mr. Trump about those remarks, Mr. Carlson said, “I never talked to anyone about it.”
Mr. Carlson said that he has recently felt more ideologically simpatico with Mr. Trump, in particular the former president’s position on curbing immigration and the brand of economic populism that is espoused by Mr. Vance. “Joe Biden is evil,” he added. “Not wrong. Evil.”
This week in Milwaukee, Mr. Carlson has cut a gleeful and confident figure. He was greeted with cheers at a Heritage Foundation summit and schmoozing in the lobby of the Trade Hotel, where Mr. Trump’s inner circle is staying.
He has also tried to make old foes squirm.
Mr. Carlson stunned executives at Fox News by turning up unannounced at its packed studio inside the convention venue, Fiserv Forum, on Tuesday, sporting a megawatt grin as former colleagues like Jeanine Pirro, Jesse Watters, Brit Hume and Charlie Hurt came to warmly greet him.
Crisply dressed in a blue gingham shirt and marina-ready navy blazer, Mr. Carlson looked every bit the cat who ate the canary. He had swept into the Fox green room as part of the entourage of Donald Trump Jr., who was preparing for an appearance on Sean Hannity’s show. Mr. Carlson held court chatting with Vivek Ramaswamy, the former presidential candidate, as party grandees like Newt Gingrich circled — and crew members sneaked arch glances at their ousted former colleague.
Approached inside the Fox studio by a reporter, Mr. Carlson demurred when he was asked how it felt to be back at his old stomping ground. “What do you mean?” Mr. Carlson said, adding, puckishly, “I’m too important. When you’re a world historic figure you don’t talk to The New York Times.” (He later agreed to a short interview.)
Adding to the intrigue, Rupert Murdoch, the media titan who owns Fox News, had visited the studio just minutes earlier. Mr. Carlson did, however, bump into Suzanne Scott, the chief executive of Fox News Media, earlier in the week; a person familiar with their encounter said that it had been cordial.
In the interview on Thursday, Mr. Carlson praised Mr. Murdoch — “he has 19th-century manners, which I really appreciate” — and said he retained no bitterness toward his former boss. “I’ve never felt anything but gratitude to him, and I mean that,” he said. “It’s not the first time I’ve been fired and every time I get fired I thank God for it. It forces you to confront your own weaknesses and make a change, and it’s a great, great experience.”
As for the reasons behind his ouster from Fox, Mr. Carlson said, “I honestly don’t know what it was about.”
Mr. Carlson’s path back is not unlike the journey of Mr. Trump, who secured the Republican nomination and is leading polls in the presidential contest despite two impeachments, four criminal indictments and a felony conviction.
Mr. Carlson was drummed out of Fox News in 2023 after a series of on-air flare-ups and off-air antics. His behavior had angered his superiors, the Murdochs and, ultimately, Fox’s board of directors, which was alarmed when company lawyers discovered a private message in which Mr. Carlson shared inflammatory views about violence and race.
Technically, Mr. Carlson is still beholden to his contract with Fox, which runs through the end of this year. The contract effectively grants Fox the right to keep Mr. Carlson out of sight until 2025 but the company has not enforced the terms.
Tucker Carlson Network, the host’s streaming service, gained attention in February by securing a rare interview with President Vladimir V. Putin of Russia. But Mr. Carlson had otherwise struggled to match the influence he wielded at Fox News.
He is now shifting from formal interviews to more freewheeling conversations in the vein of Mr. Rogan; recent guests included the journalists Matt Taibbi and Catherine Herridge. As of Thursday, “The Tucker Carlson Show” was ranked No. 11 on the Apple podcast charts.
Mr. Carlson, though, is still drawn to the incendiary. Last year, he hosted the conspiracy theorist Alex Jones on his show, telling listeners that he “is not a crazy person.” The interview helped prompt Elon Musk to reinstate the X account of Mr. Jones, who has promoted the false claim that the 2012 shooting in 2012 at Sandy Hook Elementary School was a hoax.
Given Mr. Trump’s mercurial nature and shifting allegiances, it is not clear how his relationship with Mr. Carlson will ultimately shake out.
Around Milwaukee, Mr. Carlson has sought to shrug off his Monday night cameo in Mr. Trump’s box, suggesting that the appearance came together on the spur of the moment and that he did not have time to change out of his casual plaid shirt and loafers.
Mr. Trump downplayed it, too — although with a different spin. Speaking with people at Fox News this week, the former president said that Mr. Carlson sat in the box only because he had asked to be in the box, according to a person familiar with Mr. Trump’s remarks.
Nick Corasaniti contributed reporting from Milwaukee.
